the story

How College Avenue & Jones Road came to be

This is the hillside directly behind downtown Los Gatos, and the Town has planned it as hillside for almost fifty years. It falls inside the area of the Los Gatos Hillside Specific Plan, which the Town Council adopted on August 7, 1978 and the county Board of Supervisors on March 19, 1979, to set policy for roads, water, sewer, fire protection and the look of building in the hills. The plan's findings describe chaparral on the drier slopes with oak, madrone and grassland, and a high fire danger in the dry season. After it was adopted the Town created new Hillside Residential (HR) zones, and HR-2 1/2 zoning still covers the upper lots here. The Town's neighborhood-district map files these blocks under its large Hillside Area district.

Most of the street grid is older than the recorded tracts. In the Town's copy of the County Surveyor maps, the first named subdivision here is Canyon View Terrace, recorded in 1927, whose lots line Euclid Avenue. Arroya Vista followed in 1946 on Oak Grove Avenue, Stonehedge in 1949 at College Avenue and Jones Road, Ambassador Estates in 1960 around Ambassador Court, Hillcrest Chalets in 1967 on College Avenue and Jones Road, and College Terrace in 1972. The newest is Tract 10275 at 100 Prospect Avenue, recorded in 2015 after a state environmental filing described splitting a 10.3-acre property into 17 lots; county data shows most of its houses on Sisters Court and Prospect Avenue completed in 2018 and 2019.

The south edge is open space. St. Joseph's Hill Preserve, which the Midpeninsula Regional Open Space District says it bought jointly with the Town of Los Gatos in 1982, rises to a 1,250-foot summit above these streets. The Town's Novitiate Park at the end of Jones Road is the preserve's entrance from town, and the Los Gatos Creek Trail runs along the creek on the west edge, between the houses and Highway 17.

streets and homes

The streets and the houses

County assessor data for the 302 single-family houses inside the outline puts the median year built at 1960, the median living area at about 2,490 square feet and the median lot at about 14,400 square feet. The range is wide: about 67 houses predate 1941, and about 15 percent were built in 2000 or later. About 55 percent have two or more floors, the highest share of the three hillside guides in this group.

College Avenue climbs south from East Main Street through the middle of the area, with Reservoir Road, Rogers Street and Kimble Avenue on the slope east of it and Prospect Avenue, Prospect Court, Ambassador Court and the new Sisters Court on the upper slope; the uppermost part of College Avenue and College Terrace Court are private roads in the Town's street data. Jones Road runs southwest from College Avenue to Novitiate Park, with Euclid and Oak Grove avenues on the slope between College Avenue and the creek trail. On the east side, Jackson Street runs south from Main Street and bends southwest to Central Avenue, with Grove Street and Oak Hill Way off it, Central Court, Orchard Street and West Central Avenue beyond, and the private Highland Avenue and Highland Terrace climbing south from its bend. Cleland Avenue's south side, facing the Town's Pageant Grounds, is the north edge.

Zoning varies street by street. Cleland Avenue and the bottom of College Avenue are R-1D, the Town's single-family downtown zone for areas first built in the late 1800s and early 1900s; Euclid Avenue, Oak Grove Avenue, Jones Road and most of College Avenue are R-1:8 (lots of at least 8,000 square feet); Central Avenue and Orchard Street are R-1:10; Prospect Avenue, Sisters Court, Kimble Avenue, Reservoir Road and much of Jackson Street are R-1:20; and the private Highland Avenue is HR-2 1/2, a Hillside Residential zone that allows 2 1/2 to 10 acres per house in new subdivisions. Roughly a third of the houses are R-1:8 and another third R-1:20. The Town's Hillside Area map takes in 244 of the 302 houses; there, new homes and major additions or remodels must meet the Town's Hillside Development Standards and Guidelines, adopted in 2004. In the R-1 zones the basic limits are a 30-foot height, 40 percent lot coverage and side setbacks from 8 feet (R-1:8) to 15 feet (R-1:20). Town parcel data records a secondary dwelling unit on about one lot in ten.

nerd notes

Buying or selling in College Avenue & Jones Road: what we check

Buying here

  • Check the fire map first. CAL FIRE's 2025 fire hazard severity zones, which the Town adopted for its own jurisdiction in June 2025, reach part of the lot for 88 of the 302 houses in a Very High zone, 182 in High and 29 in Moderate. Ask for the seller's natural-hazard and fire-zone disclosures and any defensible-space records, and look at roof, vents, decks and vegetation with that in mind.
  • Before planning an addition or rebuild, check whether the lot is on the Town's Hillside Area map (244 of the 302 houses are). New homes and major additions or remodels there must meet the 2004 Hillside Development Standards and Guidelines, and HR-zoned lots follow the Hillside Residential zone's slope-density rules.
  • Check the age of the house. The Town presumes any primary structure built before 1941 is historic unless it has found otherwise, and about 67 houses here predate 1941 in county data, so remodel and demolition plans can need historic review.
  • Ask what the ground needs. Town parcel data flags about 69 of the 301 single-family lots in a mapped landslide zone, about 25 near the creek in a liquefaction zone and about 16 in a fault zone (most of them the Berrocal fault zone on the Town's geology map). Ask the Town which geologic or soils reports a project would require.
  • Highland Avenue, Highland Terrace, College Terrace Court and the top of College Avenue are private roads in the Town's street data; ask who maintains them and whether there is a recorded road agreement. For houses built before 1978, a federal lead-paint disclosure applies.

Selling here

  • Have the fire-zone disclosure, any defensible-space inspection and records of recent roof, vent or vegetation work ready; about nine lots in ten here show a High or Very High zone on the state map.
  • If the house predates 1941, gather any Town historic-inventory findings and the permit history before listing, so buyers can see what a remodel would involve.
  • Document second stories, decks and retaining walls with finaled permits, plus any geotechnical or drainage reports from past work.
  • Describe the walk precisely: the measured route and time to Main Street, Novitiate Park and the creek trail, including the climb back up.

faq

College Avenue & Jones Road questions, answered

Is College Avenue & Jones Road an official Los Gatos neighborhood?

How far is downtown Los Gatos?

Close. Town Plaza Park, at North Santa Cruz Avenue and Main Street, is about 0.2 mile in a straight line from the nearest houses and about 0.85 mile from the farthest. The Civic Center and Los Gatos High School face the area across Main Street.

Which school districts serve College Avenue & Jones Road?

Los Gatos Union School District for kindergarten through 8th grade and Los Gatos-Saratoga Joint Union High School District for high school, per the state's district map. Check the exact address with the district, because attendance boundaries change.

Are homes here in a wildfire hazard zone?

Most are. CAL FIRE's 2025 map, adopted by the Town in June 2025, puts part of the lot in a Very High zone for 88 of the 302 houses, High for 182 and Moderate for 29. None is in a FEMA flood zone. Check the specific address on both maps.

How do you get to St. Joseph's Hill from here?

On foot. Jones Road ends at the Town's Novitiate Park, and the 2.2-mile Jones Trail climbs from there into St. Joseph's Hill Preserve and continues to Lexington Reservoir County Park. Street parking for the trail is on Jones Road.

What rules apply to remodeling an older house here?

Two sets often do. The Town presumes houses built before 1941 are historic unless it has found otherwise, and lots on its Hillside Area map follow the Hillside Development Standards and Guidelines for new homes and major additions. Ask the Town's planning staff early.
