the story

How Montalvo & Horseshoe came to be

Before the subdivisions, this was orchard and estate country. In 1883 a 450-acre grain ranch between Saratoga and Los Gatos was renamed Glen Una and planted with 125 acres of prunes; it later grew to 350 acres, which the City's 2009 historic context statement calls the largest prune orchard in the world. Glen Una Drive keeps the name. When the San Jose-Los Gatos Interurban began serving Saratoga in 1904, along today's Saratoga-Los Gatos Road, country houses went up within reach of the line, among them the 1916 Dutch Colonial Webster-Sutro House on Donna Lane, the 1917 Rancho Bella Vista villa, and Hayfield, an English country house Julia Morgan designed around 1920 on what were then 17 acres of hayfields.

In 1911 James D. Phelan, a former San Francisco mayor and later U.S. senator, bought the hillside at the top of what is now Montalvo Road. Villa Montalvo was built from 1912 to 1914, with gardens laid out by John McLaren of Golden Gate Park. After Phelan's death in 1930 it passed to the San Francisco Art Association, opened as a public arts center in 1939 and has been run by the Montalvo Association since 1953; it was listed on the National Register in 1978. Most of its roughly 175 acres of grounds lie on county parkland south of the city limit.

Subdivision came after World War II, while Saratoga was still unincorporated. The City's context statement names James A. Clayton's Horseshoe Drive as one of the early subdivisions close to the Village, and Saratoga-Los Gatos Road was straightened near Mendelsohn Lane in 1950. Through the 1950s, 1960s and 1970s Farwell Avenue, Juniper Lane, Calle Montalvo, Nutwood Lane, Versailles Way and the lanes off Peach Hill Road filled in, usually on half-acre to one-acre lots. Rebuilding has been steady since: in City parcel data about one house in five here was built in 2000 or later.

streets and homes

The streets and the houses

North of Highway 9, Horseshoe Drive is a U-shaped loop off Saratoga-Los Gatos Road. Its houses date mostly from the early 1950s (City parcel data gives a median year of 1951) on lots of about half an acre zoned R-1-20,000, and two-story replacements now sit between the original ranch houses; Horseshoe Court branches off it, and Carnelian Glen Court sits just to the west. Douglass Lane runs south from Saratoga Avenue and then east to Fruitvale Avenue, with Hayfield Court, Donna Lane, Nutwood Lane and Black Walnut Court nearby, and Farwell Avenue, Three Oaks Way, Live Oak Lane and Versailles Way to the east are zoned for 40,000 sq ft lots. On the north edge, the south side of Saratoga Avenue is part of the City's Heritage Lane (designated 1991); it includes the 1924-1926 Luther Cunningham stone house at 14280 Saratoga Avenue, built, the Saratoga Historical Foundation says, with stones from 15 countries and 43 states.

South of the highway the ground rises toward the Montalvo hills. Montalvo Road leaves Saratoga-Los Gatos Road near Vickery Avenue and climbs about three-quarters of a mile (straight-line) to the villa, with Calle Montalvo and Bonnie Brae Way off it, Hill Avenue crossing it and the Montalvo Heights streets to the west; Mendelsohn Lane, Winn Road and Rancho Bella Vista sit to the east. East of Montalvo Road, Peach Hill Road, Madrone Hill Road, Piedmont Road, Hume Drive, Pepper Lane, Park Drive and Bellecourt Avenue run up toward Glen Una Drive and the city limit. Lots go from about 20,000 sq ft on Mendelsohn Lane and Calle Montalvo to an acre or more on Peach Hill Road, Madrone Hill Road and Montalvo Lane. The City's inventory lists 1910s to 1930s houses on Hill Avenue, Bonnie Brae Lane, Peach Hill Road and Glen Una Drive in Craftsman, Mediterranean, Spanish Colonial and Monterey Colonial styles, alongside 1950s and 1960s ranch houses and newer two-story estates.

Zoning is mostly R-1-40,000, with R-1-20,000 on Horseshoe Drive, Mendelsohn Lane, Calle Montalvo, Juniper Lane and Park Drive. The City's R-1-40,000 summary sets a standard lot of 40,000 sq ft (150 by 150 ft); setbacks of 30 ft in front, 20 ft on the sides for a first floor and 25 ft for a second, and 50 and 60 ft in the rear; lot coverage up to 35 percent; and a floor-area cap of 7,200 sq ft that shrinks on lots with an average slope over 10 percent.

Buying or selling in Montalvo & Horseshoe: what we check

Buying here

  • Check the 2025 fire-hazard zone for the exact parcel. City GIS puts about 320 parcels in our outline in a Very High zone, including essentially all of Hill Avenue, Mendelsohn Lane, Peach Hill and Madrone Hill roads, Hume Drive, Pepper Lane, Park Drive and Glen Una Drive and most of Montalvo Road, while Douglass Lane shows no mapped zone. Very High affects building standards, defensible space, disclosures and often insurance; look up the evacuation zone in Genasys Protect.
  • Know which side of the city limit you are on. Part of Peach Hill Road and most of Glen Una Drive and the streets off it (Canon Drive, Redberry Drive, Sky Oaks Way, Bainter Way) are unincorporated Santa Clara County with Saratoga addresses, so county planning and building rules apply, and City data lists no sewer district for some of those parcels; ask about septic and wells.
  • Run the zoning numbers before buying to rebuild. R-1-40,000 caps floor area at 7,200 sq ft and lot coverage at 35 percent, with deductions for average slopes over 10 percent; confirm net site area with a survey.
  • Get a geotechnical read on hillside and creekside lots. City GIS maps about 75 parcels with liquefaction potential and a few in a fault-rupture zone here, and the City requires geotechnical clearance for new houses, additions and basements in hazard areas.
  • Check what may be built nearby: the City lists Builder's Remedy housing applications at 19765 Saratoga-Los Gatos Road and 19761 Three Oaks Way inside our outline, and on Vickery Avenue and at 19521 Douglass Lane nearby.

Selling here

  • Gather the fire-zone paperwork buyers will ask for: the 2025 hazard zone, WUI status, defensible-space and roof or vent upgrades, and any County Fire inspection results.
  • If the house is on the City's Heritage Resource Inventory or on the Saratoga Avenue Heritage Lane, have the inventory record and any Mills Act contract ready.
  • State the lot's net site area, average slope and remaining floor-area allowance; on these lots that is the first thing a rebuild buyer calculates.
  • Confirm city or county jurisdiction, sewer or septic, and any well in writing, especially on Glen Una Drive and Peach Hill Road.
