the story

How Westborough & West Park came to be

Westborough started as a land deal. The city's neighborhood story map says that in 1960 developers Tom Callan Sr., Tom Callan Jr. and Mike Callan bought 120 undeveloped acres west of Junipero Serra Highway and the Buri Buri tract, and that the project eventually covered 659 acres. That squares with the city's planning map today, where the Westborough sub-area measures about 655 acres between I-280 and Skyline Boulevard. The water came first: the Westborough Water District, formerly the Callan Park County Water District, was formed on March 7, 1961, and it still owns the water and sewer systems here.

The name came a few years later. According to the story map, the subdivision, then called Callan Park, joined South San Francisco in 1964 after a proposed annexation to Daly City was turned down, and the developers agreed to rename it Westborough. City subdivision records date the Westborough units and the Westborough West Park units to 1960-1979, and the archived job files of architect Edward H. Fickett include 'Westborough Townhouses and Apartments' projects dated 1962 and 1965. Census estimates show the two halves grew in sequence: about half the homes south of Westborough Boulevard date from the 1960s, while West Park's largest share, about 43 percent, dates from the 1970s.

Later maps filled the gaps: Appian Village, Sunrise and the St. Francis Heights/Terrace unit south of the boulevard and Carter Park and Galway Place in West Park in the 1980s and 1990s, then Marbella and Oakmont Vistas after 2000. Marbella went through state environmental review in 2001 as a 280-unit project on 14.9 acres northwest of Westborough and Gellert Boulevards, with about half the site left as steep open space. Westborough Square, the shopping center at that corner, dates its first retail buildings to 1969, per a 2011 state environmental filing for its redevelopment.

streets and homes

The streets and the houses

Westborough Boulevard is the spine. It climbs west from the I-280 interchange past Westborough Square, Westborough Park and Westborough Middle School to Skyline Boulevard, where it meets Sharp Park Road toward Pacifica. Gellert Boulevard and Callan Boulevard run north from it to King Drive and the Daly City line, and Carter Drive loops along the upper slope near Skyline.

South of the boulevard, in what the city's maps call South Westborough, the homes are mostly detached houses: Census estimates put about 88 percent of its roughly 1,580 homes in single-family detached buildings, and the middle half of single-family lots in city parcel records run about 5,000 to 5,900 square feet. Shannon Drive, Galway Drive, Appian Way, Gellert Boulevard, Wexford Avenue, Donegal Avenue, Tipperary Avenue and Dublin Drive curve across the slope, with short courts and lanes off them; the 1980s Appian Village and Sunrise maps sit around Appian Way and Moonlight Court.

West Park, north of the boulevard, is a different animal. About 1,200 of its roughly 1,300 single-family parcels are townhouse lots of about 2,450 to 2,650 square feet (middle half, city parcel records), set on short courts such as Savannah, Georgetown, Williamsburg, Annapolis, Bassett and Brunswick courts off Greendale Drive, Crofton Way, Kent Way and Fairfax Way. Many of those courts sit beside shared lawns that the city's GIS maps as 'common greens', about 53 parcels covering roughly 43 acres. Condominium and apartment buildings fill much of the rest, including Skyline Village and Carter Park near Carter Drive, the Braewood maps on Duhallow Way and Erris Court, and Marbella near Gellert Boulevard. Census estimates count about 2,870 homes in West Park: roughly 38 percent townhouses, 17 percent detached houses and the rest in buildings of two or more units.

nerd notes

Buying or selling in Westborough & West Park: what we check

Buying here

  • Water and sewer come from the Westborough Water District, not the city or Cal Water: it buys water from the SFPUC and pumps sewage to the North San Mateo County Sanitation District plant run by Daly City. Ask the district about the account, rates and the condition of the line to the house.
  • Check the state fault and landslide maps for the parcel. By our count of city parcel centroids, about 450 of roughly 2,700 residential parcels sit in the 1982 earthquake fault zone for the San Andreas fault, mainly on the west side (Carter Dr, Leix Way, Callan Blvd, Myrna Ln, Sean Ct, Farnee Ct, Erris Ct, Tyrone Ct, Kilconway Ln), and about 1,200 sit in 2021 earthquake-induced landslide zones (Tipperary Ave, Shannon Dr, Wexford Ave, Donegal Ave, Valleyview Way, Dublin Dr, Kent Way, Crofton Way, Fairfax Way and others). Both are disclosure items, and fault-zone lots can need a geologic study for some new building work.
  • For a townhouse or condo, read the HOA documents: what dues cover (roofs, exteriors, insurance, landscaping), the reserve study, minutes and any special assessments, and check current dues. In West Park, also confirm who maintains the common green behind the unit and what the CC&Rs allow for additions.
  • A strip of slope along Skyline Boulevard is in a Moderate fire hazard severity zone on the State Fire Marshal's 2025 local-area maps (regional public copy). It reaches Athy Dr and the edges of Meath Dr, Duhallow Way and Kilconway Ln, including part of the Braewood condominium complex; check the parcel, defensible-space rules and the HOA's insurance.
  • All of South San Francisco is inside the airport influence area of SFO's 2012 land use compatibility plan, which requires an airport-proximity real estate disclosure. If a home was treated under SFO's noise insulation program, ask for the records; current eligibility depends on the 2019 65 dB noise map, so check the address with SFO's Noise Office.

Selling here

  • Say which side of Westborough Boulevard the home is on and what it is (detached house, townhouse on its own lot, or condo); the two halves trade on different terms.
  • For townhouses and condos, have the HOA packet ready early: budget, reserve study, CC&Rs, insurance and recent minutes, plus who maintains any common green next to the unit.
  • Order the natural-hazard disclosure report up front; fault and landslide zones show up on many Westborough parcels, and any geotechnical or retaining-wall reports you already have are worth sharing.
  • Have Westborough Water District account details on hand, since buyers may expect city or Cal Water service.
