the story

How Milpitas Hills came to be

In this guide the city limit runs through the middle. The lower slopes are city land, much of it zoned R1-H, the city's hillside district. Farther up, Old Calaveras Rd, Spring Creek Ln, Felter Rd, Weller Rd and much of Calaveras Rd east of Piedmont Rd are unincorporated Santa Clara County land with Milpitas mailing addresses. Voters first adopted the city's urban growth boundary near the base of the foothills in 1998 to limit the extension of urban services into the hillsides; in November 2016 they renewed it for 20 years (Measure I) and renewed the city's voter-approved hillside protections through 2038 (Measure J).

County build years in the city's parcel data put the Summitpointe streets around the golf course (Country Club Dr, Pebble Beach Ct, Tularcitos Dr, St. Andrews Ct, Augusta Ct, Pinehurst Ct) at 1981-2002 and the Hillcrest tract at 1987-95, with its townhome lanes in 1990-93. The large-lot hillside streets came at about the same time: Calaveras Ridge Dr and Calera Creek Heights Dr from the late 1980s, the Vista Ridge Dr lots from 1988, Greenrock Rd and Quince Ln from 1991. A handful of new custom houses date from 2018-2021. The city's neighborhood map labels the pieces Hillcrest, Summitpointe, La Cuesta, Calera Creek Heights, Calaveras Ridge Estates, Countryside Estates and the Matos Subdivision.

Above them is Ed R. Levin County Park, a Santa Clara County regional park at 3100 Calaveras Rd covering about 1,550 acres in county GIS data. The county's park map shows Sandy Wool Lake (no boating), an off-leash dog park, hang-glider launch and landing areas, a youth group camp, the Spring Valley golf course and about 19 miles of mapped trail, about 3 miles of it flagged as part of the Bay Area Ridge Trail, with a Monument Peak spot elevation of 2,594 ft at the park's north edge. Calaveras Rd and Felter Rd are county-designated scenic roads.

streets and homes

The streets and the houses

Hillcrest sits at the foot of the hills between the Parktown grid and Piedmont Rd, just north of Landess Ave. Its 1987-95 single-family streets (Skyline Dr, Westridge Dr, Galindo Ct, Glenview Dr, Kristin Ridge Way, Pinard St, Ridgemont Dr and their neighbors) are two-story homes on lots of about 3,700 to 7,700 sq ft, and its townhome lanes (Cuesta Dr, Calle Mesa Alta, Calle Vista Verde and others) are private streets built in 1990-93. Hillcrest is zoned R1-6 and R1-3 rather than hillside zoning, and Hillcrest Park is in the middle.

North of Evans Rd the city's R1-H zoning takes over. Summitpointe's streets loop around the golf course on lots of about 8,700 to 16,000 sq ft. Calaveras Ridge Dr, Calera Creek Heights Dr, Quince Ln and Greenrock Rd (off Piedmont Rd near Landess Ave) run to roughly 1 to 1.5 acres, and the Vista Ridge Dr, Vista Norte Ct and Vista Spring Ct lots, up off Calaveras Rd, are about 1.7 to 2.3 acres. The city's street data list the Summitpointe courts, Tularcitos Dr, Calera Creek Heights Dr, Quince Ln, Greenrock Rd and Vista Ridge Dr as private, with Country Club Dr and Calaveras Ridge Dr partly private, and about 85 percent of the area's single-family homes list two floors.

Which side of the line? City of Milpitas: Hillcrest, Summitpointe, Calaveras Ridge Dr, Calera Creek Heights Dr, Hilltop Ct, Terra Vista Ct, Countryside Ct, Quince Ln, Greenrock Rd, Aguilar Ct, the first stretch of Uridias Ranch Rd off Piedmont Rd, the Evans Rd hill lots and Vista Ridge Dr (one Vista Ridge parcel is county). Unincorporated Santa Clara County: Old Calaveras Rd, Spring Creek Ln, Felter Rd, Weller Rd, Scott Creek Rd, Auguste Ct, the upper Uridias Ranch Rd parcels, a few Piedmont Rd and Old Piedmont Rd parcels, and about 20 addressed parcels along Calaveras Rd, which are mixed in with city parcels. The county parcels are generally zoned HS (hillside) with the county General Plan designation Hillsides, nearly all sit outside the urban service areas, and the county handles their planning and permits.

schools and commute

School districts and getting around

School districts

Census school-district maps put the whole hillside, including the unincorporated county land, in the Milpitas Unified School District. No public school campus is inside these lines; Sinnott Elementary and Rancho Milpitas Middle School are next to Hillcrest's west edge on Yellowstone Ave, and Burnett Elementary and Calaveras Hills High School are below the north hills. Attendance boundaries change, so check the exact address with the district's Find Your School tool.

