the story
How Twin Creeks came to be
Before it was a city, this corner of the West Valley was orchards, ranches and a few dairies, and the farm era hung on here longer than you might guess. A 1989 newspaper profile reprinted in the city's history file followed the Claravale Dairy, whose Guernsey cows had grazed a knoll in Monte Sereno since 1931; by then the farm was down to four acres after five acres were sold off as house lots in 1985. A 1992 profile in the same file called the dairy on Bicknell Road the only business in town, and the city's history timeline says it closed in 1996 after 65 years.
The street names keep the ranch theme going: Via Palomino, Via Pinto, Via Caballero, Via Vaquero and Equestrian Way. The 1992 profile credited private riding stables as part of the young city's appeal, and the city's 2025 Safety Element still notes a bridle path between Via Caballero and Vineland Avenue. Becky Lane, Vineland Avenue and Constitution Avenue are among the names legible on a 1957 newspaper map of the proposed city in the history file.
The jigsaw edges date from the 1956-57 annexation fights between Los Gatos and the incorporation campaign, when the proposed city shrank from about five square miles to roughly one and a half. The result here: Bicknell Road's north side is Los Gatos (with 95032 addresses), Oak Knoll Drive is a Los Gatos pocket and the Hillview, Toyon and Laurel Drive pocket is unincorporated county (both 95030, like Monte Sereno), and across Quito Road is Saratoga (95070). There really are two creeks: San Tomas Aquino Creek runs along the Quito Road side and Smith Creek crosses the north end.
streets and homes
The streets and the houses
Two roads do the connecting. Twin Creeks Road comes in from Quito Road across San Tomas Aquino Creek, picks up Chadbourne Lane, Banyan Lane, Tamson Court, Janor Court and Alma Jo Court, and joins Via Caballero, which runs south to Daves Avenue with Via Encantada off its side. Bicknell Road forms the north edge, with dead-end lanes running south from it: Becky Lane, Via Lomita and Gregory Place, Danielle Place, and Elm Park with Elm Park Court. Via Palomino runs north from the west end of Vineland Avenue with Via Pinto branching off it, and Via Vaquero, Equestrian Way and Kirkorian Way are short spurs off Daves Avenue.
South of Daves Avenue the land tips toward Highway 9. Constitution Avenue and Seebree Lane branch off the west end of Daves Avenue, while Lexington Drive, Lexington Court and the hook-shaped Grandview Avenue climb up from the highway. Oak Drive traces the city line along the north edge of the county pocket, so some Oak Drive frontage is Monte Sereno and some is not.
Everything in this guide is R-1-44 on the city's March 2025 zoning map, the one-acre zone. New lots need 43,560 sq ft and 120 feet of frontage. The main house tops out at 6,600 sq ft on one story or 6,000 sq ft on two, garage included, with structural coverage capped at 20 percent and paved and built surfaces at 30 percent; lots that slope 10 percent or more get smaller limits under the city's slope-density formula. Green Open Space strips cut diagonally through the Via streets on the same map. We found no source dating individual tracts, so expect anything from postwar single-story ranch houses to two-story rebuilds, and read each permit file.

School districts
Three elementary districts meet here, so check every address. Census school-district boundaries (January 2026) put the Twin Creeks Road, Via street and Lexington Drive side in Los Gatos Union School District and Los Gatos-Saratoga Joint Union High School District; the Bicknell Road end (Becky Lane, Danielle Place, Elm Park, Via Lomita, Stratford Court) in Campbell Union School District and Campbell Union High School District; and the Oak Drive edge in Saratoga Union School District with Los Gatos-Saratoga Joint Union High. The city's only public school, Daves Avenue Elementary (Los Gatos Union), is about a quarter mile east of this guide's edge (straight-line). Attendance boundaries change, so confirm the exact address with each district.

Buying or selling in Twin Creeks: what we check
Buying here
- Check FEMA's flood map on the Quito Road side. The San Tomas Aquino Creek floodplain (Zone AE, with a mapped floodway) brushes the west end of Twin Creeks Road and Stratford Court, and the Safety Element counts five city parcels in the 100-year floodplain along the western boundary.
- Confirm the city and the districts parcel by parcel. Bicknell Road's north side and Oak Knoll Drive are Los Gatos, the Hillview/Toyon/Laurel pocket is unincorporated county (county planning and permits), and Campbell Union, Los Gatos Union and Saratoga Union lines all cross this guide.
- Look the parcel up on the Safety Element maps. Seismic landslide zones follow several slopes between Twin Creeks Road and Vineland Avenue and near Oak Drive and Lexington Drive, and many cul-de-sac parcels here are shaded on the single-evacuation-route map (Figure HS-9).
- Do the R-1-44 math before you design: net lot area, average slope, the 6,600/6,000 sq ft house cap, 20 percent structural and 30 percent impervious coverage, and a 1,200 sq ft ADU limit.
- Read the title report for easements: bridle paths, Open Space strips, creek setbacks and any shared-driveway or private-road agreements on the dead-end lanes.
Selling here
- Show buyers the zone math for your lot: net area, slope and what R-1-44 allows for a main house and an ADU.
- If you are near San Tomas Aquino Creek, pull the FEMA panel and any elevation certificate before you list.
- Have permit history and final inspections ready for additions, pools and guest houses, especially on older ranch houses.
- Gather road and easement paperwork: shared-driveway or private-road agreements, bridle-path or open-space easements, and a survey if the lot lines are unclear.

faq
Twin Creeks questions, answered
Is Twin Creeks in Monte Sereno or Los Gatos?
The streets in this guide are in the City of Monte Sereno, even though the mailing address says Los Gatos 95030. Homes on the north side of Bicknell Road, on Oak Knoll Drive and in the Hillview, Toyon and Laurel Drive pocket are not, so check the parcel.
Which school district serves Twin Creeks?
It depends on the street: Los Gatos Union for most of it, Campbell Union and Campbell Union High at the Bicknell Road end, and Saratoga Union along Oak Drive. Confirm the exact address with the districts.
Is any of it in a flood zone?
A strip along San Tomas Aquino Creek on the Quito Road side is in FEMA's Zone AE. Most of the guide is not. Look up the address on FEMA's flood map.
What does R-1-44 zoning allow?
New lots need about an acre (43,560 sq ft) and 120 feet of frontage. The main house can be up to 6,600 sq ft on one story or 6,000 sq ft on two, garage included, and less on sloped lots.
Was there really a dairy here?
Yes. The Claravale Dairy kept Guernsey cows in Monte Sereno from 1931, a 1992 profile placed it on Bicknell Road, and the city's history timeline says it closed in 1996.
