the story
How Phar Lap came to be
Phar Lap is the part of Cupertino north of Stevens Creek Boulevard that lies between Stevens Creek, the creek, and Hwy 85, up to I-280. The City of Cupertino's GIS groups this land with Creston, on the other side of the creek, in one planning area it calls Creston-Pharlap. The Creston guide covers the west half; this guide takes the second half of the city's name, which is also the name of Phar Lap Drive, the street that follows the creek north from Stevens Creek Boulevard.
The county's record-map index shows the area filled in tract by tract. The earliest by the city's year-built data is Knoll Vista Subdivision (Tract 651) on Adriana Avenue, with houses from about 1951. Mann Craft Manor, recorded in three units (Tracts 1390, 1570 and 1647), covers lots on Mann Drive, Oakview Lane, Gardenview Lane, Monte Court, Corte Madera Lane, Meadowview Lane and Dos Palos Court, with houses dated 1955 to 1957. Corte Madera Highlands (Tract 1960) followed on Madera Drive and Florence Drive, with houses from about 1958. Along the creek, Oakdell Ranch (Tract 3442) and Oakdell Ranch Unit No. 2 (Tract 3628) cover Phar Lap Drive and its courts, with houses from about 1964 and 1965. The long avenues in the east third, Stokes, Dempster and Noel, are on Tracts 4658 and 4735, built around 1969 and 1970; the index gives those two maps no name, and the city's neighborhood layer calls the area Summerset Square West. Oakdale Ranch No. 3 (Tract 6943) covers Oakleaf Place and Oakleaf Court, built in the early 1980s.
City annexation records split the area in two. Phar Lap Drive, Stokes, Dempster and Noel avenues, Madera Drive and the courts along the creek came into the city with the Homestead 3-C annexation, final in November 1956. Mann Drive, Adriana Avenue, Gardenview, Oakview, Corte Madera and Meadowview lanes, Woodbury Drive and Monte Court stayed unincorporated county land for another 24 years, until the Mann 80-32 island annexation took effect in November 1980. A strip of Stokes Avenue lots joined with the Junipero Serra 69-3 annexation in 1969. Today every lot in this guide is inside the city limit.
streets and homes
The streets and the houses
Three street patterns sit side by side. On the west, Phar Lap Drive runs north from Stevens Creek Boulevard along the creek, with Oaknoll, Clearcreek, Clearwood and Creekside courts and Oakdell Place off it, and Oakleaf Place and Oakleaf Court at its south end; Florence Drive and Madera Drive continue north toward I-280. In the middle, Mann Drive runs north from Stevens Creek Boulevard with the Mann Craft Manor lanes and courts on both sides, Woodbury Drive crossing over to Phar Lap Drive and Adriana Avenue near the boulevard. On the east, Stokes, Dempster and Noel avenues run in long parallel lines beside Hwy 85, with Fitzgerald Drive, Beaven Drive and Benetti, Wilson and Meyerholtz courts.
City parcel data dates most of the houses to their tracts: median years built run from about 1955 on the Mann Craft Manor lanes to 1964 on Phar Lap Drive and 1969 to 1970 on Stokes, Dempster and Noel avenues. Twenty-one lots have a house built in 2000 or later, spread across the area with the most (five) on Mann Drive, so original houses and rebuilds share many blocks. The median lot is about 9,600 sq ft, and most fall between about 7,600 and 12,900 sq ft. Most lots are zoned R1-10; Phar Lap Drive and the Oakdell courts are zoned R1-7.5, and the 17 lots on Oakleaf Place and Oakleaf Court are a planned development zoned P(R1-7.5). The city's parcel layer shows no single-story overlay, Eichler or historic flags here, and it has no floor area or story counts, so check each house's own records.
The creek shapes the west side. FEMA's flood map puts 58 lots in Zone AE at the parcel center: 34 on Phar Lap Drive, 11 on Clearcreek Court, 7 on Clearwood Court and 3 each on Florence Drive and Creekside Court. CAL FIRE's 2025 Fire Hazard Severity Zone maps show no zone touching any lot here. The city's own geologic hazard layer, which is drawn differently from the state zone maps in the spec sheet, also flags many lots: about 126 in its liquefaction-inundation area, mostly along Phar Lap Drive and the Oakdell courts, and about 75 for slope instability, including lots on Madera Drive, Phar Lap Drive and several of the Mann Craft Manor lanes. Check both maps for the parcel.

Buying or selling in Phar Lap: what we check
Buying here
- Flood: FEMA's map puts 58 lots here in Zone AE, along the creek on Phar Lap Drive and its courts. Check the parcel on the FEMA map, ask for any elevation certificate and get flood insurance quotes before you remove contingencies.
- Mann Drive, Adriana Avenue and the Mann Craft Manor lanes were unincorporated until November 1980, per the city's annexation layer. Permits from before then may be on file with Santa Clara County, so ask for both county and city records.
- The city's parcel data lists a geologic hazard zone (liquefaction-inundation or slope instability) for many lots here. Read the natural hazard disclosure and ask whether a geotechnical report exists before planning an addition or rebuild.
- Lots are zoned R1-10, R1-7.5 or, on Oakleaf Place and Oakleaf Court, P(R1-7.5), a planned development. Cupertino's R1 rules (Municipal Code Chapter 19.28) set setbacks and when a Minor Residential Permit is needed; check them with the city's planning staff before you plan a second story or addition.
- About 117 houses were built before 1960. Budget for checks of the sewer lateral (the parcel layer lists the Cupertino Sanitary District), electrical panel and foundation, and ask for permit history on additions.
Selling here
- Name the tract. Mann Craft Manor, Corte Madera Highlands, Oakdell Ranch or one of the unnamed Stokes-Dempster maps tells buyers when and how the lot was laid out; the county record-map index lists book and page.
- State the lot size from county records and show the usable yard; the median here is about 9,600 sq ft, and creek-side lots on Phar Lap Drive can carry easements.
- If the house is in Zone AE, have the flood map, any elevation certificate and insurance information ready before listing.
- If the house was remodeled while the area was unincorporated, gather the county permits along with any city permits so buyers can see the full history.

faq
Phar Lap questions, answered
Is Phar Lap an official Cupertino neighborhood?
Partly. The City of Cupertino's GIS has a planning area called Creston-Pharlap that runs from Foothill Boulevard east to Hwy 85. The city's neighborhood layer also names smaller areas inside it: OakDell Ranch, Gardenview Manor, Highlands and Summerset Square West.
Which school districts serve Phar Lap?
The Cupertino Union School District for K-8 and the Fremont Union High School District, per the state's 2025-26 district map. Check the exact address with both districts, since attendance areas change.

When were the houses built?
Mostly in the 1950s and 1960s; the median year built in city data is 1966. About 5 percent of the houses were built in 2000 or later.
