the story

How Baypointe & Zanker came to be

This is the east side of North San Jose's N. 1st St corridor, flat ground running out to Coyote Creek and the Milpitas city line. The city's annexation records show about a third of it joining San Jose in 1958 ('Lick No. 2') and most of the rest between 1971 and 1985, including 'Orchard No. 85' in 1979 and a run of 'Lick' annexations in 1980-1985.

More than half of the outline is still zoned IP (industrial park) on the city zoning map, and the homes are in planned developments. A 1997 state environmental filing describes a planned-development rezoning for homes and commercial space on about 95 acres at N. 1st St and River Oaks Pkwy (the 'Moitozo property'); the 6-acre Moitozo Park on Rio Robles East carries the same name today. In 2005 the city's North San Jose Area Development Policy planned up to 32,000 new homes for the area in four phases, and in May 2022 the City Council approved an amended settlement with the City of Santa Clara that drops the housing limits tied to it (a 2021 housing-policy summary; a local news report).

Light rail runs on two sides: along N. 1st St on the west edge and down the middle of Tasman Dr, where the Baypointe stop is the north end of VTA's Blue Line to Santa Teresa.

streets and homes

The streets and the houses

Tasman Dr runs east-west through the middle with light rail in its median, and Zanker Rd runs north-south. North of Tasman Dr, between N. 1st St and Zanker Rd, the housing blocks sit on short loops off Baypointe Pkwy and Nicholson Ln: the Spindrift, Hermitage, Los Encinos and El Bosque streets, with Verde St near the light rail. Office campuses fill much of the land toward Highway 237 along Holger Way, Rose Orchard Way and Headquarters Dr.

South of Tasman Dr, between N. 1st St and Zanker Rd, a second cluster of planned developments surrounds Moitozo Park: Rio Robles East, Baypointe Dr, Descanso Dr, Estancia Dr, Brisas Dr, Palmilla Dr, Mirada Dr and Alicante Dr. Census district maps put most of these blocks in the Orchard School District rather than Santa Clara Unified (see schools).

City zoning shows planned-development (PD) districts for the housing, IP (industrial park) for the office land and a small CG (commercial) district. It is all City of San Jose; Coyote Creek on the north-east edge is the Milpitas city line. If a home is in an HOA, its CC&Rs and dues come with it.

Buying or selling in Baypointe & Zanker: what we check

Buying here

  • Two school setups: Santa Clara Unified (K-12) on the north side, Orchard School District plus East Side Union High on the blocks near Moitozo Park. Check the address with the districts before relying on either.
  • Flood: about 65% of the outline is FEMA Zone X; about 19% is Zone AE, with smaller AH, A and AO areas (city flood layer, FEMA data). In those special flood hazard areas, federally backed loans require flood insurance. Check the FEMA map for the address.
  • Liquefaction: the whole outline is in a state liquefaction hazard zone; the natural hazard disclosure will show it.
  • Planned developments: ask for the PD permit conditions, CC&Rs, HOA budget, reserve study and current dues.
  • Office neighbors: more than half the land is industrial-park zoning; check the city's permit records for office or housing projects planned near the address.
  • Noise: homes along Tasman Dr, N. 1st St, Zanker Rd and Highway 237 hear light rail and traffic; visit at commute time.

Selling here

  • Name the nearest light rail stop and the walking distance; every home block here is within about half a mile straight-line of one.
  • State the school district for the address (Santa Clara Unified, or Orchard with East Side Union High) in the listing.
  • Have HOA documents, dues and any special assessments ready.
  • Order the natural hazard disclosure early so the flood and liquefaction zones are clear before offers.
