the story
How Horace Mann & Julian-St. James came to be
This is the stretch east of N. and S. 4th St where the university, the civic center and two old residential grids meet. The state landmark record for the First Normal School says the school began in 1857 as a private evening normal school, became a public institution in 1862, and that its trustees chose Washington Square in San Jose as the permanent site in 1868. The record adds that the school was rebuilt after an 1880 fire and again after the 1906 earthquake. Today San Jose State University's main campus fills the blocks from E. San Fernando St to E. San Salvador St between S. 4th and S. 10th St.
North of E. Santa Clara St, Horace Mann Elementary fills the block at N. 7th St. A photograph record in the public library's California Room says the first school building on that site was finished in 1868, was badly damaged in the 1906 earthquake and was torn down; the present building is the third on the site. A 2000 San Jose Unified environmental filing describes rebuilding and expanding the school on a 2.96-acre site at 7th and Santa Clara. San Jose High also stood near here: a historical marker and a California Room record say the high school sat on E. San Fernando St next to the college until 1952, when the college needed the land and the high school moved east to N. 24th St.
The civic buildings came later. The Dr. Martin Luther King, Jr. Library, run jointly by the city and SJSU, opened in 2003 at E. San Fernando and S. 4th St. San Jose City Hall, designed by Richard Meier's firm with an 18-story office tower, was completed in 2005 at 200 E. Santa Clara St. North of Santa Clara St the city's historic inventory lists about 230 buildings in the outline, most from the 1890s and 1900s, and the city's association map shows the Horace Mann and Julian/St. James neighborhood associations covering these blocks.
streets and homes
The streets and the houses
North of E. Santa Clara St the grid runs from N. 4th St east through the numbered streets to N. 21st St near the creek, crossed by E. St. John St, E. St. James St and E. Julian St. Washington St runs on a diagonal toward the creek and forms the north edge; Roosevelt St and Elizabeth St are short side streets. E. Santa Clara St is the commercial spine, part of the city's East Santa Clara Street business district and its approved E. Santa Clara St urban village plan.
The inventory's recorded styles are mostly Queen Anne (about 26 records), Craftsman (13), Spanish Revival (9), Italianate (7) and Colonial Revival and Eastlake (5 each). A small group at the north-west corner, near N. 4th to N. 6th St, falls inside the Hensley historic district on the city's map. Expect a Victorian cottage next to a mid-century apartment building and a newer infill project on the same block.
Zoning shapes what can be built. R-2 two-family zoning covers most blocks from N. 9th to N. 21st St and along Washington St, so many lots hold a main house plus a second unit or a duplex. E. St. John St and the blocks around N. 6th to N. 8th St lean to R-M multiple-residence zoning. Listing records filed under the MLS name 'Horace Mann' (N. 5th to N. 9th St) are mostly detached houses, with some two- to four-unit buildings and a few condos.

Buying or selling in Horace Mann & Julian-St. James: what we check
Buying here
- Zoning: R-2 covers most of the residential blocks and R-M covers others. Check the parcel's zoning, any recorded second unit and the city's ADU and duplex rules before planning an addition.
- Historic review: a small group of houses near N. 4th to N. 6th St is inside the Hensley historic district, and about a dozen inventory records here are City Landmarks. Ask the Planning Division whether a house is listed before planning exterior changes.
- Liquefaction: the whole outline is in a state seismic hazard zone for liquefaction. Ask about foundations, bolting and any retrofit on older houses.
- Flood: most of the outline is Zone D on the city's FEMA layer (flood hazard not determined), with a small Zone AE strip along Coyote Creek. Check the address on FEMA's map and ask about insurance.
- Parking: the city's Horace Mann residential permit zone covers several streets near the school. Check the zone rules and how many permits an address can get.
- Campus and civic neighbors: expect event traffic, student rentals and construction near SJSU and City Hall; walk the block at different times of day.
Selling here
- Pull the city's historic inventory record and permit history; buyers of 1890s-1900s houses ask about foundations, wiring and sewer laterals.
- Document any second unit or duplex with permits, since R-2 lots are often bought for that layout.
- Give straight-line distances to the transit-mall light rail stops, SJSU and the King Library.
- Note the school district and the 2026 San Jose Unified consolidation so buyers check the current assignment.
