the story
How Winston Manor came to be
Winston Manor went up in three quick steps. The city's neighborhood story map dates Winston Manor No. 1 to 1950, No. 2 to 1951 and No. 3 to 1952, and its 1951 photo of the No. 2 tract notes that Hickey Boulevard did not yet run through the block. City subdivision records list Winston Manor maps No. 1, 2, 2A, 2B and 5 plus the third tract (spelled 'Windsor Manor' No. 3 in the layer), all recorded between 1940 and 1959. Census estimates agree: in the block groups that cover the core of the tracts, about 89 percent of homes date from the 1950s.
Today's names still follow those maps. The city's 2018 neighborhood map calls the blocks west of Junipero Serra Boulevard 'West Winston Manor' (the No. 2 and No. 5 maps along Dundee Drive and Clay Avenue), the block north of Hickey Boulevard 'Winston Manor 1', and the No. 3 tract south of Hickey 'Winston Manor 3'. A 1983 city map in the public library's history collection labels the area Winston Manor as well.
Traffic came next. The story map reproduces a 1966 petition, captioned as page one of hundreds, asking for pedestrian overpasses at the major roads in the Winston Manor area, and photos of the overpasses built in 1968 in West Winston Manor and across to Winston Manor.
streets and homes
The streets and the houses
Junipero Serra Boulevard splits the area. West of it, West Winston Manor fills the strip up to I-280: Dundee Drive runs its length beside the freeway, with Clay Avenue, Longford Drive, Wicklow Drive, Mansfield Drive, Clifden Drive, Norwich Drive, Adrian Avenue, Buxton Avenue, Dunman Way and Sutton Avenue between. Hickey Boulevard crosses east-west through the middle and meets I-280 at an interchange on the west edge.
East of Junipero Serra, the No. 1 tract north of Hickey is a tight grid of Duval Drive, Elkwood Drive, Bradford Drive, Calvert Avenue, Graystone Drive and Felton Avenue between Arlington Drive and El Camino Real. South of Hickey, the No. 3 tract runs along Newman Drive, Alta Loma Drive, Camaritas Avenue and Camaritas Circle, Kipling Avenue, Keats Avenue, Byron Drive, Hilton Avenue, Gibbs Way and Conrad Court, with the 1980s Crown Circle homes in the middle.
The housing is uniform: city parcel records list about 1,230 single-family parcels, the middle half on lots of about 4,500 to 5,700 square feet, and Census estimates put about 95 percent of homes in detached houses. The tracts date from 1950 to 1952, so a typical house has had 70-plus years of remodels and additions; the permit history matters as much as the floor plan. A shopping center sits at the southwest corner of Hickey Boulevard and El Camino Real.

Buying or selling in Winston Manor: what we check
Buying here
- About 435 of the roughly 1,230 home parcels (about 35 percent, by our count) sit in a state-mapped liquefaction zone (2021 Geological Survey map), mostly the low ground of West Winston Manor and the No. 3 tract: Clay Ave, Longford Dr, Adrian Ave, Wicklow Dr, Newman Dr, Kipling Ave, Byron Dr, Buxton Ave, Clifden Dr, Norwich Dr and parts of Duval Dr and Dundee Dr. Check the parcel; it is a disclosure item and can mean geotechnical work for a major addition.
- These are 1950-1952 houses: check the electrical panel and wiring, water and drain pipes, the sewer lateral, the foundation and the permit record for every addition or garage conversion.
- Lots are mostly zoned for single-family homes (RL-8 in the city's 2020 parcel data), so state ADU and SB 9 rules apply; check current city standards and any utility easements before planning a backyard unit.
- Dundee Drive runs beside I-280, and about 37 lots along it sit in a state-mapped earthquake-induced landslide zone on the freeway-side slope; check the parcel, the rear-yard slope, retaining walls and freeway sound walls.
- All of South San Francisco is inside SFO's airport influence area (2012 land use compatibility plan), which requires an airport-proximity disclosure; if the house was treated under SFO's noise insulation program, ask for the records, and check eligibility with SFO's Noise Office.
Selling here
- Say which tract the house is in (West Winston Manor, No. 1 or No. 3); the city's own maps use those names, and buyers can see the street pattern on a map.
- Document upgrades to 1950s systems (panel, plumbing, sewer lateral, roof, foundation) with permits and receipts.
- Order the natural-hazard disclosure report early; the liquefaction zone takes in about a third of the home parcels, and buyers will see it.
- Give the BART distance: South San Francisco BART is about 0.7 mile straight-line from the middle of the area.
