the story

How Downtown Menlo Park came to be

Downtown started with a gate and a railroad stop. In August 1854 two settlers put up a gate reading "Menlo Park" at the entrance to their land on the county road, today's El Camino Real. The city says it stood on the west side of the road about 500 feet from Santa Cruz Avenue until a motorist knocked it down in 1922. When the San Francisco and San Jose line ran its first train to Mayfield on October 18, 1863, the unnamed stop here took the gate's name. A reproduction of the gate has stood near the library at Ravenswood Avenue and Alma Street since 2019.

The depot followed in 1867. The state lists it as California Historical Landmark No. 955 and calls it the oldest railroad passenger station in California. Its Victorian trim came in the 1890s, when it was remodeled to serve the new Stanford University, and a northwest extension went on during World War I for traffic to nearby Camp Fremont. Santa Cruz Avenue grew into the shopping street running southwest from El Camino, with city parking plazas tucked behind the storefronts.

The rules today come from the El Camino Real/Downtown Specific Plan, adopted in 2012 and amended since. Several changes are in motion. In July 2026 the council allowed a wider range of ground-floor uses on Santa Cruz Avenue, including offices. A public plaza is going into the 600 block. The 2023-2031 Housing Element calls for at least 345 affordable homes on downtown parking lots; three development teams answered the city's request for proposals for Plazas 1, 2 and 3, north of Santa Cruz Avenue, in December 2025. A citizen initiative on the November 3, 2026 ballot would require a public vote before the city sells, leases or builds on the plazas.

streets and homes

The streets and the houses

Santa Cruz Avenue is the spine, running southwest from El Camino Real to Johnson Street, with Menlo Avenue and Oak Grove Avenue roughly parallel on either side. University Drive and Crane, Chestnut, Curtis, Doyle and Evelyn streets cut the core into short blocks. South of Santa Cruz, Live Oak and Roble avenues, Fremont Street and Florence Lane lead toward Middle Avenue and the parks. East of El Camino, Merrill Street and Garwood Way frame the station.

This is the most apartment-heavy part of west Menlo Park. City parcel records count about 2,100 homes inside these lines, and only about 120 are single-family houses. Most of the rest sit on R-3 apartment zoning in one- and two-story buildings: the 1950s Fremont Acres blocks along Fremont Street, the Stanford Park Annex blocks on University Drive and Roble Avenue, and condo complexes such as Menlo Towers on University Drive, recorded in 1973 with about 60 units. Parcels on El Camino and Santa Cruz fall under the Specific Plan, where newer buildings put homes over shops or offices; at the station, a block recorded as Station 1300 added about 160 apartments in 2018.

The houses cluster in two pockets near the west edge. Kenwood and Morey drives (the Morey Tract) date mostly from the 1940s, and Millie and Rose avenues off Johnson Street (Block D of Paraiso Park) from the late 1930s. Most are single-story cottages and small ranch houses on lots of about 5,000 to 6,000 square feet. That is under the 7,000-square-foot standard for R-1-U zoning, and the city notes that a new house or major remodel on a substandard lot may need a use permit or architectural review, so plan second stories with the planning division early.

schools and commute

School districts and getting around

School districts

Downtown addresses are served by the Menlo Park City School District (TK-8) and the Sequoia Union High School District. No public school sits inside these blocks; Hillview Middle School, at 1100 Elder Avenue, is a little under a mile southwest in Central Menlo Park. Attendance boundaries change, so check the exact address with each district (MPCSD has an online school locator) before you rely on it.

Getting around

  • Menlo Park Caltrain (1120 Merrill Street, Zone 3) is inside the area, about 0.3 mile from Santa Cruz Avenue and University Drive in a straight line. It has 150 paid parking spaces, BikeLink e-lockers, racks and a shared bike shed.
  • SamTrans ECR runs along El Camino Real; SamTrans 296 and the Commute.org M3 Marsh Road shuttle also stop at the station.
  • US 101 is about 2 miles east via Willow Road or Marsh Road, and I-280 at Sand Hill Road about 3 miles southwest (straight-line distances; allow roughly 10 minutes by car off-peak).
  • Palo Alto's University Avenue transit center is about 1.1 miles southeast and Stanford Shopping Center about 0.9 mile, across San Francisquito Creek.
  • Planned: a bike and pedestrian undercrossing of the tracks near Middle Avenue (in design, construction not yet funded) and grade separations at Ravenswood, Oak Grove and Glenwood avenues (preferred option chosen in 2019; design and environmental work underway).

nerd notes

Buying or selling in Downtown Menlo Park: what we check

Buying here

  • Condos are most of the inventory here. Read the HOA budget, reserve study, recent minutes and any special assessments, and confirm whether parking is deeded or assigned; many buildings date from the 1950s to the 1980s.
  • On El Camino Real or Santa Cruz Avenue, read the El Camino Real/Downtown Specific Plan standards for the parcel and its neighbors, since taller mixed-use buildings are allowed there.
  • If you are near Plazas 1-3 (around Oak Grove Avenue, Crane Street, Chestnut Street and University Drive), follow the parking-plaza housing process and the November 3, 2026 ballot result before you commit.
  • Close to the tracks, visit at commute hours and look at the Ravenswood/Oak Grove/Glenwood grade separation plans; no construction schedule has been set.
  • Small single-family lots fall under the R-1-U 7,000 sq ft standard, so a new house or big remodel may need a use permit or architectural review. Check heritage tree rules, ADU and SB 9 options, and the sewer lateral (West Bay Sanitary District) before you plan work.

Selling here

  • Lead with real distances: minutes on foot to the station, Santa Cruz Avenue, the Sunday market and Fremont, Nealon and Lyle parks.
  • Condo sellers should have HOA documents, the reserve study and recent minutes ready on day one; buyers here ask early.
  • For small-lot houses, pull the permit history so buyers can see what was permitted and how a second story has been handled on nearby lots.
  • Address train and street noise directly and point buyers to the city's grade separation and undercrossing project pages; a pre-listing inspection helps with older buildings.
