the story
How Rose Avenue & Andrews Street came to be
This is the city's front door on Highway 9. City Hall sits at 18041 Saratoga-Los Gatos Road on the Rose Avenue corner, in a building a 1992 profile in the city's history file identifies as the former Los Gatos-Saratoga Red Cross chapter house. The city bought it in the early 1990s after years in a 960-square-foot office next door, and an earlier clipping has the council meeting in the Red Cross offices. The city's history timeline lists a branch post office in 1962; the General Plan report says the City Hall post office has since closed.
The road out front has its own story. In 1968 the state designated a 3.4-mile stretch of Saratoga-Los Gatos Road, from Monte Sereno to Saratoga, as a scenic highway, and the dedication, with Golden Poppy symbols unveiled on the Route 9 signs, was held near Monte Sereno City Hall, according to Times-Observer and Mercury News clippings in the same file. One of those clippings says the county road along the route was laid out in 1876.
Behind City Hall, Rose Avenue and Andrews Street are where the city line gets fussy. Census boundaries put Rose Avenue in Monte Sereno from the highway north to just past Andrews Street, in Los Gatos for the next stretch, back in Monte Sereno for a short run at Barry Lane, and in Los Gatos again beyond. Andrews Street is Monte Sereno for its first blocks east of Rose Avenue, to about Mays Avenue, then Los Gatos on toward North Santa Cruz Avenue. Same 95030 ZIP on both sides, different city hall.
streets and homes
The streets and the houses
Rose Avenue runs north from the highway at City Hall. Arlee Drive and Rose Court branch west off it, and Andrews Street heads east with Andrews Court and Francesca Court on its south side and Mays Avenue angling north. Creffield Heights sits on the east edge, partly in each town, and Barry Lane is a short lane off the north end of Rose Avenue. On the west side, Viewfield Road climbs north from the highway, and Seaborn Court is a short spur off the highway opposite Serena Vista Court.
Most of this guide is R-1-8 on the city's March 2025 zoning map, the city's 8,000-square-foot zone. A new lot needs 8,000 sq ft and 70 feet of frontage. The main house tops out at 3,300 sq ft on one story or 3,000 sq ft on two, garage included, growing by 0.15 sq ft for each square foot of lot over 10,000. Structural coverage is capped at 40 percent and impervious coverage at 60 percent, with front setbacks of 25 feet (30 feet for a second story), side setbacks of 6 feet (10 feet upstairs) and a 30-foot rear yard. Heights max out at 21 feet for one story and 30 feet for two. An ADU can be 850 sq ft with one bedroom or 1,000 sq ft with two or more.
We found no source dating these blocks, so read each permit file; expect older single-story houses alongside two-story rebuilds. Remember that the Los Gatos parcels on the same streets follow the Town of Los Gatos's zoning and permits, not Monte Sereno's.

School districts
Census school-district boundaries (January 2026) put every street in this guide in Los Gatos Union School District for elementary and middle school and Los Gatos-Saratoga Joint Union High School District for high school. The city's only public school, Daves Avenue Elementary (Los Gatos Union), is about half a mile north (straight-line). Attendance boundaries change, and the Los Gatos parcels next door can differ, so confirm the exact address with the districts.

Buying or selling in Rose Avenue & Andrews Street: what we check
Buying here
- Confirm the city first. Rose Avenue, Andrews Street and Creffield Heights each have Monte Sereno and Los Gatos parcels with the same 95030 ZIP; the city decides your zoning, permits and design review.
- Run the R-1-8 numbers: 3,300 sq ft single-story or 3,000 two-story including the garage, 40 percent structural and 60 percent impervious coverage, and parking for two enclosed plus two uncovered spaces (three uncovered where there's no on-street parking).
- For Highway 9 frontage, check driveway access and turning, and ask whether work near the road needs a Caltrans encroachment permit. The Safety Element names Highway 9 and Winchester Boulevard as the city's main traffic-noise sources.
- Check the Safety Element's single-evacuation-route map (Figure HS-9) for dead-end courts, and ask about drainage near the creek channel at the north end of Viewfield Road.
- If you're weighing an ADU or SB 9 split, start with lot area and frontage; R-1-8 lots near the 8,000-sq-ft minimum leave little room.
Selling here
- Put the jurisdiction on the listing: 'City of Monte Sereno' versus 'Town of Los Gatos' changes the rules a buyer will plan under.
- Show the R-1-8 allowance for your lot, including any bonus for lot area over 10,000 sq ft.
- Pull permit history and final inspections from Monte Sereno's building department, not the Town's.
- Be upfront about highway frontage and traffic, and have any driveway or right-of-way paperwork ready.
