the story

How Town Hall & Fremont Road came to be

This was ranch land long before it was a town. The Town's history page traces it to Rancho La Purísima Concepción, granted in 1840 to Jose Gorgonio and his son Jose Ramon and sold in 1844 to Juana Briones de Miranda. In the 1850s she sold about 3,000 acres to Martin Murphy, who gave 2,800 of them to his daughter Elizabeth Yuba when she married William Taaffe. The Town's 2016 history anthology says the Taaffe share along Purissima Road went to their son William, who lost it to foreclosure in 1897, making it the first part of the ranch to be subdivided. A 1950s photo in the same book looks down La Paloma Road across apricot orchards.

Town government grew up on Fremont Road. At incorporation on January 27, 1956, the old one-room Purissima schoolhouse served as a makeshift town hall. The present Town Hall at 26379 Fremont Road replaced an older building on the same site: staff moved into the closed Bullis School campus in June 2004, ground was broken that July, and the new building was in use in 2005. A 2003 Town newsletter asked residents whether it should look Craftsman, Mission, rural or sustainable; a few months later the answer came back rural.

Fremont Road is also the Town's school street. Palo Alto Unified bought land at 26800 Fremont Road soon after incorporation for Fremont Hills Elementary, which closed in 1976; in 1977 the district leased the five-acre site to a private school. Los Altos School District opened West Fremont School at 25890 Fremont Road in the early 1960s and soon renamed it for Gardner Bullis, a leading advocate of incorporation. As Bullis-Purissima it closed in 2003, then reopened in 2008 as Gardner Bullis Elementary after a renovation.

streets and homes

The streets and the houses

Fremont Road is the spine. Concepcion Road drops south from the Town Hall corner to Purissima Road, La Paloma Road runs roughly parallel to its east, and nearly everything else is a short lane or court; the anthology says the founders planned cul-de-sacs to keep traffic out and fit the hilly ground. The Town's street list shows La Cresta Drive and Court, Ortega Drive and the three Viscaino streets on one tract map (1947) and Alto Verde, Camino Medio, Corte Madera and Roble Veneno on another (1926). Roble Ladera Road used to be called Ortega Drive.

County parcel records put about 600 addressed parcels inside our outline, with a median of about 1.15 acres. In Los Altos Hills, house size is a math problem before it is a design problem: the Town multiplies a lot unit factor (net acres, cut once average slope passes 10 percent) by 6,000 square feet of floor area and 15,000 of development area on flatter lots, and qualifying basements don't count as floor area. The anthology describes the early town as a few hundred redwood ranch houses averaging about 3,000 square feet; today's run far larger. The Town's history page lists the Shumate House on Viscaino among the old summer estates still standing.

The school line matters here. By Census boundaries about 70 percent of addressed parcels are Palo Alto Unified: everything west of Concepcion Road plus a strip just east of it (Alto Verde, Camino Medio, Corte Madera, Roble Veneno, Laurel, Via Arline, Elsie, much of Westwind Way). Fremont Pines Lane, Todd Lane, Golden Hill Court, Newbridge Drive and the Robleda side are Los Altos School District and Mountain View-Los Altos, and La Paloma Road is split. Water follows its own map: the county layer puts 559 of 604 parcels in the Purissima Hills Water District, but Ciceroni Lane, Alta Tierra Road, the Alta lanes and Atherton Court sit outside it.

Getting around

  • Foothill Expressway at Arastradero Road is about 1 mile north of Town Hall (straight-line), the usual way toward Palo Alto and Los Altos.

  • On foot: there are no sidewalks or streetlights. The Town's roadside and off-road pathways link the lanes, and a Town project begun in 2012 rebuilt the school route along Fremont Road.

nerd notes

Buying or selling in Town Hall & Fremont Road: what we check

Buying here

  • Check the school district parcel by parcel. The Palo Alto Unified / Los Altos line runs near Concepcion Road but not on it, and La Paloma Road, Purissima Road, Westwind Way and the Alta lanes have parcels on both sides by Census maps.
  • Get the lot's numbers before you fall for a plan: average slope, lot unit factor, maximum floor area and maximum development area from the Town's worksheet. The first 100 feet of driveway, patios, pools and sport courts count toward development area; a qualifying basement does not count as floor area, and an ADU gets an 800-square-foot credit.
  • Ask whether the house is on sewer or septic. The Town's system served about 1,770 residential parcels in 2016 and many homes still use septic; the Town generally requires a connection when a public sewer is within 200 feet of the property line. Also confirm the water provider (Purissima Hills Water District or California Water Service).
  • Confirm the road. The Town's street list shows Baker, Birch Hill, Calle Del Sol, Campo Vista, Ciceroni, Elsie, Ginny, Lynndale, Maurer, Minorca, Quail, North and South Alta, Via Arline, Wild Flower and Wildcrest as private, so ask who maintains it and whether there is a road agreement.
  • Read the hazard paperwork: the fire hazard severity zone for the parcel (the Council adopted CAL FIRE-based zones in June 2025), the Class A roof and fire-sprinkler rules for new houses, any geotechnical reports, and whether the lot touches the county's 100-year flood layer along Deer, Dry or Adobe creeks.

Selling here

  • Pull your parcel's worksheet numbers (lot unit factor, maximum floor and development area, and what is already used) so buyers can see the room left to add.
  • Gather sewer or septic records, permits and any private road agreement before listing.
  • Give buyers the school district from each district's own address lookup, not the street name; this area has both.
  • Measure the walk or ride on the pathways to Town Hall, Purissima Park and Gardner Bullis, and put the numbers in the listing.

faq

Town Hall & Fremont Road questions, answered

Is Town Hall & Fremont Road an official neighborhood?

No. Los Altos Hills has no official neighborhoods; this is our grouping of the streets around Town Hall, Fremont, Concepcion and La Paloma roads north of I-280. The MLS area name for much of the west side is Fremont Hills.

Which school district serves it?

Both. By Census boundaries about 70 percent of addresses are Palo Alto Unified and about 30 percent are Los Altos School District with Mountain View-Los Altos for high school. Check the exact address with the districts.

Why are there no sidewalks?

By design. The founders' Green Sheets asked for roads content to remain country lanes, and the Town's 2016 anthology notes there are still no sidewalks or streetlights. The Town builds roadside and off-road pathways instead.

How big a house can I build on a one-acre lot?

On a flat lot with a lot unit factor of 1.0, the formula allows 6,000 square feet of floor area and 15,000 of development area. Both shrink as slope rises above 10 percent, with a 5,000-square-foot floor-area minimum for nearly all lots. Run the Town's worksheet for the actual parcel.

Is the area on sewer?

Partly. The Town's system served about 1,770 residential parcels in 2016 and many homes use septic. Ask for the records, and check whether a sewer main is within 200 feet.
