the story
How White Oaks came to be
White Oaks sits on land that was once part of Rancho de las Pulgas, the 35,420-acre land grant made in 1795. The city's history says the Brittan estate later ran from Cordilleras Creek, near Redwood City, to Pulgas Creek, which puts these blocks inside it. A 1920s news report announced the sale of a 168-acre piece of the Brittan estate 'adjoining San Carlos on the south and lying west of the state highway,' with streets and water mains to go in right away. The report names no streets, but the description fits the land below the town of that time, which the city says ended at Arroyo Avenue.
The White Oaks name was already on the map when San Carlos incorporated in 1925, and it started out as a border argument. A June 1925 news report called the White Oaks tract disputed territory: Redwood City argued it should not join San Carlos unless its property owners wanted to, and the revised town map left it out. Another 1925 report says the maps the county supervisors approved included the White Oaks estate, so the two accounts disagree on how the tract was first handled. Today the blocks are inside San Carlos, and Eaton Avenue is the Redwood City line.
Growth picked up in the 1940s. The city's history says Dalmo Victor opened the city's first large electronics plant in 1944, and a 1940s news report puts that plant in a building on El Camino Real at Belmont Avenue, on this area's east edge. White Oaks School opened at Cedar Street and White Oak Way in the late 1940s; an architecture database dates the building to 1947. A 1950s news report says the district started an annex in 1952 on five residential lots across the street, to keep up with the growing area, and moved classes in by fall 1953.
streets and homes
The streets and the houses
The grid is tilted to match El Camino Real. Laurel, Elm, Walnut, Chestnut and Cedar streets run the length of the area from Brittan Avenue to Eaton Avenue, and cross streets such as Belmont Avenue, White Oak Way, St. Francis Way, Howard Avenue, Greenwood Avenue and Fairmont Avenue tie them together. Near Eaton, a run of short streets is named Emerald, Ruby, Garnet and Pearl. The ground is close to flat on the east side: USGS elevation data puts El Camino at about 20 to 26 feet and the school grounds at about 43 feet.
The west side is where the pattern loosens. Hilltop Drive, Oakview Drive and Wildwood Avenue curve along the Alameda, where the elevation climbs to roughly 140 feet and regional geologic maps show bedrock instead of the alluvial fan under the rest of the flats. Hilltop Drive straddles the city line: its northern part is in San Carlos, and its southern end, below the Alameda, is in Redwood City.
The interior streets are residential, and because the tract filled in over several decades, house ages and styles change block by block. A 1940s news photo of a corner on Howard Avenue shows single-story stucco houses with tile roofs and mature trees. Whatever a listing says about era, the county's year-built record and the city's permit history are the facts to check for each address. Listing records split these blocks between 'White Oaks' and 'Oak Park,' the latter for the Howard, Greenwood and Wildwood avenue blocks near Brittan.

Buying or selling in White Oaks: what we check
Buying here
- Confirm the city and district: Eaton Avenue is the Redwood City line, and the southern end of Hilltop Drive is in Redwood City and the Redwood City School District. A San Carlos mailing address alone does not settle it; check the county parcel record.
- Flood zones: the blocks are mostly FEMA Zone X, but a narrow Zone AE strip follows a creek channel (city storm-drain maps show box culverts) across the blocks between the Alameda and Greenwood Avenue, and Zone AO and AE pockets sit near El Camino around St. Francis Way and Belmont Avenue. Pull the FIRM panel for the parcel (panels here are dated 2012 and 2019) and price insurance early.
- Ground: USGS regional maps rate the alluvial flats as moderately susceptible to liquefaction and the bedrock rise along Hilltop and Oakview drives as very low. Read the natural hazard disclosure and the inspection reports with that in mind.
- Houses from several decades sit side by side, so budget inspection time for the sewer lateral, electrical panel, foundation and any unpermitted additions, and compare what you see with the city's permit history.
- Adding space: the city's SB 9 'urban infill unit' rules apply only in its RS-3 and RS-6 single-family districts, and it has adopted single-family objective design standards. Check the parcel's zoning on the city's interactive zoning map before planning an ADU, lot split or second story.
Selling here
- State the distances buyers ask about as approximate straight-line figures: Burton Park across Brittan Avenue, downtown Laurel Street, and the San Carlos and Redwood City Caltrain stations.
- Have the FEMA zone and FIRM panel ready; a Zone X answer up front helps, and a Zone AE or AO parcel near the creek strip or El Camino needs an elevation certificate or insurance quote in the disclosure package.
- Gather permits and finals for additions and rebuilds; on streets where houses span decades, buyers compare permit histories closely.
- If the house is near Eaton Avenue or the Alameda, put the school district and city in the listing so buyers don't have to guess which side of the line it is on.

faq
White Oaks questions, answered
Is White Oaks the same as El Sereno Corte or Oak Park?
The names overlap. Listing records split these blocks into 'White Oaks' and 'Oak Park' (the Howard, Greenwood and Wildwood avenue blocks near Brittan), and the whole area is sometimes called El Sereno Corte, which is also the name of a short street off El Sereno Drive. This guide covers all of the flats between Brittan Avenue, El Camino Real, Eaton Avenue and the Alameda.
Is White Oaks in San Carlos or Redwood City?
San Carlos. Eaton Avenue is the Redwood City line on the south, and a few edge spots, such as the southern end of Hilltop Drive, are in Redwood City. Check the county parcel record for any address near the line.
Which school district serves White Oaks?
San Carlos School District for elementary and middle grades and Sequoia Union High School District for high school, per county and Census district maps. White Oaks Elementary is in the neighborhood. Attendance boundaries change, so confirm the exact address with the district.
Is White Oaks in a flood zone?
Mostly not. FEMA maps show Zone X for most blocks, with a narrow Zone AE strip along a creek channel between the Alameda and Greenwood Avenue and Zone AO and AE pockets near El Camino around St. Francis Way and Belmont Avenue. Check the panel for the specific parcel.
How old are the homes?
The tract had its name by 1925, and much of the building followed in the 1940s and early 1950s, when the district opened White Oaks School and then an annex. Ages vary by street, so use the county's year-built record for each house.
How far is Caltrain?
San Carlos station is about 0.6 to 1.6 miles straight-line, depending on the block, and Redwood City station is about 0.9 mile straight-line from the El Camino and Eaton corner.
