the story

How Crestmoor & Shelter Creek came to be

Crestmoor is a 1950s hillside subdivision west of I-280, recorded as Crestmoor Park units 1 through 7; about nine in ten of its houses carry a year built between 1956 and 1959 in county records. The streets climb from San Bruno Avenue West toward Skyline Boulevard and wrap around Crestmoor Canyon, which the city's General Plan describes as a steep canyon running from I-280 to Skyline, with willow, coast live oak and eucalyptus habitat, moderate landslide potential, and a Fire Department dirt road along its floor.

Shelter Creek came next. It was recorded as a single condominium map of 1,228 units in eight buildings, all dated 1972 in county records, on the slope between San Bruno Avenue West, Crestmoor Drive and I-280. SamTrans still names a bus line after it: route 142 runs between SFO and Shelter Creek.

On September 9, 2010, a 30-inch PG&E natural gas transmission pipeline, Line 132, ruptured at Earl Avenue and Glenview Drive. The National Transportation Safety Board reports that the fire killed eight people, destroyed 38 homes and damaged 70. The city later rebuilt Earl-Glenview Park at that corner. For where gas transmission lines run today, use PG&E's natural gas pipeline map.

streets and homes

The streets and the houses

Crestmoor Drive is the spine. It runs from San Bruno Avenue West past John Muir Elementary and Buckeye Park to the south end, where Oxford Lane, London Court and Darby Place sit above the Skyline and I-280 merge. North of San Bruno Avenue West, Claremont Drive, Glenview Drive and Earl Avenue run along the canyon's west side toward Skyline, with short courts off them. East of the canyon, Trenton Drive, Lexington Way and Kingston, Hamilton and Charleston Avenues sit between the canyon and Shelter Creek; south of San Bruno Avenue West, Princeton, Rosewood, Madison, Whitman, Bennington and Alcott fill the slope. Many street names come from East Coast places: Princeton, Trenton, Lexington, Concord, Plymouth, Charleston.

County records put about 1,400 houses in the Crestmoor Park units, with a median year built of 1957 and a median lot of about 5,600 square feet (the middle half run about 5,000 to 6,200). Newer dates are rare: 17 houses on Claremont Drive, Concord Way, Fairmont Drive and Glenview Drive carry 2012 or 2013 dates, and the 24-house Skycrest tract by San Bruno Avenue West and Skyline dates from 2008 to 2014. Smaller tracts fill the edges: Skyline Park Townhouse lots on Oxford Lane and Darby Place (1965 to 1969), Quail Point's 19 townhouse lots off Sneath Lane (1982), Crestmoor Highlands on Estates Drive (1982 to 1984) and Livingston Terrace (1989), plus a few 1960s duplexes, fourplexes and small apartment buildings near London Court and Whitman Way. Houses are zoned R-1; Shelter Creek is planned development (P-D).

The edges are changing. Crestmoor High School, at the south end, closed in 1980; the San Mateo Union High School District later housed Peninsula High School there until 2021 and closed the sale of the 40-acre site in February 2025. The city approved 155 detached houses there with 19.21 acres of public use and open space, the final map is recorded, Toll Brothers is building, and the city expects new public fields on the site to open in late 2027. Highland Ridge, 58 homes in nine buildings at San Bruno Avenue West and Glenview Drive, was under construction in the city's March 2026 development update, and a third proposal, The Range, would put 130 homes on 20.43 acres at 2101 Sneath Lane and was in environmental review.

Buying or selling in Crestmoor & Shelter Creek: what we check

Buying here

  • Wildfire zones: on the State Fire Marshal's 2025 Local Responsibility Area maps (the city posts its map), about half of Crestmoor's houses map Very High and about a third High, mostly near the canyon and Skyline; Shelter Creek's buildings map non-wildland or Moderate. Check the parcel and the natural hazard disclosure.
  • Fault zone: the state's Alquist-Priolo Earthquake Fault Zone for the San Andreas fault covers the west side near Skyline (parts of Earl Avenue, Claremont, Glenview, Estates, Skycrest, Ridgeway, Darby, Crestmoor Drive and San Bruno Avenue West), about one house in six. Check the parcel on the state's EQ Zapp map.
  • Landslides: state seismic hazard maps put about 70 house lots in earthquake-induced landslide zones, including parts of Alcott Road, Bennington Drive, Madison Avenue, Quail Point and Livingston Terrace; the Housing Element calls the area's landslide potential low to moderate with pockets of high. Get a geotechnical opinion before hillside work.
  • Pipeline and digging: Line 132 ran under this neighborhood. Look up current transmission lines on PG&E's natural gas pipeline map, and call 811 two working days before any digging, as PG&E advises.
  • Shelter Creek: with 1,228 units, read the CC&Rs, budget, reserve study, insurance and recent minutes, and check current dues and what they cover (one listing record lists water, sewer, garbage, exterior and common-area maintenance and the pool, spa and tennis facilities). Confirm the unit's parking assignment and any planned assessments.

Selling here

  • Name the recorded tract (Crestmoor Park unit, Skyline Park Townhouse, Quail Point and so on), year built and lot size; buyers compare original late-1950s houses with the 2012 and 2013 houses on Claremont, Concord, Fairmont and Glenview and the new homes at 300 Piedmont Avenue.
  • Order the natural hazard disclosure early: fire zone, fault zone and landslide zone status change street by street here.
  • For Shelter Creek units, have the HOA package ready (budget, reserve study, CC&Rs, minutes, insurance) and note the building number and parking.
  • If the lot backs onto Crestmoor Canyon or other open space, document vegetation clearance and any permitted retaining-wall or drainage work.
