the story
How Bayhill & Cherry Avenue came to be
Bayhill grew around the freeways. I-380 runs east from I-280 through the middle of the area to El Camino Real and US-101, and the land between San Bruno Avenue West and I-380 became the Bayhill office park and the Bayhill Shopping Center. The city's Bayhill Specific Plan covers that 92.2-acre wedge bounded by I-280, I-380, El Camino Real and San Bruno Avenue West; the City Council approved it on October 12, 2021, along with a first phase of 440,000 square feet of new office space for YouTube's corporate campus.
North of I-380, county records date The Place condominiums, on Piccadilly Place, the Boardwalk streets and the 1100 block of Cherry Avenue, to 1971, and Cherry Avenue Villas at 1031 Cherry Avenue to 1979. Next to El Camino Real, The Crossing replaced a former U.S. Navy site: the city adopted a specific plan for it in 2001, signed a development agreement in 2002, and by 2011 all four phases, 1,063 apartments, were finished, per the Housing Element.
Federal neighbors frame the north side. The National Archives at San Francisco is at 1000 Commodore Drive, though the agency says the facility will close within the next few years. Across Sneath Lane, Golden Gate National Cemetery covers about 162 acres; it was dedicated on July 4, 1941.
streets and homes
The streets and the houses
Homes here are condominiums and apartments. The Place spreads across Piccadilly Place, Boardwalk Avenue, Boardwalk Drive, Boardwalk Court and Boardwalk Place, plus 1125 and 1126 Cherry Avenue, with about 870 condominium parcels in county records, all dated 1971. Cherry Avenue Villas adds about 90 condominium parcels at 1031 Cherry Avenue from 1979. Both are zoned R-4. The Crossing's apartments on National Avenue and Admiral Court are rentals.
Because every unit shares buildings and grounds, the homeowners association documents matter as much as the unit: budgets, reserve studies, insurance, rules on rentals and pets, parking assignments and any planned repairs or assessments. Check current dues with the association.
Change is coming to the office side. The Housing Element describes two housing overlays in the Bayhill plan: up to 210 homes on the Bayhill Shopping Center and the adjacent 899 Cherry Avenue property, and up to 363 homes on 801-851 Traeger Avenue and 1111 Bayhill Drive along San Bruno Avenue West. Check the city for approved projects before you buy near either site.

Buying or selling in Bayhill & Cherry Avenue: what we check
Buying here
- Read the association package closely: budget and reserve study, master insurance, recent and planned special assessments, rental limits and parking. These complexes date from 1971 and 1979, so ask about roofs, plumbing, balconies and decks. Check current dues.
- Liquefaction: the state's seismic hazard maps put The Place and Cherry Avenue Villas, about 800 parcels, in a liquefaction zone; ask the association for any geotechnical reports and expect it on the disclosure.
- Fire maps: about 85 parcels at The Place along Boardwalk Avenue and Piccadilly Place, next to I-280, are in a Moderate zone on the 2025 state maps; ask the association how it insures the buildings.
- Freeways and airport: the Housing Element notes that freeway air-quality impacts fall mainly on neighborhoods next to the freeways, and the city's parcel map tags most of these condominiums with a 60 dB airport noise band. All of San Mateo County is in SFO's real estate disclosure area.
- Not in a FEMA special flood hazard area on the 2019 county maps; confirm for the unit.
Selling here
- Order the association documents (CC&Rs, budget, reserve study, minutes, insurance) as soon as you list; buyers and lenders ask for them first.
- Describe the unit's position: which building, which floor, which side faces I-280 or the courtyard, and the assigned parking and storage.
- Point to straight-line distances to BART, Caltrain and the I-280/I-380 interchange.
- Note the Bayhill plan's planned shopping-center and office changes so buyers hear it from you first; link to the city's project pages.
