the story
How Sea Colony & Port Royal came to be
Foster City grew from T. Jack Foster's 1961 master plan, which laid out a cluster of nine residential neighborhoods around a commercial and civic center on Brewer Island's salt ponds. The city's General Plan says the ponds were drained in the early 1960s and some 18 million tons of fill raised the ground about four feet over soft bay mud 45 to 80 feet deep. The lagoon was dug in step with the neighborhoods, starting in Neighborhoods 2 and 3 in 1964 and finishing in Neighborhoods 6 and 7. Foster City incorporated in April 1971, and Census estimates put most homes here in the 1970s and 1980s.
The city numbers its neighborhoods; listing names come from the recorded tracts. County parcel records show Neighborhood 7 built as several tracts: Sea Colony (Somerset, Hanbury, Cornwallis and Nottingham lanes), Antigua (St. Kitts, St. Vincent, Dominica and Barbados lanes), Pitcairn (Trinidad, Martinique, Malta and Gibraltar lanes), Plum Island (Grenada and Aruba lanes) and Longwater (San Miguel, Santa Catalina, San Clemente and Santa Cruz lanes), plus the Schooner Bay apartments on Timberhead Lane. Neighborhood 8 is mostly Foster City neighborhood tracts around Port Royal Avenue, with the Lantern Cove apartments on Rock Harbor Lane. MLS area names that land here include Sea Colony, Dolphin Bay, Nantucket Cove and Longwater.
Water wraps the south end. Marina Lagoon, a former slough the City of San Mateo converted to a lagoon, runs along the west side; Belmont Slough and the bay levee close the south and east. About 57 acres of wetlands along Belmont Slough were set aside as a state-owned wildlife refuge in 1976, on the city's southwest side. The city's levee rebuild, funded by the Measure P bonds voters approved in 2018, reached final completion in February 2024, and the levee-top pedway circles the city for about 7.9 miles.
streets and homes
The streets and the houses
Edgewater Boulevard splits the area. East of it, Neighborhood 7's lanes curl around lagoon arms with island names: Trinidad, Aruba, Grenada, Barbados, Dominica, Martinique, Malta, Capri, Pitcairn and the St. Kitts, St. Vincent, St. Thomas and St. Croix lanes, plus seven California Channel Islands (San Miguel, Santa Rosa, Santa Cruz, Anacapa, Santa Catalina, San Clemente and San Nicholas lanes), while the Sea Colony tract uses English place names such as Somerset, Nottingham and Gateshead. West of Edgewater, Neighborhood 8 runs on Port Royal, Boothbay, Monterey and Chesapeake avenues, with streets and courts named for harbors and bays: Nantucket, Pensacola, Galveston, Biscayne, Hatteras, Tampa, Sandy Hook, Hudson Bay, Bodega and Morro.
County parcel records show about 1,440 standard single-family lots here, with a median of about 5,800 sq ft, and about 170 smaller lots: Williams Lane (about 3,400 sq ft) and the Binnacle, Charthouse, Dory, Bowsprit and Skipjack lanes (about 1,900 sq ft), which MLS records list as a mix of townhouses and single-family homes. There are no condominium parcels, but two rental complexes on Timberhead Lane and Rock Harbor Lane add apartments, which is why Census estimates for the matching tracts count about 60% detached houses, 14% attached single-family units and about 19% of units in buildings of five or more. In Foster City, privately owned residential streets are generally named Lane, and about nine in ten Neighborhood 7 homes have a Lane address (county records), so check whether a given Lane is private and which association maintains it.
Every home here sits on fill. The state's 2018 seismic hazard maps put essentially all of these parcels in a liquefaction zone, and FEMA's National Flood Hazard Layer shows the homes in Zone X, an area with reduced flood risk due to the levee, under a Letter of Map Revision (case 24-09-0381P) effective September 11, 2026. The state's tsunami hazard map for emergency planning leaves the homes outside its hazard area.

nerd notes
Buying or selling in Sea Colony & Port Royal: what we check
Buying here
- Read the HOA documents: private streets in Foster City are generally named Lane, and townhouse and small-lot lanes typically have associations that may handle roofs, paint, landscaping or the street. Check current dues, reserves, special assessments, insurance and rental rules.
- Lagoon lots: the city puts maintenance of the lagoon-adjacent part of a property on the owner. Have the bulkhead, any dock and the drainage looked at, and confirm what the HOA covers versus the owner.
- Flood: FEMA's NFHL shows these homes in Zone X behind the levee under a map revision effective September 11, 2026, and the city says flood insurance stays optional for federally backed mortgages. Get a quote anyway, confirm the zone for the parcel, and note the Measure P levee bonds on the property tax bill.
- Ground: essentially every parcel is in a state liquefaction zone (fill over bay mud). Ask the inspector about settlement, slab or foundation cracks and utility connections, and read the natural hazard disclosure.
- Confirm the city on listings near the west edge: the blocks across Marina Lagoon are the City of San Mateo, and San Mateo's Mariner's Island and Edgewater Isle, to the northwest, share Foster City's 94404 ZIP.
Selling here
- Order the HOA resale documents early for any Lane address or townhouse; buyers and lenders ask for them first.
- For lagoon frontage, gather bulkhead, dock and drainage repair records.
- Have FEMA's case number (24-09-0381P), the Zone X determination and the liquefaction disclosure ready.
- Name the tract (Sea Colony, Antigua, Pitcairn, Plum Island, Longwater) or Port Royal and the city's neighborhood number so buyers searching either way find the home.
