the story

How Oceanview, Merced Heights & Ingleside came to be

The OMI is three older neighborhoods that grew separately and now share one name, spoken letter by letter. Ocean View came first. The San Francisco and San Jose Railroad ran through in the 1860s along the line I-280 follows today, and two homestead associations platted land beside it: the Railroad Homestead Association in 1867 (the east half of Ocean View, west to Orizaba Avenue) and the City Land Association in 1870 (west of Orizaba to today's Junipero Serra Boulevard). Their grids do not line up at Orizaba, which is why streets dead-end there and why Randolph and Broad Streets meet with a dip. Broad Street was platted wider than the rest.

Ingleside grew along the old Ocean House Road, which became Ocean Avenue. Its street grid and most of its street names come from an 1890 subdivision called Lakeview, but the area took its name from the Ingleside Inn, a roadhouse at Ocean Avenue and today's Junipero Serra Boulevard, and from the Ingleside racetrack (1895-1905), whose site became Ingleside Terraces. A streetcar reached Ocean Avenue in December 1895, and after the 1906 earthquake the area filled in quickly: Sanborn maps show about 57 buildings in Ingleside around 1900 and about 450 by 1915, some of them refugee cottages hauled in and joined together as starter homes. The K Ingleside, the first Muni line through the Twin Peaks Tunnel, arrived in 1918.

Between the two runs the Merced Heights ridge, about 500 feet high, with high points near Thrift and Summit Streets, Shields Street and Orizaba Avenue, and Shields and Vernon Streets at Brooks Park. Without streets or utilities it stayed mostly open until after World War II, when builders covered it with stucco houses and flats. The OMI's 2010 historic context statement finds that most of today's buildings date from 1925 to 1955 and that the large majority are one-story houses over garages.

streets and homes

The streets and the houses

Expect a lot of grade. North of the ridge, Ingleside's avenues (Faxon, Jules, Granada, Miramar, Plymouth, Lee and Harold) climb south from Ocean Avenue. South of it, Ocean View's grid of Capitol, Orizaba, Randolph and Broad rises from San Jose Avenue toward the ridge, and on top run Merced Heights and Ingleside Heights streets such as Garfield, Shields, Ramsell, Head and Sargent. The Assessor's 2025 roll counts about 5,680 single-family dwellings inside this guide's outline, about 88% of residential parcels. The median house was built in 1940 and has about 1,230 square feet on a lot of about 2,500.

Housing types vary block to block. The context statement lists small Victorian-era cottages, joined 1906 earthquake-refugee cottages, shingle-and-stone Craftsman houses, detached 1920s-1930s Mediterranean Revival houses with tile roofs, and 1940s-1950s stucco tract rows; the ridge is mostly postwar. A recognized example of the 1940s type is the group of nine nearly identical 1942 houses at Sadowa Street and Capitol Avenue, found eligible for the California Register. About 430 condominium units, most of them in one complex on Oceanview Terrace near Junipero Serra Boulevard, and about 180 flats round out the count.

Zoning is about 78% RH-1 and 9% RH-2. The Ocean Avenue frontage is a neighborhood commercial transit district, and its blocks between Fairfield Way and Plymouth Avenue form a California Register-eligible commercial district. Most of the area is also inside the Oceanview Large Residence Special Use District (Planning Code Section 249.3), which adds Conditional Use review for some large or bedroom-heavy residential projects. The Family Zoning Plan's RTO-C corridor zoning reaches only the blocks near Balboa Park station.

schools and commute

School districts and getting around

School districts

San Francisco Unified School District (SFUSD) serves every address here and assigns seats by application and lottery with tiebreakers, so an address's attendance-area school is a tiebreaker, not a guarantee. Public schools inside the area include Jose Ortega Elementary (400 Sargent St) and Sheridan Elementary (431 Capitol Ave); City College of San Francisco and San Francisco State University are public campuses next door. SFUSD's planned zone-based elementary system has been rescheduled more than once, so check the exact address and current rules with SFUSD's Enrollment Center.

San Francisco guide: how SFUSD assigns schools

Getting around

  • K Ingleside Muni Metro runs along Ocean Ave (stops at Aptos, Victoria/Jules, Miramar, Lee and the City College footbridge) to Balboa Park, and west via Junipero Serra Blvd and West Portal into the Twin Peaks Tunnel. Ocean & Jules is about 0.5 mile straight-line from the middle of the guide.
  • M Ocean View runs from 19th Ave along Randolph St, Orizaba Ave, Broad St and San Jose Ave to Balboa Park; Randolph & Arch and Broad & Plymouth are each about 0.4 mile straight-line from the middle.
  • Balboa Park BART is about 0.8 mile straight-line from the middle and just across I-280 from the northeast corner; Daly City BART is about 0.9 mile from the middle and about 0.2 mile from the southwest corner at the county line.
  • I-280 runs along the east and south edges. Junipero Serra Blvd, State Route 1 south of the 19th Ave junction, runs along the west edge, north to 19th Ave and the Sunset and south to I-280.
  • The 29 Sunset bus runs along Ocean Ave and serves Balboa Park station; the 28 19th Avenue runs on 19th Ave.
  • Hills are real here: the ridge rises to about 500 feet, so check the walk to the K or M before assuming a short trip.

nerd notes

Buying or selling in Oceanview, Merced Heights & Ingleside: what we check

Buying here

  • Planning to add a big addition or many bedrooms? Most of the OMI is in the Oceanview Large Residence Special Use District (Planning Code Section 249.3), where some large or bedroom-heavy projects need Conditional Use authorization. Check current rules with Planning before you budget a remodel.
  • On the ridge, check the state seismic hazard map: about 17 parcels near Jules and Grafton Avenues are in a mapped landslide zone; none of the area is in a mapped liquefaction zone. A few parcels near Ashton and Pico Avenues by Ocean Avenue are in the SFPUC's 100-Year Storm Flood Risk Zone, which sellers must disclose.
  • Some older Ocean View and Ingleside houses began as Victorian-era cottages or joined 1906 refugee cottages; get a thorough inspection (foundation and framing) and the permit history.
  • If you are buying a condo (most are in one complex on Oceanview Terrace), review the HOA documents, budget, reserve study and any special assessments.
  • Check historic status on the Property Information Map: the Sadowa Street & Capitol Avenue group and the Ocean Avenue commercial blocks are California Register-eligible, and age-eligible houses that have not been reviewed can trigger historic review for facade changes or demolition.

Selling here

  • Give buyers straight-line distances to the nearest K or M stop and to Balboa Park BART; transit is a main draw here.
  • If the house has views from the ridge, show them, and have permit records ready for any garage-level rooms or additions.
  • For older cottages, document foundation and structural work with permits and receipts.
  • Order the natural hazard disclosure early for ridge lots near Jules and Grafton Avenues and for the few storm-flood parcels near Ocean Avenue.
