the story

How St. Francis Heights came to be

St. Francis Heights fills the slope between Skyline Boulevard and I-280 just south of Westlake. The city's history page sets the scene: after Henry Doelger built Westlake, annexed to Daly City in 1948, he bought more land and kept building to the west and south, other builders added thousands of homes, and regional shopping centers grew up to link the St. Francis Heights and Serramonte subdivisions. The city's General Plan dates this tract to the late 1950s and early 1960s, and Census survey estimates agree: about 42 percent of the housing units in the two tracts that cover most of the neighborhood were built in the 1950s and another 22 percent in the 1960s.

The recorded subdivision names, still carried in the city's address records, show how it was pieced together. The western blocks along Higate Drive, Northaven Drive and the long avenues off Skyline were recorded as Westlake Units 10A through 10D, carrying on Westlake's unit numbers. The blocks around St. Francis Boulevard, Del Prado Drive, El Dorado Drive and Mirada Drive are St. Francis Heights Units 1, 2, 4 and 5, and the courts off Eastmoor Avenue (St. Michael's, St. Mark's, St. James and Pamela) form a tract called Lakeview Park. Units 3 and 3A of St. Francis Heights ended up on the far side of the Highway 1 freeway, so they are covered in our Serramonte guide.

The east side has a different job. Sullivan Avenue and the blocks between St. Francis Boulevard and I-280 sit inside the city's Sullivan Corridor Specific Plan, whose zones allow higher-density housing, offices and a hospital. Seton Medical Center is here at 1900 Sullivan Avenue; the city's history page notes that it came from San Francisco, where it began as Mary's Help Hospital. Around it are condominium and apartment buildings and medical offices on Southgate Avenue, Escuela Drive, Cerro Drive and Pierce Street.

streets and homes

The streets and the houses

Southgate Avenue and St. Francis Boulevard carry most of the traffic. Southgate runs southeast from Skyline Boulevard and Westmoor Avenue past the school campuses to St. Francis Square and Sullivan Avenue; St. Francis Boulevard curves south from Eastmoor Avenue across Southgate to Clarinada Avenue and over the freeway into Serramonte. West of it the streets settle into long, parallel east-west blocks: Carleton, Glenbrook, Larkspur, Eastwood, Rockridge, Shelbourne, Mayfield, Woodland, Grandview, Southdale, Belhaven, Ridgefield, Woodside and Portola, stitched together by Higate Drive, Huntington Drive, Lakeshire Drive and Northaven Drive. East of it, Del Prado Drive, Alta Loma Avenue, Camelia Drive, Mirada Drive and Santa Paula Drive bend with the slope down toward Sullivan Avenue.

The houses are compact. County use codes count about 2,650 single-family parcels, and the city parcel map puts the median lot at about 3,380 square feet, with the middle half between about 3,290 and 3,480, so most lots are narrow and close to the same size. The General Plan describes the homes as mostly two-story, with the living area over a two-car garage. Nearly all house lots are zoned R-1 single-family; a planned-development pocket (PD-50) covers the houses on Belhaven Court, Cerro Court and Cerro Drive, recorded as Traditions.

Condos and apartments cluster on the east side. Serra Heights Condominiums on Southgate Avenue and the Lakeview Park courts account for most of the roughly 270 condo parcels, and the Sullivan Corridor blocks hold larger apartment complexes. County records show 167 single-family parcels with a recorded ADU, so a backyard or garage-level unit is already part of the pattern on some streets.

