the story

How Alum Rock came to be

The name points to the canyon park about 1.5 miles straight-line to the north-east. A local history academy's timeline for Alum Rock Park says the name was in use by 1853 (the outcrop holds no actual alum), that a state act established the park on March 13, 1872, and that Alum Rock Avenue was built in the mid-1870s to reach it, when the park sat about seven miles past the city limits. Alum Rock Railway trolleys carried visitors from downtown into the canyon from the 1890s until 1932, electrified in 1902. Today Alum Rock Ave cuts this guide on a diagonal on its way toward the foothills.

Houses filled in the land around the road in many separate tracts. The city's tract-map layer shows about 2,190 recorded lots in 61 tracts inside the outline. City annexation records show the city's pieces arriving one at a time, from 'McKee No. 7' on November 14, 1957 to 'McKee No. 120' on March 12, 2004; 'Story No. 1-B' on May 6, 1960 alone covers about 13% of today's outline. About two-thirds of the land never joined the city.

The Census counts that county land as the Alum Rock census-designated place, with a corner around Kirk Ave, Fleming Ave, Mahoney Dr and Delia St in the East Foothills CDP. All of it lies inside San Jose's Urban Service Area on the county map. Countywide policy expects cities to annex such islands over time, and state law allows a streamlined process for islands of 150 acres or less (LAFCO island policies); no annexation date for these blocks turned up in the sources read.

nerd notes

Buying or selling in Alum Rock: what we check

Buying here

  • County or city: about two-thirds of the land, including most of Alum Rock Ave east of White Rd and streets such as Claremont Ave, Cragmont Ave, Dale Dr and East Hills Dr, is unincorporated county, where the county handles planning, zoning, building permits and ADU rules. Check the parcel on the county assessor and city maps; the street list above is a guide, but split streets change block by block.
  • On county parcels, ask which agencies provide sewer, water, garbage, police and fire service; they can differ from the city parcel next door.
  • Permit history: with two permitting agencies in one neighborhood, check that additions and garages were permitted by whichever agency had jurisdiction at the time, including before any annexation.
  • School lines: two districts serve the elementary grades here, and two of the campuses inside the outline were voted closed for 2025-26. Confirm the assigned schools with Alum Rock Union or Mount Pleasant for the exact address.
  • Hazards are modest: about 76% of the outline is FEMA Zone X and the rest Zone D; about 3% (near Watters Dr and Fleming Ave on the east edge) is in a state landslide zone. Read the natural hazard disclosure.

Selling here

  • Say plainly whether the home is county or city land and gather permits from the right agency before listing.
  • If the parcel is county land, note which service providers serve it; buyers will ask.
  • Straight-line distances to the Alum Rock library, Alum Rock Park and the light rail stop are fair points to make.
  • List upgrades (panel, roof, windows, sewer lateral) with dates.

faq

Alum Rock questions, answered

Is Alum Rock part of San Jose?

Partly. Every address uses San Jose 95127, but about two-thirds of the land in this guide is unincorporated Santa Clara County (the Census Alum Rock CDP); the rest is City of San Jose. The street-by-street list above shows which is which.

How do you tell if a home is county or city land?

Check the parcel on the county assessor's map or the city's GIS maps. On a county parcel the county handles planning and building permits; on a city parcel, San Jose does.

What ZIP code is Alum Rock?

95127 for this whole guide (Census ZIP areas and county road data). The nearby Berryessa ZIP codes 95132 and 95133 do not apply here.

Which school districts serve it?

Alum Rock Union on most streets and Mount Pleasant on the south-east blocks near Story Rd, with East Side Union High. Cureton Elementary and Joseph George Middle were voted closed for 2025-26, so check current assignments with the district.

How far is Alum Rock Park?

The park begins about 1.5 miles straight-line north-east of the middle of the guide's homes.

Will the county blocks be annexed?

Countywide policy expects San Jose to annex the unincorporated islands inside its urban service area, which includes these blocks, but no date was found. Check with the city and LAFCO of Santa Clara County.
