the story

How Sunnybrae & 19th Avenue Park came to be

This corner of San Mateo is shaped by infrastructure more than by hills. The Caltrain line runs down the west side, US 101 along the east and State Route 92 across the south, which leaves a flat wedge of streets east of downtown. City parcel records place the bulk of the lots in one recorded subdivision simply named Sunnybrae, laid out in numbered blocks between the tracks and the freeway. Census housing estimates for the tract that covers nearly all of the area put the biggest share of the older homes in the 1940s, with more from the 1950s and 1960s.

South of the Leslie Creek channel is 19th Avenue Park, recorded as 19th Avenue Park Unit No. 1 in six blocks. The city's own neighborhood-association list describes it as Eichler homes bounded by Delaware, Concar and Grant, and a published history of the tract credits the designs to the architects Jones & Emmons. That history also notes that 19th Avenue itself was replaced by Highway 92, so the tract is named for a street you can no longer drive.

The south end is where the change is. Hayward Park Caltrain station sits at 401 Concar Drive, the city's Rail Corridor Transit-Oriented Development Plan (adopted in 2005) covers the half mile around it, and Station Park Green has its own specific plan on the city's map. City planning records list an approved by-right housing project at 640 Concar Drive, on the shopping-center site at Concar and Delaware, and Census estimates count several hundred homes in the tract built since 2010.

streets and homes

The streets and the houses

Sunnybrae's grid runs two ways. South Delaware Street, South Grant Street and South Amphlett Boulevard run the long way, parallel to the tracks and the freeway, while 10th Avenue, 11th Avenue, Birch Avenue and East 16th Avenue run across. Between them are short residential streets with English-sounding names: Folkstone, Harrow, Amesbury and Guildford Avenues, Carlisle, Aberdeen, Fleetwood and Haddon Drives, Keswick Lane, plus Hawthorne Drive, Magnolia Drive and the two Hummingbird Lanes. Sunnybrae Boulevard cuts through the middle from Delaware to Amphlett.

The interior is mainly zoned R1-C, a single-family district, on the city's zoning map, with R2 and R4 pockets near the edges where duplexes and small apartment buildings mix in. City parcel data show the large majority of parcels as single-family lots. Additions and new houses on R1 lots go through the city's Single-Family Dwelling Design Review, which still applies design guidelines adopted in 2001 and revised in 2006, and the city is rewriting its single-family rules as part of a comprehensive zoning code update.

19th Avenue Park is a tight cluster of short streets off South Grant Street and Concar Drive: Wolfe Drive, Edna Way, Eleanor Drive, Vanessa Drive, Celeste Drive, Connie Avenue, Betty Lane, Charles Lane, Joanne Drive and Jody Court. These are Eichlers, so expect low, flat-roofed single-story homes, many with radiant heat in the concrete slab, in various states of original and remodeled. South of Concar Drive the scale jumps: office buildings, the station and newer multifamily blocks on Garvey Way and Station Park Circle, in the city's transit-oriented zoning.

nerd notes

Buying or selling in Sunnybrae & 19th Avenue Park: what we check

Buying here

  • Flood zone: FEMA's flood layer shows almost all of this area as Zone X, area with reduced flood risk due to levee, and the northwest corner as Zone X minimal hazard. That zone relies on levees; federal rules don't require flood insurance there, but get a quote and check the exact address on FEMA's map.
  • Levee assessment: the city's GIS maps the large majority of these blocks inside a 'South Bay Levee' flood assessment district, and the city's flood history page says an assessment district was approved in 2009 to fund the South Bayfront levee project. Look for the assessment line on the property tax bill.
  • Eichler radiant heat: in 19th Avenue Park, assume the original heat runs through pipes in the slab until shown otherwise. Ask for boiler pressure history and a professional pressure test; corroded steel tubing can make repair impractical.
  • Remodels and second stories on R1 lots go through the city's Single-Family Dwelling Design Review, and the single-family rules are being rewritten in the zoning code update, so confirm current standards before you plan an addition. ADU and SB 9 two-unit rules (Chapter 27.21) apply on R1 lots; check lot size and utilities.
  • Near the station, construction is coming: the approved housing project at 640 Concar Drive and the Rail Corridor plan area sit at the south end. Check the city's active projects map for anything next to the address, and visit blocks along US 101 and SR 92 at commute hours.

Selling here

  • Lead with the commute math: straight-line distance to Hayward Park or San Mateo Caltrain and the Kehoe Avenue and SR 92 ramps.
  • For an Eichler, gather records on the heating system, roof and any original details you've kept; buyers ask about all three.
  • Have the FEMA zone printout for your address and the levee assessment line from your tax bill ready, so the flood question doesn't stall escrow.
  • Pull permits and final sign-offs for past additions or remodels; R1 work here goes through city design review, and buyers will check.
