the story

How Broadmoor came to be

Broadmoor came before Westlake and never joined Daly City. The city's history page notes that Broadmoor Village had been under construction for some years when Westlake was built and was not part of any Daly City annexation. On December 21, 1948, the county Board of Supervisors created the Broadmoor Police Protection District. The district says it first covered about 2.5 square miles, from Westlake south toward South San Francisco, and that I-280's construction in the early 1970s cut it down to today's compact footprint.

Today the Census maps Broadmoor as a census-designated place of about 0.43 square mile of land, and the city's General Plan calls it an island of county land inside Daly City's sphere of influence. San Mateo County is the planning and building authority, and county zoning is R-1 with an S-7 combining district. The police district, governed by a three-member elected commission, covers 0.55 square mile including unincorporated Colma. The county's Local Agency Formation Commission (LAFCo) gives it a zero sphere of influence, its signal that the service could eventually shift to another agency, studied its finances in 2023 and adopted a municipal service review in May 2024. The district was still operating in October 2026.

The city blocks in this guide are a different place. Between Broadmoor and the freeway, 87th through 92nd Streets, Edgeworth Avenue, Annie Street and Bryant Street hold Daly City City Hall at 333 90th Street, apartment buildings and a few streets of houses, all in the city's Sullivan Corridor planning area. The Broadmoor Police station itself, at 388 88th Street, sits on a city parcel.

streets and homes

The streets and the houses

County parcel records count about 1,290 single-family parcels inside the CDP, about 30 of them already recorded with an ADU, plus a handful of small apartment and condominium parcels and the two public school campuses. Lots are noticeably bigger than in Westlake next door: measured from the county parcel map, the median is about 5,670 square feet and the middle half fall between about 5,200 and 6,860. The city's General Plan describes the houses as one-story ranch homes at fewer than 10 units an acre.

Inside the county line the streets are Sweetwood, Larchmont, Thornhill, Maddux, Ellis, Louvaine, Gilman and Foothill Drives, Nimitz and MacArthur Drives, Village and Garden Lanes, Midway and Stewart Avenues, Manila Way, Heather Road and Randall Court, plus the west ends of 87th Street and Washington Street. Several streets cross the line. Wildwood Avenue, Maddux Drive, Beechwood Drive, Stoneyford Drive and Bradley Drive have houses on both the county side and the Westlake side, and 87th through 90th Streets, 92nd Street, Washington Street, Edgeworth Avenue, Annie Street, Sullivan Avenue and Sweetwood Drive mix county and city parcels.

The city blocks east of the county line are zoned under the Sullivan Corridor Specific Plan, mostly Residential High and commercial-residential districts, with a Government district around City Hall. County parcel records there show about 74 single-family parcels, 39 four-unit buildings, 37 small apartment buildings and 30 condominium units; the city's address list shows about 580 apartment units. If you are shopping for a condo or a fourplex near City Hall, this is the part of the guide to watch.

Buying or selling in Broadmoor: what we check

Buying here

  • Know which side of the line the house is on. Inside the CDP, San Mateo County handles planning, building permits, ADU and SB 9 rules (zoning R-1 with an S-7 combining district); on the 87th to 92nd Street blocks, Daly City does. Several streets mix the two, so check county parcel records for each address.
  • Check the service providers on the tax bill: police from the Broadmoor Police Protection District, which LAFCo notes has a supplemental parcel tax with annual increases; fire from the Colma Fire Protection District; sewer from the North San Mateo County Sanitation District. County maps put most of Broadmoor in California Water Service's South San Francisco district and the Garden Lane and Village Lane area in Daly City's water district.
  • Follow the police district's future. LAFCo's zero sphere of influence and its 2024 service review mean the way police service is delivered could change; the district's monthly agendas and LAFCo's pages are the places to watch.
  • Check the state seismic hazard maps for the parcel. About 118 county parcels, mostly on Larchmont Dr and MacArthur Dr with a few on Foothill, Gilman, Beechwood and Stoneyford, are in a mapped earthquake-induced landslide zone, and about 44 on Wildwood Ave, Ellis Dr, Maddux Dr and Foothill Dr are in a liquefaction zone. There is no fault zone, FEMA flood zone or mapped fire hazard severity zone here.
  • Addresses use ZIP 94015, but county parcel records list most Broadmoor parcels with a situs city of Colma and the state school directory lists both schools in Colma, though Broadmoor belongs to neither Colma nor Daly City. Confirm the legal description, the mailing address and, for condos on the city blocks, the HOA documents and current dues.

Selling here

  • State the jurisdiction plainly in the listing (unincorporated San Mateo County or City of Daly City) and name the agencies that serve the house.
  • Pull the county permit history, not the city's, for houses inside the CDP; buyers' agents will ask for it.
  • Lot size is the comparison buyers make with Westlake next door, so quote the county-recorded lot area and show the yard.
  • Note the two public schools inside the neighborhood and the straight-line distance to Colma BART; for the City Hall blocks, add the freeway access and the walk to City Hall and the shops on Westlake's side.