Getting around

  • No bus service climbs into the hills. Below Hillcrest, VTA Route 71 stops on Landess Ave at Edgehill Way and Montara Dr, and Routes 70 and 71 both stop at Landess Ave and S. Park Victoria Dr on the way to the Milpitas BART station.
  • Milpitas BART / VTA station: about 1.7 miles from Hillcrest and about 3.3 miles from Summitpointe and Vista Ridge Dr (straight-line).
  • I-680: the Landess Ave / Montague Expwy interchange is about 1 mile from Hillcrest, and the Jacklin Rd interchange about 1 mile from Summitpointe (straight-line).
  • Calaveras Rd climbs east from the Piedmont Rd junction past Ed R. Levin County Park; it is a county-maintained, county-designated scenic road, as is Felter Rd.
  • Ed R. Levin trailheads at Sandy Wool Lake and Spring Valley are within about 0.3 to 1 mile (straight-line) of the upper streets.

Buying or selling in Milpitas Hills: what we check

Buying here

  • City or county: check the parcel's jurisdiction first. City lots go through Milpitas Planning and Building; unincorporated lots go through Santa Clara County Planning and Development under county HS zoning, and many carry the county's -d2 and -sr combining districts (design review and scenic road) in county GIS. Ask the county what review a project needs.
  • Sewer, septic and water: on the city's utility maps the unincorporated parcels are outside the city's water and sewer service areas, and the Vista Ridge Dr lots and nearly all of Calera Creek Heights Dr are outside the city's sewer basins. Expect septic systems there; confirm the water source and septic permits for the lot.
  • Earthquake and landslide zones: about a quarter of home parcels are in the Alquist-Priolo fault zone (Hillcrest's east side, such as Ridgemont Dr, Kristin Ridge Way and Dubois St, plus Calaveras Ridge Dr, Uridias Ranch Rd, Evans Rd, Quince Ln and Greenrock Rd), and about one in ten is in a state landslide zone (Kristin Ridge Way, Greenrock Rd, Vista Ridge Dr, parts of Calaveras Ridge Dr and Ridgemont Dr). Ask for the natural hazard disclosure and any geotechnical report.
  • Fire map: on CAL FIRE's current fire hazard severity zone layer the city streets in this guide are not in a mapped zone, while the unincorporated parcels are in the state responsibility area, mainly Moderate, with a few parcels farther east in Very High. Check the parcel's disclosure and ask about defensible-space requirements.
  • Hillside rules, HOAs and flood map: city R1-H lots are in the hillside zoning district and the Hillside Building Code area, where the city's pre-approved ADU plans don't apply; ask Planning what review a new house or addition needs. Private streets mean HOA road upkeep, so get the HOA documents and current dues. FEMA shows much of Hillcrest as zone D (not studied); check the address.

Selling here

  • Lead with jurisdiction, sewer or septic, and water source; inspectors and lenders ask early.
  • For private-street homes, have the HOA package and any road-maintenance agreement ready.
  • Gather geotechnical reports, permits and any slope, drainage or retaining-wall records.
  • For county parcels, pull the county permit history and septic records before listing.

faq

Milpitas Hills questions, answered

Which Milpitas hillside streets are unincorporated?

Per county parcel records: Old Calaveras Rd, Spring Creek Ln, Felter Rd, Weller Rd, the upper Uridias Ranch Rd parcels and about 20 parcels along Calaveras Rd. Hillcrest, Summitpointe, Calaveras Ridge Dr and Vista Ridge Dr are in the city.

Are homes in the Milpitas hills on sewer or septic?

It depends on the lot. Hillcrest, Summitpointe and Calaveras Ridge Dr are inside the city's sewer basins; Vista Ridge Dr, nearly all of Calera Creek Heights Dr and the county parcels are not, so septic is likely there. Confirm for the parcel.

Is Hillcrest really in the hills?

It sits at their foot, west of Piedmont Rd, and is zoned R1-6 and R1-3 rather than hillside. It is grouped here with the other east-edge tracts; the Parktown guide covers the grid next door.

Is the Milpitas hills area in a fire hazard severity zone?

The unincorporated parcels are in CAL FIRE's state responsibility area, mainly Moderate with a few Very High parcels farther east; the city-side streets show no mapped zone. Check the parcel's disclosure.

What is the Milpitas urban growth boundary?

A voter-approved line near the base of the foothills, first adopted in 1998 to limit urban services in the hillsides and renewed in 2016 for 20 years. On the city's map, Summitpointe, Calaveras Ridge Dr and Hillcrest are inside it and the Vista Ridge Dr lots are outside it.

Which school district serves the Milpitas hills?

Milpitas Unified, including the unincorporated county land, on Census district maps. Check the exact address with the district.
