the story

How Panama Park came to be

Panama Park is both a 5-acre city park on Dartshire Way and the name of the registered neighborhood association around it. The Panama Park Neighborhood Association, established in 2005, lists about 1,000 households in the city's registry. Its map runs from Fremont Avenue south to Dunholme Way and from Wolfe Road west to Falcon Avenue and Dunnock Way, which makes it the umbrella for several smaller pieces, the Fairwood Eichler tract chief among them.

Fairwood is the anchor. Joseph Eichler's company built it in 1961 and 1962 on Dartshire, Devonshire and Duncardine ways beside the park, with plot plans credited to Jones & Emmons and Claude Oakland. Our Fairwood guide has the tract's full story, its house types and the radiant-heat details, so this page sticks to the bigger neighborhood.

Neighbors here have asked for single-story zoning one block at a time. The city's list of single-story districts includes 36 Eichler homes on Dartshire Way and Devonshire Way, approved in April 2016. Later that year owners of 54 lots bounded by Panama Park, Dartshire Way, Mallard Way and Carlisle Way, including Coventry and Cornwall courts, applied for another; the staff report counted 50 single-story Eichlers among them, and the city's zoning map now shows the district. Inside these districts the city allows one habitable story and a 17-foot height limit instead of the standard 30 feet.

The city's parcel records flag 220 houses inside this guide's outline as Eichlers, all built in 1961 and 1962 except two rebuilt ones, mostly in county tracts 2944 and 3157; 115 of them are in a single-story district, and 199 also sit inside the Fairwood guide's outline. Every Sunnyvale Eichler, counted has the tract-by-tract numbers.

streets and homes

The streets and the houses

Street names come in two flavors. Birds: Kingfisher, Mallard, Falcon, Flicker, Flamingo, Grackle, Egret, Fisherhawk, Harrier, Hawk, Dunnock and Firebird. British Isles-style place names: Dartshire, Devonshire, Duncardine, Dunholme, Carlisle, Coventry, Cornwall, Dorset, Cardigan, Barnsley, Ashbourne, Glencoe and Bantry. The blocks just off Fremont Avenue switch to first names: Arleen, Lillian and Pauline.

Housing is mostly single-family. The city's zoning map shows the majority of the land as R-0 single-family, with R-3 and R-4 complexes near Fremont Avenue, along Kingfisher Way and on Wolfe Road; map data names Cupertino Villas, Riviera East and West, and The Olive Tree among them. In the Eichler blocks expect atrium and courtyard-entry houses; elsewhere, single-story ranch houses plus some two-story homes. The 2016 staff report counted two two-story non-Eichler houses and one two-story Eichler even inside the 54-lot block.

Two features matter on a map. The Sunnyvale East Channel, a flood-control channel, runs north-south just east of Falcon Avenue along the west side; Valley Water's project to upgrade it is in design. South Wolfe Road on the east edge carries traffic between El Camino Real and I-280, and the school district changes across it.

Buying or selling in Panama Park: what we check

Buying here

  • Check the city's zoning map for the single-story (S) overlay before you plan a second story. Districts cover the Dartshire-Devonshire Eichlers, the 54-lot block between Panama Park, Dartshire, Mallard and Carlisle, and other Fairwood blocks; inside them it's one story and 17 feet.
  • Buying an Eichler? Get a radiant-heat pressure test, check the roof and insulation, and read the city's Eichler Design Guidelines. Our Fairwood guide covers the tract-specific checks.
  • Near the Sunnyvale East Channel, look up the address on FEMA's flood map. The city's flood layer shows a small AO (shallow flooding) area along Fremont Avenue just east of the channel, and Valley Water's channel upgrade is in design with construction waiting on permits. By the city's parcel records, 20 of the guide's houses, condos and townhomes (2%) are in zone AO (flood zones by neighborhood).
  • Confirm which side of Wolfe Road the address is on. The elementary district changes from Cupertino Union to Santa Clara Unified across the street.
  • For a 1960s house, ask about the electrical panel, original plumbing, the sewer lateral and permits for additions; homes built before 1978 come with a federal lead-based paint disclosure. For a condo or townhome, get the HOA documents and current dues early.

Selling here

  • Say whether your lot is in a single-story district. It matters to Eichler buyers and to anyone hoping to add a second story.
  • For an Eichler, document the radiant system, roof and any permitted additions, and market to Eichler buyers specifically.
  • State Cupertino Union and Fremont Union precisely and suggest buyers confirm by address.
  • Give real distances: Panama Park, Stocklmeir Elementary, the Community Center (about 0.7 mile, straight-line) and I-280 (about a mile, approximate).
