the story
How Town Center & Hidden Lake came to be
This is the middle of Milpitas. The city's own neighborhood map labels the blocks around City Hall 'Town Center', and zones much of the land around it as a Town Center (TC) district on both sides of E. Calaveras Blvd. City Hall is at 455 E. Calaveras Blvd; next to it, the Milpitas Community Center (built in 1982, per the city) shares landscaped grounds with a pond, a walking path, Veterans Plaza, Cesar Chavez Plaza and a small amphitheater. The city uses the plaza between the buildings for large public events, including its tree lighting.
Houses came first. County year-built records show the Eastbrook streets (Clauser Dr, Parvin Dr, Singley Dr, Corinthia Dr, Tramway Dr, Martil Way) going in from 1972 to 1978, then a decade of mostly two-story tracts between N. Hillview Dr and Gill Memorial Park: Tassasara Dr and Canada Dr (1979), Los Positos and Alcosta drives (1981), Santa Rita Dr, Las Lomas Dr and Los Pinos Ave (1982), Pacheco Dr (1984), Valencia and Terra Bella drives (1985) and Anacapa Ct (1986). Around Hidden Lake Park, two small-lot villages followed in 1983 and 1984 (Folsom Cir, Klamath Rd and Oroville Rd south of the park; Erie Cir, Superior Rd, Michigan Rd, Ontario Rd and Jennifer Way to the north), then Coventry Cir and Coventry Way in 1988.
The 1990s filled the edges. Beresford, west of N. Milpitas Blvd, was built from 1992 to 1994; the courts off Dundee Ave and Paseo Refugio (Angus Dr, Troon, Loch Lomond, Clyde and Shelley courts) in 1995-97; a two-story complex on Woodward Dr, Sutterwind Dr and Sandhurst Dr in the TC district in 1997; and Cameron Cir, south of Los Coches St, in 1999. Since then the Town Center district has added three-story units on Belshaw and Shaughnessy drives (2009), Pimentel Cir and its lanes (2012), Chysis Rd, Calypso Ln and Caladenia Ln (2014), Los Coches St and Cobblestone Loop (2015) and Hearst Dr (2018), with Gerald Cir, Gomes Ln and Cardoza Ln (2013-14) next to Cameron Cir.
streets and homes
The streets and the houses
City parcel data count about 1,540 single-family parcels zoned R1, and about two-thirds of those houses are recorded as two stories. Eastbrook came first, and about 330 of its 425 houses are one story. From 1979 on the tracts are mostly two-story (about 520 of the 650 houses from the 1980s and all of those from the 1990s), on lots of roughly 5,000 to 7,000 sq ft along curving streets and courts off N. Hillview Dr, Santa Rita Dr, Escuela Pkwy and Hamilton Ave.
About 920 more homes sit in R2 and TC zoning, and this is where you need to look closely at what you're buying. Some are two-story houses on their own small parcels: Hidden Lake Villages (about 270 homes on lots near 2,900 sq ft, 1983-84), the Meadowland Dr, Edgewater Dr and Silverlake Dr section of Beresford (1992-93), and the three-story Pimentel Cir houses (2012). Others are units that county records class as condominium-type parcels: the 1994 Beresford courts (Meadowhaven, Fairmeadow and their courts), the 1997 Woodward Dr complex, the 2009 Belshaw Dr units and the 2018 Hearst Dr units. Many of these were approved as planned unit developments with shared common areas on the city's zoning map.
E. Calaveras Blvd, N. Milpitas Blvd, Jacklin Rd, Escuela Pkwy and N. Hillview Dr are the through streets; the tract streets off them are mainly loops, courts and cul-de-sacs on the city street map. County records show very little rebuilding so far: only one single-family house here carries a year built of 2015 or later.

Buying or selling in Town Center & Hidden Lake: what we check
Buying here
- Flood: about one in five home parcels here is in a FEMA special flood hazard area on the 2014 maps: zone AH (base flood elevation 15 ft) around Hidden Lake Villages and Coventry; zone AO (1-foot depth) along Hamilton Ave, Strickroth Dr, Aaron Park Dr, Merz Ct, Gemma Dr and Jacklin Pl; and zone AH (base flood elevation 23 ft) on the 2014-2018 Town Center streets south of Calaveras (Chysis Rd, Calypso, Caladenia, Cobblestone Loop, Los Coches St, Hearst Dr). Federally backed loans require flood insurance there; ask for an elevation certificate and check the parcel on the FEMA map.
- Liquefaction: every home parcel inside these lines is in the state's liquefaction zone (California Geological Survey, Milpitas quadrangle, 2004). There is no Alquist-Priolo fault zone here. Read the natural hazard disclosure and any geotechnical report for newer complexes.
- HOA check: most parcels here, including many single-family tracts, sit in planned unit developments on the city's zoning map. Ask whether the home has an HOA, then read the CC&Rs, budget, reserve study and minutes, check current dues and any special assessments, and ask how the master insurance policy handles flood coverage in the AH and AO complexes.
- Know the product: in the R2 and TC zones, similar-looking homes can be houses on their own parcels or condominium-type units. Check the title report and HOA documents before comparing prices.
- 1970s and 1980s tract houses: ask about roof age, heating and cooling, windows and the sewer lateral, and pull the city permit history for additions.
Selling here
- Name the subdivision or complex and have the HOA resale package ordered early; buyers in the R2 and TC complexes ask about dues, reserves and rules first.
- Have the FEMA zone and any elevation certificate ready. If the house is in shaded zone X, show it on the map, because nearby AH and AO streets make buyers ask.
- For two- and three-story townhomes, show the floor plan by level and the parking (garage spaces and guest parking).
- Note the straight-line distances that matter here: Hidden Lake Park, Gill Memorial Park, the Civic Center and the library are all within about a mile.
