the story

How Piedmont Hills & Sierramont came to be

The tract blocks here came into San Jose mostly between 1957 and 1965. City annexation records show 'Penitencia No. 1-B' on November 14, 1957 and 'Penitencia No. 3' on March 20, 1958 along Penitencia Creek, then 'Pueblo No. 1' (May 27, 1960) and 'Pueblo No. 2-A' (January 6, 1961, about 13% of today's outline) on the slopes, with smaller pieces through 1971. The city's tract-map layer shows about 3,550 recorded lots in 67 tracts. Piedmont Hills High opened on Piedmont Rd in 1965 (district site), and the Berryessa Branch Library opened in 1968 and reopened in its larger building at 3311 Noble Ave on March 12, 2005 (library timeline).

Above the tracts the land stays rural. About 44% of the outline is unincorporated county land and about 77% lies outside the city's Urban Growth Boundary on the General Plan map (city and county layers). The Santa Clara Valley Open Space Authority's Sierra Vista Open Space Preserve reaches Sierra Rd inside the outline, with a parking area on Sierra Rd (Authority trail maps).

The south-east corner takes in the slopes north of Penitencia Creek in Alum Rock Park, which a state act established on March 13, 1872 (a local history academy's park timeline). About a third of the park's mapped acreage, with the North Rim and Boccardo trails on the city's trail layer, falls inside this outline.

streets and homes

The streets and the houses

On the flat land between Morrill Ave and Piedmont Rd, the tract streets run along Kimlee Dr, Sierraville Ave, Stubbins Way, Vesuvius Ln, Zion Ln, Mattos Ave, Ruskin Dr, Turlock Ln, Mardan Dr, Shaffer Dr, Sierra Creek Way and Stone Creek Dr. Near Piedmont Rd and Old Piedmont Rd one tract uses royal names: Queen Elizabeth Way, Queen Victoria Way, Prince Charles Ct, Princess Margaret Ct, Prince Albert Ct, Trafalgar Pl and Waterloo Ct.

East of Piedmont Rd the streets start to climb: Noble Ave, Grossmont Dr, Suncrest Ave, Whitman Way, El Grande Dr, Boulder Dr, Claitor Way, Vista Del Mar, Vista Del Valle, Canyon View Dr, Pinnacle Dr and Sweigert Rd, with Sierra Rd climbing on into the hills. The city zoning map moves from R-1-8 on the tracts to larger-lot R-1-5, R-1-2 and R-1-1 districts and then agriculture and open-space zoning. Commercial land sits at Piedmont Rd and Sierra Rd, which the General Plan marks as the Piedmont Rd/Sierra Rd urban village (no approved plan on the growth-area layer), and at Noble Ave and Penitencia Creek Rd.

County land, street by street (county road data and the county city-limits map): Felter Rd, Kahler Rd, Skyview Dr, Skyview Ter, Camelot Dr and Lochinvar Way are entirely unincorporated Santa Clara County, with county planning, zoning and building permits. Sierra Rd (about a quarter of its segment sides here), Sweigert Rd, Alum Rock Falls Rd and a few pieces of Old Piedmont Rd and Penitencia Creek Rd are split between county and city. Every other street in the outline, including all the tract streets named above, is City of San Jose. The Skyview Dr, Skyview Ter, Camelot Dr and Lochinvar Way pocket off Sierra Rd is a county island surrounded by city land, and so are two mostly open pieces along Old Piedmont Rd and Sweigert Rd; Felter Rd and Kahler Rd are in the larger county hill area beyond the city limit.

nerd notes

Buying or selling in Piedmont Hills & Sierramont: what we check

Buying here

  • County or city: Felter Rd, Kahler Rd, Skyview Dr, Skyview Ter, Camelot Dr and Lochinvar Way are unincorporated county, and parts of Sierra Rd, Sweigert Rd and Alum Rock Falls Rd are too. On county parcels the county handles planning, zoning, building permits and ADU rules; ask about well, septic and road maintenance where they apply.
  • Landslide and fault: about 65% of the outline is in a state landslide hazard zone and about 18% in an Alquist-Priolo earthquake fault zone (Old Piedmont Rd, Sierra Rd, Queen Elizabeth Way, Canyon View Dr, Suncrest Ave and nearby streets). Federal fault maps show traces of the Hayward fault zone's south-east extension and the Arroyo Aguague fault here. Read the natural hazard disclosure; additions and new homes can need geologic and fault studies.
  • Wildfire: about 89% of the outline is in the city's Wildland-Urban Interface, and CAL FIRE's 2025 maps show Moderate and High fire hazard zones (with a small Very High area) on much of the hillside. Expect defensible-space rules, ember-resistant building standards and insurance questions.
  • Hillside limits: about 77% of the outline is outside the Urban Growth Boundary. Check the General Plan designation and zoning before planning a lot split, addition or new home there.
  • On the tract streets, look at original panels, plumbing and sewer laterals, and on sloped lots at drainage and retaining walls.

Selling here

  • Have the hazard disclosures (landslide, fault, WUI, fire zone) ready early; on hillside lots, past geotechnical reports help buyers.
  • State plainly whether the parcel is city or county land and which agency issued past permits.
  • Views, lot size and distance to the Penitencia Creek trail, Noble Park and the library are the checkable points to make.
  • List upgrades and any defensible-space or roof work with dates.
