the story
How Roosevelt came to be
Roosevelt is one of the 17 neighborhood associations whose map the city adopted in 2017, and it is completely surrounded by other Redwood City neighborhoods. It is mostly flat, with one rise where Roosevelt School sits, and Roosevelt Avenue runs through the middle from the Alameda toward downtown. A handful of streets carry presidents' names (Jefferson, Madison, Roosevelt, Taft, Truman, McKinley), and the gemstone streets of Eagle Hill (Ruby, Sapphire, Topaz, Quartz) cross Jefferson Avenue into the north edge. Call it civics with a little jewelry.
The big feature is Red Morton Community Park. It was first built as Community Park and now carries the name of Alfred 'Red' Morton; a plaque with his name sits on the Madison Avenue side near the skate park. The park keeps changing. The all-abilities Magical Bridge Playground opened at the Valota Road end at the end of 2020, a new Veterans Memorial Senior Center is the first phase of a planned multi-generational campus, and in November 2025 the city approved architectural permits for a privately financed, roughly 36,000-square-foot YMCA building with indoor and outdoor pools.
The Redwood City Public Library opened its Schaberg branch in 1957, part of its postwar expansion, and it still sits next to Roosevelt School on Euclid Avenue. Two creeks cross the neighborhood toward the bay, Redwood Creek on the Valota Road side and Arroyo Ojo de Agua near Red Morton Park, and FEMA maps much of Roosevelt as shaded Zone X, a 0.2 percent annual chance flood area rather than a high-risk zone.
streets and homes
The streets and the houses
The grid runs on a diagonal between Jefferson Avenue and Goodwin Avenue. Roosevelt Avenue, Madison Avenue, Vera Avenue and Valota Road are the long through streets; Euclid Avenue, Fairview Avenue, Junipero Avenue, Saint Francis Street, Taft Street, Truman Street and Dewey Street fill in between. Upton Street, Wessex Way and Windsor Way sit along the Alameda side, and a three-block wedge west of the Alameda (Carson and Fernside streets, below Roosevelt Avenue) also belongs to Roosevelt.
Houses span the decades rather than one tract. A 2019 walk-through found homes from about 1940 to the present, from a 1940 two-bedroom under 1,000 square feet with its living space behind the garage to brand-new larger houses, and no one dominant style. The bulk are detached single-family houses, with some duplexes (a side-by-side pair on Madison Avenue near Valota Road, for one) and small apartment buildings.
Shops cluster at two corners: the Roosevelt Center strip and Dehoff's Key Market around Roosevelt Avenue and Upton Street, and Jefferson Plaza at Jefferson Avenue and the Alameda. Red Morton Park takes up a large block on the Jefferson side, so a lot of daily life here routes past it.

School districts and getting around
School districts
Roosevelt is in the Redwood City School District for TK-8 and the Sequoia Union High School District for high school. Roosevelt School, a district school at 2223 Vera Avenue, sits on the rise in the middle of the neighborhood, and Kennedy Middle School (2521 Goodwin Avenue) is just across Goodwin Avenue in Woodside Plaza. The district widened Roosevelt's attendance area in its 2018 consolidation, and boundaries can change again, so check the exact address with the districts.
Getting around

nerd notes
Buying or selling in Roosevelt: what we check
Buying here
- Flood maps: FEMA shows much of Roosevelt, along the Redwood Creek and Arroyo Ojo de Agua corridors, as shaded Zone X (0.2 percent annual chance), outside the high-risk zones. Check the exact parcel and get an insurance quote if the house sits low or near a creek channel.
- Mixed ages: with houses from about 1940 on, judge each one on its own. In older houses check wiring and panels, original plumbing, foundations and the sewer lateral; in remodeled ones check permits and the quality of the additions.
- Next to the park: homes near Red Morton Park see ballfield and event traffic, and the senior center and YMCA campus work will bring demolition and construction over the next few years. Visit at game time and check the city's project schedule.
- Duplexes and ADUs: the neighborhood already mixes single-family houses, duplexes and small apartment buildings. Check the parcel's zoning and current ADU and SB 9 rules before planning a second unit.
- Edges: Census ZIP maps put a few blocks near the Jefferson Avenue and Alameda corner in 94062, and the unincorporated Kensington Square pocket is just north of Jefferson Avenue in Eagle Hill. Confirm the parcel's jurisdiction and ZIP on the county record.
Selling here
- Pull your permit history early; buyers comparing 1940s originals with rebuilt houses will ask about additions and conversions.
- If you're near Red Morton Park, give buyers the facts on the approved YMCA and senior center work rather than letting them guess.
- MLS area names vary here (Roosevelt, plus West Redwood, Redwood Terrace, Jefferson Acres, Westwood Terrace and Kensington Square on the edges); make sure the listing is in the right one.
- Note the walking distances to Red Morton Park, Roosevelt School, the Schaberg library and the Roosevelt Avenue shops.

Roughly Jefferson Avenue on the north, the Alameda de las Pulgas on the west, Goodwin Avenue and Valota Road on the south, and a stepped line along Myrtle Street, Hawes Street and Redwood Avenue on the east. The city's map also gives Roosevelt three blocks west of the Alameda below Roosevelt Avenue.
What's at Red Morton Community Park?

Which schools serve Roosevelt?
The Redwood City School District for TK-8 and the Sequoia Union High School District for high school. Roosevelt School is in the middle of the neighborhood and Kennedy Middle School is just across Goodwin Avenue. Attendance areas change, so confirm the address with the districts.
Is any of Roosevelt unincorporated?
No. Census maps put all of it inside Redwood City. The nearest county land is the small Kensington Square pocket just north of Jefferson Avenue in Eagle Hill.
Is Roosevelt in a flood zone?
Not a high-risk one. FEMA maps much of it as shaded Zone X (0.2 percent annual chance) along the creek corridors and the rest as minimal hazard. Check the exact address.