Getting around

  • Colma BART (365 D St) is across I-280, about 0.9 mile straight-line from the middle of the neighborhood and about a third of a mile from the Sullivan Ave side; Daly City BART (500 John Daly Blvd) is about 2 miles.
  • I-280 and Highway 1 share the freeway along the east edge; Highway 1 (Cabrillo Highway) splits off along the south edge toward Pacifica, and Skyline Boulevard (SR 35) runs up the west edge toward San Francisco (public maps).
  • SamTrans routes 121 (Pope/Bellevue - Skyline College) and 122 (South SF BART - Stonestown/SF State) stop at Serramonte Center, about 0.6 mile straight-line south of the middle.
  • Caltrain is farther afield: the South San Francisco station is about 4.4 miles straight-line east, so most Caltrain trips start with BART or a drive.
  • Southgate Avenue and St. Francis Boulevard are the through streets; Eastmoor Avenue and Southgate lead east to Sullivan Avenue and the freeway ramps.

Buying or selling in St. Francis Heights: what we check

Buying here

  • Check the state seismic hazard maps for the parcel. About 300 of the area's roughly 4,370 city address points are in a mapped earthquake-induced landslide zone (mostly Eastmoor Ave, St. Michael's Ct, St. Mark's Ct, Alta Loma Ave, Zita Manor, Clarinada Ave and the Sullivan Ave and Pierce St slopes), and about 140 are in a liquefaction zone (parts of Clarinada, Southgate, San Miguel, Campana, Mariposa, St. Catherine and Midvale). Ask the city whether your project needs a geotechnical report.
  • If the ground floor behind the garage has been finished into rooms or a second unit, pull the permit history and compare it with the county's recorded square footage and use code.
  • East of St. Francis Blvd, parcels fall under the Sullivan Corridor Specific Plan zones (residential high, hospital, commercial-office) rather than R-1; read the zoning map before you plan an addition.
  • For a condo at Serra Heights, Lakeview Park or Westridge, read the HOA documents, reserve study and insurance terms, and check current dues.
  • Lots on Clarinada Ave, Santa Rita Ave, Higate Dr and Sullivan Ave back onto freeway right-of-way; check who maintains the slope and fence line, and look at the sewer lateral on any house of this age.

Selling here

  • Name the tract and the recorded subdivision (St. Francis Heights or Westlake Unit 10) in the listing; the MLS files this area as St. Francis, and buyers search for both names.
  • Assemble permits for any ground-floor rooms, ADU or garage conversion before listing; in a house built over a garage, buyers will ask what the ground floor holds and whether it was permitted.
  • Order the natural hazard disclosure early and show the landslide and liquefaction status of your parcel plainly; every address here is in FEMA Zone X, which is worth stating.
  • Give distances as straight-line facts: Colma BART, Serramonte Center and Seton Medical Center are all within about a mile of most of the neighborhood.

faq

St. Francis Heights questions, answered

Where is St. Francis Heights?

Between Skyline Boulevard and I-280, south of Westlake and the unincorporated Broadmoor pocket and north of the Highway 1 freeway. The city's St. Francis planning area covers the houses; our guide also includes the southern Sullivan Corridor blocks, from Pierce Street and Eastmoor Avenue down Sullivan Avenue.

Is St. Francis Heights part of Westlake?

No. The city treats them as separate planning areas. The connection is in the records: the western blocks along Higate Drive and Northaven Drive were recorded as Westlake Units 10A through 10D, while the rest carries St. Francis Heights and Lakeview Park tract names.

Which school districts serve St. Francis Heights?

Jefferson Elementary School District for K-8 and Jefferson Union High School District for grades 9-12, by Census district lines. Thomas Edison, Daniel Webster and Margaret Pauline Brown elementary schools, Fernando Rivera Intermediate and Westmoor High are inside the area; confirm the exact address with each district.

Are homes here in a flood or fire hazard zone?

FEMA's flood map puts every address here in Zone X, and the State Fire Marshal's 2025 map shows no fire hazard severity zone at any address. The hazards to check are the state's earthquake-induced landslide and liquefaction zones, which touch a few hundred addresses.

What is the Sullivan Corridor?

A city specific-plan area along Sullivan Avenue between the neighborhood and I-280, with zones for higher-density housing, offices, the hospital and government uses. Its southern half, around Seton Medical Center, is in this guide; its northern blocks by City Hall are in our Broadmoor guide.
