the story

How Baywood Park & College Heights came to be

Two jurisdictions share these hills. Baywood Park, the slopes east of Polhemus Road and along Parrott Drive up to Crystal Springs Road, is unincorporated San Mateo County; the Census Bureau maps it as its own census-designated place, and county LAFCo lists it with the Highlands as one community for special districts. The blocks below the College of San Mateo, and the streets south of Polhemus Road around De Anza Boulevard and Fairmont Drive, are inside the City of San Mateo, which files them under its College Heights and Baywood Park neighborhood areas. Every address in both pieces uses ZIP 94402.

College Heights is the city's name for the slope around the College of San Mateo, which opened on its 153-acre campus here in 1963 (the college's history page). The townhouse courts below the campus, Bayridge Way, Lyonridge Lane, Tollridge Court and their '-ridge' neighbors, appear on the city's association list as Clearview Homeowners-San Mateo Woods, placed by Clearview Way and Bayridge Way near Highway 92 and West Hillsdale Boulevard.

Census estimates for the tract that covers both pieces put the median home at about 1972, with roughly 38 percent of units from the 1970s and about 44 percent from the 1950s and 1960s, a newer mix than the Highlands' 1959 median next door. The county still runs a Bel-Aire Lighting Maintenance District and Enchanted Hills lighting and drainage districts here, which share their names with Bel Aire Road and Enchanted Way.

streets and homes

The streets and the houses

Baywood Park climbs from Polhemus Road. Parrott Drive is the spine, running north toward Crystal Springs Road with about 160 lots in county parcel records; Ascension Drive and Los Altos Drive curve across the slope, and Queens Lane, Kings Lane and Crown Court sit at the south end near Timberlane Way. A cluster off Bel Aire Road carries names like Enchanted Way, Rainbow Drive and Starlite Drive, next to Lakeshore Drive and Valley View Court.

Lots in Baywood Park are zoned R-1/S-8 by the county, with the middle half running about 8,900 to 11,100 square feet by our measurement of county parcel maps. On the city side, the R1-A blocks on Lakewood Circle, Deer Lake Court and part of Timberlane Way run about 10,100 to 12,600 square feet, while Fairmont Drive, Ridgecrest Terrace, Canyon Oak Court, Alderwood Court, Whitecliff Way and Randall Road are R1-B streets at roughly 6,000 to 9,000.

College Heights is largely attached housing. The '-ridge' courts are zoned R2, with townhouse lots of roughly 1,300 to 1,800 square feet, and the south end of Ticonderoga Drive adds about 45 more attached homes inside the city. Part of De Anza Boulevard carries multifamily (R3) zoning, and the Crystal Springs shopping center at Polhemus Road and De Anza Boulevard is the commercial corner. City single-family projects go through San Mateo's design review using guidelines adopted in 2001 and revised in 2006, which a January 2026 city white paper says the zoning update may change.

Buying or selling in Baywood Park & College Heights: what we check

Buying here

  • Check jurisdiction first: Baywood Park parcels are unincorporated (county permits and roads, Crystal Springs County Sanitation District sewer), while College Heights, Fairmont Drive, Lakewood Circle and the De Anza Boulevard blocks are city parcels under San Mateo's zoning and building rules.
  • Unincorporated parcels can carry county district charges on the tax bill; LAFCo lists County Service Area No. 1, the sanitation district, Baywood Park and Enchanted Hills drainage districts, and Bel-Aire and Enchanted Hills lighting districts for this area.
  • Fire zones: about 60 parcels at the west edge sit in CAL FIRE's State Responsibility Area (Moderate) on the 2023 map, CAL FIRE's 2025 local map shows Moderate on about 220 more, and the city's GIS shows a fire-retardant roof zone over its parcels plus a state-designated Very High layer and a brush-clearing notice area on the CSM and Clearview Way slopes. Read the disclosure for the address.
  • State seismic hazard maps show earthquake-induced landslide zones under roughly 170 lots, including parts of De Anza Boulevard, Timberlane Way, Enchanted Way, Rainbow Drive, Valley View Court and Bel Aire Road; ask for geotechnical reports on hillside lots. FEMA maps the area as Zone X.
  • For the townhouse courts, get the HOA documents, reserve study and rules early, and check current dues rather than old listing data.

Selling here

  • State the jurisdiction in the listing (unincorporated Baywood Park or City of San Mateo) and have the matching permit history ready: county records for Baywood Park, city records for College Heights.
  • For townhouses, assemble HOA documents, the reserve study and any special-assessment history before going live.
  • Order the natural hazard disclosure early; fire and landslide zones vary by lot on these slopes.
  • If the house has a view, photograph it from the property itself and avoid promising it will stay unobstructed.
