the story

How North Willow Glen & Gardner came to be

Two City maps use the name North Willow Glen for different places, so start with the map. The City's neighborhood map labels the blocks west of Lincoln Ave, from Minnesota Ave up to I-280, as North Willow Glen. The City's North Willow Glen Conservation Area is somewhere else: east of Bird Ave, between Willow St, Delmas Ave and the Caltrain tracks, inside the area the same neighborhood map calls Gardner. This guide covers both, plus the rest of Gardner out to Highway 87.

The area's story starts with the Roberto Adobe at 770 Lincoln Ave. Roberto Balermino built it around 1836 and was granted the 2,219-acre Rancho de los Coches in 1844. Antonio Suñol acquired the rancho in 1847 and built a brick house beside the adobe, which the National Park Service calls the first brick house completed in Alta California, and a second story and balcony were added in 1853. The site is California Historical Landmark No. 898, on the National Register since 1977 and a City Landmark. The Gardner name goes back to a school: a 1904 county history says the Gardner school in San Jose was named for George W. Gardner and credits him with establishing it.

The tracks along the conservation area's north edge, used today by Caltrain, cross Bird Ave on a grade separation that dates to 1935, when the Southern Pacific lifted its line over the streets after its fight with the short-lived City of Willow Glen; the original Bird Ave overpass was later replaced when the street was widened. The City's Historic Resources Inventory lists about 430 properties in the conservation area. About 70 percent of the dated records fall between 1900 and 1939, with the 1920s the largest single decade, and a smaller postwar layer follows from the 1940s and 1950s.

streets and homes

The streets and the houses

The conservation area is a tight grid between Bird and Delmas avenues: Coe, Fisk, Brooks, Snyder, Shepherd, Marshall, Hull, Willis, Atlanta and Warren avenues and the south end of Fuller Ave. It has about 400 parcels with a median lot of about 5,400 sq ft, so houses sit close together on narrow lots, and the zoning is mostly single-family R-1-8. Exterior changes here go through historic review.

Outside the conservation area, much of Gardner is zoned two-family R-2: about 410 parcels on Jerome St, Delmas Ave, W. Virginia St, Minor Ave, Spencer Ave, Drake St, Fuller Ave, Harrison St, Illinois Ave and Prevost St. Check what a given lot actually holds before you assume a second unit. North of Palm Haven, the pocket between Lincoln Ave and Bird Ave on Lonus, Gregory, Helen, Drake and Harrison streets has Los Gatos Creek and its trail running through it. Gardner's median lot is about 5,650 sq ft.

West of Lincoln Ave the lots open up: a median of about 7,000 sq ft, with the middle half from about 6,400 to 8,900 sq ft. Streets include Glen Eyrie, Glen Echo and Glen Brook avenues, Glen Dell Dr, Westwood Dr, Crescent Dr, Coolidge, Garfield, Lester, Carolyn and Britton avenues, Cherry Ave and the Camino Pablo, Ramon and Ricardo loop, with Los Gatos Creek winding through. Westwood Dr's 19 camphor street trees are a City heritage-tree group, and the City lists three individual landmark houses on Minnesota Ave and Willow St. North of the Southwest Expressway, around Race, Pedro, Paula and Northrup streets, the zoning shifts to mixed-use and planned developments with townhomes and condominiums, and the addresses switch to ZIP 95126.

nerd notes

Buying or selling in North Willow Glen & Gardner: what we check

Buying here

  • Find out whether the address is inside the North Willow Glen Conservation Area (Bird Ave to Delmas Ave, Willow St to the tracks). There, exterior work that needs a building permit generally also needs a Single-Family House Permit, and changes are reviewed against council-adopted design guidelines.
  • Check the FEMA flood map. FEMA puts roughly half of the conservation area and many blocks between Bird Ave and Highway 87 in Zone AO (shallow flooding, 1-2 foot depths), a special flood hazard area, and land along Los Gatos Creek in Zone A; much of the rest is Zone D, where the hazard is undetermined.
  • On Gardner's R-2 lots, confirm how many units are legal and permitted before you count on a second unit, and ask how ADU rules stack with the two-family zoning.
  • Freeway and rail edges matter here: check noise and access near I-280, Highway 87 and the Caltrain tracks, and look at what the City plans next door, including the Diridon Station Area Plan to the north and the Southwest Expressway and Race St light rail urban villages to the west and northwest.
  • Houses from the 1900s-1920s on small lots: budget for a foundation and sewer-lateral inspection and an electrical review, and plan any addition with historic review in mind.

Selling here

  • Pull your City Historic Resources Inventory record and any past historic permits, so buyers can see what has already been approved.
  • If the parcel is in Zone AO, have the FEMA map page, any elevation certificate and a current flood-insurance quote ready.
  • On two-family lots, document the permits for each unit; buyers and lenders will ask.
  • Measure and list real walking or biking times to Lincoln Ave, Diridon station and the creek trails.
