the story
How Los Paseos & Coyote Valley came to be
Los Paseos sits between Bernal Rd and Monterey Rd at the foot of the Santa Teresa Hills. City annexation records show the land between Bernal Rd and Monterey Rd joining San Jose in 1964, and city sewer records date its streets to 1968-1979: the 'Via' streets around Los Paseos Park first, then Avenida Rotella, Avenida Espana, Cheltenham Way and its courts, and Phinney Way and Bayliss Dr toward the hills. The city's association map lists the Los Paseos Neighborhood Association. East of Monterey Rd, the Metcalf blocks on Rodling Dr, Gregorich Dr, Forsum Rd and Prindiville Dr followed about 1992.
South of Los Paseos the valley opens out. The Santa Clara Valley Open Space Authority describes Coyote Valley as a greenbelt between San Jose and Morgan Hill, and in November 2019 the city, the Authority and Peninsula Open Space Trust formed a partnership to buy and permanently protect 937 acres of North Coyote Valley, which the Authority calls a wildlife linkage between the Santa Cruz and Diablo mountain ranges; it says the valley holds Laguna Seca, the South Bay's largest remaining freshwater wetland. The Authority's Coyote Valley Open Space Preserve, about 348 acres on the west hills, opened to the public in 2015.
Coyote Valley is also infrastructure and business land. The Metcalf Energy Center, a natural-gas power plant, began commercial operation on May 25, 2005 at the southern base of Tulare Hill west of Monterey Rd (California Energy Commission), and a large office campus sits at Bailey Ave and Santa Teresa Blvd. About 27% of this guide's area is in the city's Coyote Greenbelt and about 63% is outside the Urban Growth Boundary, and county parcels of several acres line the valley-floor roads south of Bailey Ave (county parcel map).

Most homes are single-family houses on lots of about 6,000 to 6,500 sq ft from 1968-1979, many remodeled. Buying or selling in Los Paseos & Coyote Valley: what we check
Buying here
- City or county: about half the land and about 490 addressed parcels are unincorporated county land (see the street list above). A Morgan Hill or Coyote mailing address there means county planning, zoning and building permits; ask about wells, septic systems, private road maintenance and agricultural neighbors.
- Greenbelt and growth limits: about 63% of the area is outside the Urban Growth Boundary and about 27% is in the city's Coyote Greenbelt, so check the zoning and General Plan designation before planning a lot split, an ADU or a new house.
- Flood: the city's FEMA layer maps about 15% of the area as Zone AE, mostly on the valley floor in mid- and south Coyote Valley (parcels on Monterey Rd, Hale Ave, Madrone Ave, Earls Ct and the US 101 frontage among them), plus small AO areas; check each address on FEMA's map service and price flood insurance.
- Fire: the city's Wildland-Urban Interface map covers about 95% of the area. The state's 2025 map puts about 330 addressed parcels in High zones (hill-edge Los Paseos streets such as Phinney Way, Bayliss Dr, Ingram Ct, Aaron Ct, Drumm Ct and Keeler Ct, plus Coyote Valley parcels on Monterey Rd, Madrone Ave, Hale Ave and Dougherty Ave), about 230 in Moderate zones and three on McKean Rd in a Very High zone. Read the natural hazard disclosure.
- Ground: state liquefaction zones cover about half the area, including most Los Paseos and Metcalf streets; landslide zones cover about a quarter, mostly hillside land, touching a few parcels on McKean Rd, Santa Teresa Blvd and Country View Dr.
Selling here
- State the school district plainly (Morgan Hill Unified for most streets) and tell buyers to confirm by address.
- For county parcels, have the well, septic and road-maintenance records and any county permits ready.
- Lead with open space: straight-line distance to Los Paseos Park, Santa Teresa County Park or the Coyote Valley preserve, stated as approximate.
- Have fire, flood and liquefaction disclosure results ready, since most of the area is in at least one mapped zone.

faq
Los Paseos & Coyote Valley questions, answered
Is Coyote Valley part of San Jose?
Partly. About half the land in this guide is inside San Jose city limits (Los Paseos, the Metcalf blocks, North Coyote Valley and the Monterey Rd and US 101 corridor) and about half is unincorporated county land, much of it with Morgan Hill or Coyote mailing addresses.
Which school district serves Los Paseos?
Morgan Hill Unified School District for most streets, with Los Paseos Elementary and Martin Murphy Middle inside the area. A few streets near Bernal Rd are Oak Grove and East Side Union High. Check the exact address with the district.
Can the farmland in Coyote Valley be developed?
Much of it is limited: about 63% of this area is outside the city's Urban Growth Boundary, part is in the Coyote Greenbelt, and 937 acres of North Coyote Valley were set aside for permanent protection after 2019. Check zoning and the General Plan for any parcel.
What is the Coyote Valley Open Space Preserve?
About 348 acres of Open Space Authority land on the west hills, open since 2015, with the Arrowhead Loop Trail. The entrance is at 550 Palm Ave, and dogs are not allowed.
Why do some addresses say Morgan Hill or Coyote?
Postal communities do not follow city limits. Many Coyote Valley parcels, county and some city, carry Morgan Hill 95037 or Coyote 95013 mailing addresses even though they are in San Jose's sphere of influence.
