the story
How Roosevelt Park & Olinder came to be
Coyote Creek, US 101 and I-280 cut this piece of East San Jose into a triangle of about 1.2 square miles. E. Santa Clara St crosses the creek and becomes Alum Rock Ave at the freeway, and E. Julian St becomes McKee Rd. When the Carnegie library at 1102 E. Santa Clara St opened in 1908, it stood in the separate City of East San Jose; San Jose annexed that city in 1911 and the library became a city branch (the library's history timeline and the city landmark listing).
The library building was built in 1907 to a design by Jacob and Theodore Lenzen. It became a City Landmark in 1977, was listed on the National Register of Historic Places in 1990, and an expanded branch opened on August 29, 2009. San Jose High arrived in 1952: a historical marker says the school has been at its N. 24th St site since November 2, 1952, after the college needed its old downtown land.
Two plans now shape the area. The city's General Plan map has three approved urban village plans here: Roosevelt Park, S. 24th St/William Ct, and a third around the planned BART station. VTA's BART Silicon Valley Phase II plans an underground station between US 101 and N. 28th St just north of E. Santa Clara St, with access from N. 28th St; VTA's 2026 construction notices cover site work on N. 28th St. Coyote Creek is the other story: on February 21, 2017 it overtopped its banks at several points between Montague Expwy and Tully Rd (Valley Water), and a local news report said the evacuation order covered the area along the creek north of I-280 and west of US 101, which includes this outline, while US 101 closed between I-280 and I-880.
streets and homes
The streets and the houses
North of E. William St the numbered grid continues from S. 18th St to N. and S. 30th St, crossed by E. St. John, E. St. James, E. Julian, E. Santa Clara, E. San Fernando and E. San Antonio St, with Shortridge Ave and Whitton Ave near the freeway. Brookwood Ave and the S. 19th to S. 22nd St blocks sit between the creek parks. R-2 two-family zoning covers most of these streets, so a detached house with a second unit or a duplex is common.
South of E. William St and east of S. 22nd St the McKinley blocks change pattern: Melbourne Blvd, Macredes Ave, Jasper St, Lotus St, Peach Ct and E. William Ct are mostly R-1-8 single-family zoning, while Bonita Ave, Forestdale Ave, Jeanne Ave, Spiro Dr and Rayos del Sol Dr mix single-family, multiple-residence and planned-development zoning. Near the creek, Woodborough Dr, Coyote Creek Circle and Coyote Creek Pl are planned developments next to Selma Olinder Park; check HOA documents.
Industrial land runs along the old rail line near N. 27th St, Wooster Ave and the north tip (about 7% light industrial and 2% heavy industrial zoning on the city's map), and E. Santa Clara St and the 24th St area carry mixed-use and urban village zoning. Listing records filed under 'Brookwood Terrace' are mostly detached houses; 'Olinder' and 'McKinley' records split between detached houses, townhomes, condos and small multi-unit buildings.

Getting around
- BART: VTA plans an underground BART station between US 101 and N. 28th St just north of E. Santa Clara St; VTA's project site gives target revenue service in 2035-2037. Today Berryessa/North San Jose BART is about 1.7 miles straight-line north of the center.
- Bus: VTA's Rapid 522 and local Route 23 run on E. Santa Clara St and Alum Rock Ave (VTA route information).
- Light rail: the downtown transit-mall stops are about 1.5 miles straight-line west of the center.
- Freeways: US 101 runs along the north-east edge and I-280 along the south edge, meeting I-680 at the south-east corner.
- Trail: a Coyote Creek Trail segment runs through Selma Olinder Park; Valley Water says it will close while the park is closed for flood work, with a detour via Woodborough Dr.

Buying or selling in Roosevelt Park & Olinder: what we check
Buying here
- Flood zones: on the city's FEMA layer about 27% of the outline is Zone AO and 20% Zone AH (shallow flooding), including parts of E. Santa Clara, E. San Antonio, E. San Fernando, E. Julian and E. William St and the numbered streets, plus a Zone AE strip by the creek. These are special flood hazard areas where federally backed mortgages generally require flood insurance. Check the address on FEMA's map and ask about 2017 flood history.
- Valley Water's Coyote Creek Flood Protection Project is building floodwalls, berms and passive barriers between Montague Expwy and Tully Rd, with completion expected by the end of 2028. Ask how the work affects the specific lot and any future map change.
- Liquefaction: the whole outline is in a state seismic hazard zone for liquefaction. Ask about foundations and any retrofit.
- BART construction: VTA site work is under way on N. 28th St near E. Santa Clara St. Check VTA's construction notices for noise, traffic and timing near the station site.
- Zoning varies street to street (R-2, R-1-8, planned development, industrial and urban village). Check the parcel's zoning and the approved urban village plan before counting on a second unit or a lot split.
- Planned developments near the creek and Bonita Ave have HOAs; read the CC&Rs, budget and reserve study.
Selling here
- Disclose the flood zone and any 2017 water damage and repairs; a current elevation certificate helps buyers price insurance.
- Give straight-line distances to Roosevelt Park, the Carnegie library and the planned N. 28th St BART station site.
- Note which school district serves the address (San Jose Unified or Franklin-McKinley), since the line runs through the outline.
- For R-2 lots, document any second unit with permits.
