the story
How Belmont Heights came to be
Belmont Heights is the last of Belmont's hills to fill in, and the assessor's dates read like a timeline. The first wave came mostly in 1957 to 1960 just south of Ralston Avenue, on Tahoe Drive, Yosemite Drive, Tioga Way, Muir Way, Lassen Drive and Bryce Court, a cluster that borrows its names from western parks and mountains. The second wave, from 1964 to 1969, climbed Hallmark Drive with Comstock Circle, Wemberly Drive, Benson Way, Waltham Cross and St. James Road (from 1967).
The 1970s were the big decade: about 348 of the area's 755 single-family houses date from it. Hallmark Drive pushed south toward the San Carlos line, and a second lobe went up on the far side of the Waterdog Lake open space, with Wakefield Drive and Elder Drive (1973-1977) and Somerset Drive, Sherborne Drive, Highlands Court and Haydon Court (1974-1976). Belmont Woods, a group of 21 houses on a private road off Hallmark Drive, followed in 1982, and then the building stopped: assessor records show only three houses built here since 2000.
Listing records still use the tract-style names. Most sales on Hallmark Drive, Comstock Circle and Waltham Cross are filed as Hallmark, and the Wakefield, Somerset and Sherborne loop as Hallmark West; the city's own neighborhood map calls the whole area Belmont Heights. We did not find a source naming the original developer.

The streets and the houses
Hallmark Drive is the spine. It leaves Ralston Avenue near Belmont Canyon Road, winds south past Benson Way, Comstock Circle, Wemberly Drive and Waltham Cross, then swings east past Soho Circle, Paddington Court and Waterloo Court to the Wakefield Drive loop and Leigh Way near the San Carlos line. St. James Road runs along the western edge past Fox Elementary, with Heritage Court, Meadow Park Circle and Rinconada Circle off it. The later streets borrow English place names (Waltham Cross, Paddington, Soho, Waterloo, Somerset, Sherborne), so a walk here reads a little like a map of England.
Lots run larger than in Belmont's older hills. About 300 parcels are zoned R-1A, with a 9,600 sq ft minimum and a median parcel near 10,600 sq ft; the planned-development streets have a median closer to 7,600 sq ft, and the R-1B blocks around Tahoe Drive about 7,000. The ground is gentler too: the city's parcel-slope estimates put the median single-family lot at about 11 percent, and only a few percent of R-1A lots average 30 percent or more.
Houses are larger than in Central, Cipriani or Plateau-Skymont, with a median of about 2,300 sq ft, and a little more than half are two-story (about 416, against 327 one-story, in assessor records). The split follows the decades: the late-1950s streets around Tahoe Drive are about three-quarters one-story, the 1960s streets are half and half, and the 1970s Wakefield and Somerset loops are about seven in ten two-story. Belmont Woods Road is a private street in the city's data, and the planned-development streets may have homeowners associations or recorded maintenance agreements, so ask.

School districts
Belmont Heights is in the Belmont-Redwood Shores School District for TK-8 and the Sequoia Union High School District for high school. Fox Elementary is inside the neighborhood at 3100 St. James Road, and Ralston Middle School is just to the northeast at 2675 Ralston Avenue, about 0.4 mile straight-line from the middle. The elementary district assigns students by walking distance to the closest school with room rather than by neighborhood zones, so a nearby campus is not a guarantee. Rules change; check the exact address with each district.

Buying or selling in Belmont Heights: what we check
Buying here
- Fire zone: the state's February 2025 map puts about four-fifths of the neighborhood, including almost every street, in a Moderate zone, and the city's own hazard layer shades much of the land as Very High, especially along Belmont Woods Road and Rinconada Circle. Check the parcel's designation, defensible-space rules and insurance early.
- On planned-development streets (Wakefield, Somerset, Sherborne, Belmont Woods and nearby courts), ask for any HOA documents, CC&Rs or road maintenance agreements; Belmont Woods Road is private.
- Houses from 1957 to 1977 are ready for their next round of systems: check the electrical panel, original windows and plumbing, roof age, the sewer lateral and permits for past additions.
- Lots back onto open space on many streets. Ask about drainage, fences and vegetation clearance along the open-space edge, and who maintains slopes behind the yard.
- Land just west of St. James Road and near the south end of Hallmark Drive is outside any city on Census maps; the homes in the neighborhood are inside Belmont, but confirm the jurisdiction for any parcel at the edge.
Selling here
- Disclose the fire zone clearly and document defensible-space work, roof and vent upgrades.
- Pull HOA or road-agreement documents early on the planned-development streets so buyers can review them within the contract period.
- Few houses here have been rebuilt, so original-condition and remodeled houses sit side by side; list the specific upgrades and permit dates.
- Show the yard and its edge: open-space frontage, usable flat area and parking are what buyers on these streets compare.
