the story
How Fiesta Gardens & Bay Meadows came to be
For about 75 years the landmark here was a racetrack. Bay Meadows ran its last official race on August 17, 2008, during the San Mateo County Fair, according to a local news report from that spring, which also described the plan to replace it with apartments, condos, commercial space and parkland. The city had already planned for it: the first Bay Meadows Specific Plan, adopted in April 1997, covered the racetrack and the US 101/Hillsdale Boulevard interchange area (about 170 acres), and a Phase II amendment for the main track followed in November 2005, per the city's general plan EIR.
Fiesta Gardens is the older half. City parcel records show its lots recorded as Fiesta Gardens Unit No. 1 (Fiesta Drive, Rossi Way, Sullivan Street) and Unit No. 2 (Annapolis Drive, Lafayette Street, Kent Street and the -way streets), with the blocks nearest Saratoga Drive recorded as San Mateo Village Unit No. 6. The city's association list describes the Fiesta Gardens Homeowners Association area as Delaware Street south of 19th Avenue to the Expo Center, east to Highway 101. Census estimates for the tract show its pre-1970 homes mostly from the 1950s.
In between sits the San Mateo County Event Center: 48 acres with seven buildings and more than 195,000 square feet of indoor exhibit space, home of the San Mateo County Fair, with events on the site going back to a 1926 flower show, per the center. South of it, ground broke on the first Bay Meadows II homes in October 2012, Shea Homes' Landsdowne and TRI Pointe Homes' Amelia townhomes, developed with Wilson Meany. Caltrain's 25th Avenue Grade Separation project (construction 2017 to 2022) then raised the tracks, opened East 28th and 31st Avenues under the rail line and built the elevated Hillsdale station at East 28th Avenue.
streets and homes
The streets and the houses
Fiesta Gardens' streets read like an atlas: Bermuda Drive, Annapolis Drive, Portsmouth Way, Southampton Way, Salisbury Way, Springfield Way, Potomac Way, Dublin Way, Texas Way, Lafayette Street, Kent Street, Trinity Street and Ginnever Street, plus Fiesta Drive, Fiesta Court, Rossi Way and Sullivan Street. Bermuda Drive is the spine, with Fiesta Meadows Park and the elementary school campus on it. The interior is zoned R1-C single-family on the city's map, and city parcel data show the association area as nearly all single-family lots.
Bay Meadows is a different animal: a planned grid east of the tracks, with South Delaware Street as the main north-south street and East 25th, 28th and 31st Avenues crossing toward Saratoga Drive, filled in with lanes and short roads. Some street names borrow the track's vocabulary (Derby Avenue, Paddock Way). The homes sit on Bay Meadows Phase II condominium and townhome plans recorded from 2013 to 2016, zoned under the Bay Meadows Specific Plan, and rental apartment buildings and offices line Delaware Street near the station.
East of Saratoga Drive, the earlier Phase I area around Wayne Way and Yates Way mixes single-family lots recorded as Bay Meadows No. 3 with condominium complexes whose plans were recorded in 2000 and 2001, next to a corporate office campus on Franklin Parkway. Expect attached homes with shared walls and association rules across much of Bay Meadows, and detached single-family houses on their own lots in Fiesta Gardens.

Buying or selling in Fiesta Gardens & Bay Meadows: what we check
Buying here
- HOA layers in Bay Meadows: the city lists the Bay Meadows Community Association as the master HOA (roughly Delaware Street, 28th Avenue, Saratoga Drive and East 31st Avenue), and many homes also sit in a building or townhome association. Read both budgets, reserve studies and rules, and check current dues and any special assessments.
- Fiesta Gardens association: the Fiesta Gardens Homeowners Association publishes CC&Rs, bylaws, a collection policy and a reserve study, and its website lists a seasonal pool. Ask whether the address is covered by the CC&Rs and what membership and dues apply; lots recorded as San Mateo Village Unit No. 6 are inside the association's mapped area.
- Flood zone: FEMA's layer shows Fiesta Gardens and the eastern part of Bay Meadows as Zone X with reduced flood risk due to levee, the western part of Bay Meadows as Zone X minimal hazard, and a small Zone AO strip at Saratoga Drive and East Hillsdale Boulevard. The city lists capacity and local drainage at the 19th Avenue Channel, which runs along Pacific Boulevard and the Bermuda Drive side of Fiesta Gardens, as a remaining residual-flooding source. Check the exact address, and look for the South Bay Levee assessment on the tax bill.
- Build-out isn't finished: 2025 city planning records include Bay Meadows II site-plan changes for office buildings on South Delaware Street and an annual development-agreement review. Check what's approved next to a unit before you buy.
- Event days at the Event Center bring traffic and parking demand to Delaware Street and Saratoga Drive; check the event calendar and drive it on a fair weekend. For newer Bay Meadows homes, ask about remaining builder warranty coverage and any construction-defect claims disclosed by the HOA.
Selling here
- In Bay Meadows, have the master and sub-association documents, current dues and any special assessments ready before listing; buyers' lenders will ask early.
- In Fiesta Gardens, know which recorded tract your lot is on and whether the association's CC&Rs apply, so the title report holds no surprises.
- Lead with straight-line distance to Hillsdale station and the 101 and 92 ramps.
- Pull the FEMA zone printout for your address; the levee-protected zone and the AO strip near Hillsdale Boulevard are easy to explain up front.
