the story
How South of Midtown came to be
South of Midtown is the block of streets between Alma Street and Middlefield Road, from Loma Verde Avenue south to East Meadow Drive. The neighborhood map of Palo Alto Neighborhoods, the citywide group of neighborhood associations, lists South of Midtown and St. Claire Gardens as named areas under its Midtown heading. The City of Palo Alto's own GIS neighborhood map draws the same blocks into a larger Palo Verde, so you will see more than one name used here.
Two older subdivisions sit under the streets. The blocks toward Alma Street were part of the Stanford University Villa Tract, recorded on November 12, 1912 (Book O of Maps, page 15), and those toward Middlefield Road part of C.M. Wooster Company's Subdivision of the Clarke Ranch (Book O, page 16). In 1950 and 1951 the civil engineers James & Waters drew new tracts over them: Tracts 782 and 800 re-divided the blocks along Ramona Street, Emerson Street, El Verano Avenue and Campesino Avenue next to Alma, and Tract 587 laid out Murdoch Drive and Murdoch Court, Ashton Avenue and Ashton Court and part of Alger Drive and Cowper Street near Middlefield. All three maps were approved by the county Board of Supervisors, not the city.
The next maps went to the Palo Alto City Council. Loma Vista Park (Tract 885, May 1951) put 22 lots on Kipling Street, and St. Claire Gardens (Tract 986), mapped in March 1952 by the office of Geo. S. Nolte, civil engineer, and recorded that April, laid out St. Claire Drive and St. Michael Drive between Cowper Street and Middlefield Road. City parcel data shows how fast the lots filled: about 510 houses carry a 1950s build year and about 150 a late-1940s one, for a median of 1952. Eichler houses came later and in small numbers, with a 13-lot group on Middlefield Road in 1959 and the nine-house Midcourt tract on Toyon Place in 1972.
streets and homes
The streets and the houses
West of Waverley Street the area is a grid that carries on the street names of the blocks to the north: Emerson Street, Ramona Street, Bryant Street, South Court and Waverley Street run southeast from Loma Verde Avenue to East Meadow Drive, crossed by Campesino Avenue and El Verano Avenue. The 1950 maps cut these blocks into lots mostly 50 feet wide. East of Waverley the streets bend into loops and short courts: Kipling Street, Cowper Street and Cowper Court, Alger Drive, Rambow Drive, Maureen Avenue, Ashton Avenue and Ashton Court, Murdoch Drive and Murdoch Court, and, in the St. Claire Gardens corner, St. Claire Drive, St. Michael Drive and St. Michael Court, Mackall Way and Toyon Place off Middlefield Road.
Lots are fairly uniform: the median in city parcel data is 6,250 sq ft, and the middle 80 percent run from about 6,000 to 7,900 sq ft. About 22 percent of the houses were built in 2000 or later, so original postwar houses and rebuilds share most blocks; Ramona, Bryant, South Court, Waverley and Emerson each have 17 to 24 houses from 2000 on. A few corners are later infill, with median build years of 1972 on Toyon Place, 1975 on Cowper Court and 1993 on Ashton Court. The city parcel layer shows no single-story overlay (R-1(S)) and no historic-inventory listing on any of these lots.
The Eichler houses are the exception to the postwar mix. The city's Eichler design guidelines list a 13-lot 1959 group on the southwest side of Middlefield Road, across from the Los Arboles tract, and Midcourt, nine lots on Toyon Place from 1972. A 2019 article on the Toyon Place tract describes its houses as having hipped roofs and angled beams projecting at the eaves, some with atriums and some with a gallery instead. FEMA's flood map puts eight houses in a high-risk zone at the parcel center, all near the middle of the Ramona, Bryant, South Court and Waverley blocks.

nerd notes
Buying or selling in South of Midtown: what we check
Buying here
- Flood: FEMA's map puts eight houses here in a high-risk zone at the parcel center, near the middle of the Ramona, Bryant, South Court and Waverley blocks. Check the exact parcel on the FEMA map; lenders generally require flood insurance in a high-risk zone.
- No lot here carries the single-story overlay (R-1(S)) in the city parcel layer, so a neighbor can add a second story under the regular R-1 rules. Check the city's current design review rules for new two-story houses and additions if privacy or daylight matters to you.
- Read the recorded tract map with the title report. The 1950-52 maps here show public utility easements and anchor easements along rear and side lot lines, and the Tract 587 map shows a gas-main easement along the Middlefield Road lots.
- About seven in ten houses date from 1946 to 1959. Ask for permit history on additions and budget for checks of the sewer lateral, electrical panel and foundation.
- On Toyon Place and the Middlefield Road Eichler lots, ask how the house is heated; the city's Eichler guidelines describe radiant heating pipes in the concrete slab as part of the original Eichler design.
Selling here
- Name the tract. St. Claire Gardens, Loma Vista Park, Tract 782, 800 or 587, or the Eichler groups on Middlefield Road and Toyon Place tell buyers how the lot was laid out and what easements to expect.
- State the lot size from public records; the median here is 6,250 sq ft, so a larger or deeper lot is worth pointing out.
- If the house is one of the eight in a FEMA high-risk zone, have flood insurance quotes and any elevation certificate ready before listing.
- About one house in five here was built in 2000 or later, and buyers will compare an original house with those rebuilds. Document updates and permits.
