the story

How Park Victoria came to be

Park Victoria takes its name from N. Park Victoria Drive, which runs north from Calaveras Boulevard along the east side of I-680 almost to the Fremont line. The city's own neighborhood map splits this ground into a dozen named pieces, among them Cardoza Park, Victoria Park, Park Victoria, Kennedy Glen, Rancho Coelho, Millwood Manor, Monte De Oro, Fairview Estates, Fox Hollow and North Park Victoria Drive. Listings mostly use Victoria Park and Rancho Coelho. This guide puts them together: everything east of I-680 and north of Calaveras that sits below the city's hillside zoning line.

County build years in the city's parcel data show the area filling in from south to north. The Rancho Coelho streets (Fanyon St, Carl Ave, Braly Ave, N. Gadsden Dr) date to about 1960. The Park Victoria tract, where nearly every street starts with Park (Park View, Park Glen, Park Willow, Park Heights, Park Brook, Park Oak, Park Grove, Park Hill), followed in 1962. Victoria Park's Burdett Way, Printy Ave, Torres Ave and Cestaric Dr came in 1970-71, the streets east of Cardoza Park (Prada Dr, Stemel Way, Serpa Dr, Quail Dr, Santos Ct, Simas Dr) in 1978, and the strip along the freeway north of Jacklin Rd (Stratford Dr, Wellington Dr, London Dr, Churchill Dr, Berkshire Pl, Cardiff Pl, Canterbury Pl) in 1982-87. The median build year across roughly 1,440 single-family parcels is 1978.

One building here is far older than any tract. The city's history page notes that two adobes built in the mid-1800s still stand in Milpitas, and the Higuera Adobe is here, in Higuera Adobe Park at Wessex Place and N. Park Victoria Drive. The city now uses the small adobe building for history exhibits and rents it out for gatherings of up to 50 people.

streets and homes

The streets and the houses

N. Park Victoria Dr is the spine, with Kennedy Dr and Jacklin Rd as cross streets and short loops and courts off both sides. South of Jacklin Rd the single-family lots run about 6,000 to 7,800 sq ft (median about 6,300), zoned mainly R1-6, and about 60 percent of single-family parcels list one floor in county data. The 1960s streets are one-story ranch houses, the 1978 streets east of Cardoza Park mix one- and two-story models, and Fanyon St is lined with 1960 duplexes.

North of Jacklin Rd the strip between the freeway and the hills is zoned R1-10, with lots around 10,000 sq ft and largely two-story homes from 1982-87. A few lots at the uphill ends of Churchill, Wellington and London drives are zoned R1-H, the city's hillside district, and the whole strip is in the city's Hillside Building Code area. Higuera Adobe Park sits in the middle of it.

Attached homes are spread around rather than in one block. Condominium and townhouse complexes line Lynn Ave and N. Temple Dr (1963-73) and the private lanes off Evans Rd (Hemlock, Strawberry, Surrey, Jasmine, Poppy and Petaluma from 1971; Terfidia Ln from 1984-89); Daniel Ct has 1979-85 condos, and Calle Oriente has small 1963 multifamily buildings. Newer single-family infill includes Bayview Park Dr and Alexander Way (1984, one-story, private streets), Michael Ct and Brian Ct (1984-85), Moretti Ln (1986, two-story homes on lots of about 3,400 sq ft), Fox Hollow Ct (1988-89), Ayer Ln (1997) and Topham Ct (2005).

nerd notes

Buying or selling in Park Victoria: what we check

Buying here

  • Earthquake fault zone: about a quarter of the home parcels are inside the state's Alquist-Priolo zone (1982 maps), mainly the north strip (Stratford Dr, Wellington Dr, Churchill Dr, El Camino Higuera) and the streets near Evans Rd (Spring Valley Ln, Bayview Park Dr, Alexander Way, Michael Ct, Old Evans Rd). The state's fault map traces strands of the Hayward fault zone through here. Ask for the natural hazard disclosure and any geologic report for the lot.
  • Liquefaction: about a quarter of the parcels, the flatter blocks nearest I-680 (the Park streets, Printy Ave, Torres Ave, Wool Dr, Moretti Ln, Ayer Ln), are in the state liquefaction zone (2004 Milpitas map). Check the parcel.
  • Hillside building rules: parcels flagged "Hillside Building Code" in the city's GIS (here, mainly the north strip north of Jacklin Rd) can't use the city's pre-approved ADU plans, and the few R1-H lots are in the city's hillside zoning district. Check the parcel's Building Code Restriction field and ask Planning what review an addition needs.
  • Flood map: the area is mainly FEMA zone X. About 20 parcels, mainly on Nicklaus Ave and N. Park Victoria Dr, are in a shallow-flooding AO zone, and the lanes off Evans Rd show zone D, meaning the flood hazard there has not been studied. Check the address on FEMA panel 06085C0059J (effective Feb 19, 2014).
  • Private streets and HOAs: Bayview Park Dr, Alexander Way, Moretti Ln, Ayer Ln and the lanes off Evans Rd are private streets in the city's street data. Ask for HOA documents, current dues and who maintains the road.

Selling here

  • Name the sub-area and build year in the listing (Rancho Coelho about 1960, the Park streets 1962, Victoria Park 1970-71, the streets east of Cardoza Park 1978, the north strip 1982-87); buyers search by those names.
  • Order the natural hazard disclosure early: fault-zone and liquefaction status change street by street here.
  • On 1960s ranch houses, gather permits and final inspections for additions, panel upgrades and any garage conversion before listing.
  • On the north strip, state the lot size (about 10,000 sq ft, R1-10) and the Hillside Building Code flag up front.
