How Palo Alto Hills came to be
Palo Alto Hills is the city's own name for its foothill streets past I-280, where Alexis Drive, Laurel Glen Drive, Bandera Drive and Country Club Court climb above the town line with Los Altos Hills. The city's GIS neighborhood map draws a Palo Alto Hills area here, Palo Alto Neighborhoods lists Palo Alto Hills as a neighborhood association, and the county's record-map index carries the name on two tracts: Palo Alto Hills (Tract 2613) and Palo Alto Hills Unit No. 2 (Tract 3307).
Later maps in the index use the country-club name: Country Club Ranchos (Tract 3890) and Country Club West (Tract 4346). City parcel data shows how the houses followed: almost none before 1960, about 29 in the 1960s and 29 in the 1970s, a few in the 1980s and 1990s, and about 10 percent since 2000.

Alexis Drive has about half the houses. In city parcel data, Bandera Drive is at the south end, Country Club Court on the east side and Laurel Glen Drive on the west side.
Every lot is zoned RE, the city's residential estate district. The city layer lists 22 lots at 1 acre or more, gives a median of about 36,000 sq ft for the lots it lists in square feet, and notes for others that the size cannot be calculated because of creek, flag-lot or right-of-way configuration. Most houses date from the 1960s and 1970s, and about 10 percent were built in 2000 or later.
CAL FIRE's 2025 Fire Hazard Severity Zone map puts all 74 houses' parcel centers in a Moderate Fire Hazard Severity Zone in the Local Responsibility Area. FEMA's flood map shows no high-risk flood zone at any parcel center.

- Every lot is zoned RE. Read the city's RE rules (setbacks, coverage, height) before planning an addition or rebuild on a slope.
- Many lots have no calculated size in city data because of creek, flag-lot or right-of-way configuration. Get a survey and read the recorded map and title report for easements and access.
- Hillside houses from the 1960s and 1970s: ask for permit history and check drainage, retaining walls, the foundation and the sewer lateral or private system.
- Confirm the city: the Los Altos Hills town line is next door, and nearby streets are in the town.
