the story
How Isle Cove, Edgewater & Metro Center came to be
T. Jack Foster's 1961 master plan put a Town Center at the middle of the new city, focused on an interior lake, with shops, offices, government and entertainment. The city's General Plan says the Town Center shifted northwest and never became that lakefront development; instead the Town Center designation covers the area between East Hillsdale Boulevard, Foster City Boulevard and SR-92, including Metro Center, a 100-acre mixed-use development the plan describes as Foster City's downtown core. The townhomes inside it sit on recorded tracts called Foster City Town Center Cityhomes East and West (Court, Commons and Cityhomes lanes) and City Park (Village and Town Green lanes).
Neighborhood 9, south of East Hillsdale Boulevard, sits between Marina Lagoon on the San Mateo line and the main Foster City lagoon. Its streets follow a sky theme: stars and constellations (Polaris, Arcturus, Vega, Rigel, Castor, Pollux, Andromeda, Perseus, Orion, Pegasus, Cygnus, Draco, Carina, Ursa), the zodiac (Aries, Taurus, Gemini, Leo, Virgo, Libra, Scorpio, Aquarius, Pisces) and planets (Saturn, Jupiter, Venus, Neptune), with Celestial Lane tying it together. County parcel records show several named condominium tracts along the lagoon edge: Spinnaker Cove on Sea Spray Lane, Meridian Bay, Promontory Point and Emerald Bay.
Like the rest of the city, Neighborhood 9 sits on fill placed over bay mud after the salt ponds were drained in the early 1960s, behind the city's bay levee. The levee rebuild funded by Measure P reached final completion in February 2024, and Foster City incorporated in April 1971. Census estimates for the tract that matches the southern part of Neighborhood 9 put about half of its homes in the 1970s.

The streets and the houses
The housing mix is the story here. County parcel records show about 790 condominium units (main groups: about 240 at Spinnaker Cove on Sea Spray Lane, about 130 at Meridian Bay, about 90 at Promontory Point, about 50 each on Juno Lane and at Emerald Bay), about 630 townhouse lots (Celestial, Rigel, Libra, Draco, Hydra, Gemini and the other small-lot lanes in Neighborhood 9, plus about 300 in Town Center on Court, Commons, Cityhomes, Village and Town Green lanes) and about 330 detached houses on standard lots of roughly 5,900 sq ft along Beach Park Boulevard, Arcturus Circle, Polaris Avenue, Vega Circle, Mira Street and nearby streets. That works out to roughly 45% condominiums, 36% townhouses and 19% detached houses among for-sale homes, before counting the apartment complexes on East Hillsdale Boulevard, Village Lane and Town Green Lane.
Listing names follow the products: Isle Cove for the Neighborhood 9 townhouses, Metro Center for the Town Center townhomes and several nearby condo complexes, and complex names such as Spinnaker Cove, Meridian Bay and Promontory Point. In Foster City, privately owned residential streets are generally named Lane, and nearly every condo and townhouse address here is a Lane, so check whether the street is private and what the association maintains (street, landscaping, exteriors).
The ground and water facts are the same across the guide: the state's 2018 seismic hazard maps put essentially every parcel in a liquefaction zone; FEMA's National Flood Hazard Layer shows the homes in Zone X, mostly as an area with reduced flood risk due to the levee, after a Letter of Map Revision (case 24-09-0381P) effective September 11, 2026; and the state's tsunami hazard map for emergency planning leaves them outside its hazard area. Marina Lagoon, on the west side, is the City of San Mateo's lagoon, while the main lagoon on the east side is Foster City's.

Buying or selling in Isle Cove, Edgewater & Metro Center: what we check
Buying here
- Read the HOA package before you write an offer: condos and townhouses here come with associations, and in Foster City private streets are generally named Lane, so check current dues, reserves, special assessments, master insurance, rental rules and any litigation.
- Confirm the city: San Mateo's Mariner's Island and Edgewater Isle, across Marina Lagoon and the city line, share the 94404 ZIP, so a 94404 listing is not automatically Foster City.
- Flood: FEMA's NFHL shows these homes in Zone X behind the levee under a map revision effective September 11, 2026; the city says flood insurance stays optional for federally backed mortgages. Get a quote, confirm the parcel's zone, and note the Measure P levee bonds on the tax bill.
- Ground: essentially every parcel is in a state liquefaction zone. For condos, ask the HOA about past foundation, settlement or utility work; for houses, ask the inspector.
- Lagoon frontage: the city puts maintenance of the lagoon-adjacent part of a property on the owner; on condo and townhouse sites, confirm whether the association or the owner is responsible for bulkheads and docks.
Selling here
- Order the HOA resale documents as soon as you list; condo and townhouse buyers and lenders review them first.
- Name both the complex or tract (Spinnaker Cove, Meridian Bay, Promontory Point, Emerald Bay, Town Center Cityhomes, City Park) and the area (Isle Cove, Metro Center) so buyers searching either way find the home.
- Have the FEMA case number (24-09-0381P), the Zone X determination and the liquefaction disclosure ready.
- Point out the walking distances: Foster City Elementary, Edgewater Park and Metro Center are all inside the guide.
