the story

How Page Mill Road & Palo Alto Hills came to be

Page Mill Road is named for a lumber business. The City of Palo Alto's history of Peers Park says William Page and Alexander Peers started the Page and Peers Lumber Company and that Page Mill Road was built to carry logs from their mill in the foothills down to Mayfield. The land on this side was part of Rancho La Purísima Concepción, which the Town's anthology says reached west to Arastradero Creek, now inside the Palo Alto preserve next door.

The modern layout followed the freeway. The anthology's timeline has Interstate 280 completed up to Page Mill Road in the late 1960s, and the Town's street list ties many of the streets here to acceptance resolutions from the 1980s: Matadero Creek Lane and Court (1982), Saddle Mountain Drive (1983), Berry Hill Lane (1986), Liddicoat Drive, Liddicoat Circle and the college-named courts (1987) and Via Ventana Way (1988).

On July 1, 1985, an arsonist set fires along both sides of Arastradero Road near Page Mill Road, and the fire ran uphill into the homes around Liddicoat Drive. The Town's hazard mitigation plan counts nine homes destroyed and 16 damaged in Los Altos Hills, about 200 acres burned and 195 residents evacuated, with a Red Cross shelter at Gunn High School. A 2025 newspaper retrospective adds four homes lost in Palo Alto and notes the case was never solved. Afterward the Town required yearly brush clearing by July 1 and set up neighborhood emergency networks.

streets and homes

The streets and the houses

Two roads do the work. Page Mill Road climbs south from the interchange with Moon Lane, Fawn Creek Court, Berry Hill Court, Lupine Road, Via Feliz, Three Forks Lane (and its North, Middle and South Fork lanes and Country Way), Matadero Creek Lane and Court, Story Hill Lane, Via Ventana Way and Paseo del Roble Drive branching off it; Paseo del Roble leads to Mirmirou Drive and the Roble Alto and Roble Blanco streets. Arastradero Road runs along the freeway past Stirrup Way (the way into Saddle Mountain Drive and Saddle Court), Baleri Ranch Road, Tracy Court and Liddicoat Drive, whose loop holds Amherst, Harvard, Yale and Stanford courts and Radcliffe Lane. North of I-280, Christopher's Lane comes off Page Mill Road and Gerth Lane off Old Page Mill Road.

Lots run larger than around Town Hall. County parcel records show about 350 addressed parcels with a median of about 1.3 acres, and about one in five is over 2 acres. Slope trims what you can build: once a lot's average slope passes 10 percent its lot unit factor shrinks, and at 30 percent or more the allowance drops to 5,000 square feet of floor area and 7,500 of development area per unit. The Town lists Moon Lane, Mirmirou Drive, Radcliffe Lane, North Fork Lane and Gerth Lane as private, with Saddle Mountain Drive private past Saddle Court and Country Way private past its bulb.

The edges are worth knowing. Every addressed parcel here is Palo Alto Unified by Census boundaries and inside the Purissima Hills Water District on the county map. The hills in Palo Alto Hills are real; the city in the name is next door, and the town line is ragged at the north end, where Jarvis Way and part of Linda Lane are unincorporated county land.

nerd notes

Buying or selling in Page Mill Road & Palo Alto Hills: what we check

Buying here

  • Fire first: check the parcel's designation on the fire hazard severity zone map the Council adopted in June 2025, then defensible space, roof class, vents and insurance before you write an offer. New houses need Class A roofs and fire sprinklers.
  • Get the slope math: average slope, lot unit factor, and maximum floor and development area from the Town's worksheet. Steep lots lose allowance quickly, and driveways, patios and pools count toward development area.
  • Geology: the Town sends new-house plans for geotechnical peer review. Ask for prior soils reports, especially on lots near Matadero Creek or with long driveways.
  • Utilities: ask whether the house is on sewer or septic. The sewer trunk lines on Page Mill Road belong to the City of Palo Alto, so a new connection can involve that city. Water here is Purissima Hills Water District.
  • Check jurisdiction and road status at the north end: Jarvis Way and part of Linda Lane are unincorporated (county planning and permits), and several lanes here are private, so get any road maintenance agreement.

Selling here

  • Have fire paperwork ready: defensible-space work, roof and vent details, and any inspection reports.
  • Provide the lot's slope, lot unit factor and maximum floor and development area; on large lots buyers want to know what's left.
  • List the distance to the Page Mill Road on-ramp and the Arastradero Preserve trailhead; both matter here.
  • Gather septic or sewer records, road agreements and any geotechnical reports.
