the story
How Inner Richmond & Lone Mountain came to be
This was the near edge of the Outside Lands, the sand hills Congress added to San Francisco in 1866. The Western Neighborhoods Project's history says a first residential core formed in the 1880s along Clement Street between Arguello Boulevard and 6th Avenue, while cemeteries filled the ground around Lone Mountain to the east. Streetcars to the park and the beach brought steady building, and after the 1906 earthquake and fire many more households moved west; a refugee camp stood along today's Park Presidio Boulevard.
Two pieces of open land shaped the Inner Richmond grid. Planning's historic evaluations say Fernando Nelson started building in 1902 on the site of the Bay District Race Track, the blocks from Anza to Fulton between Arguello and 5th Avenue, and added two-unit flats on 4th and 5th avenues in 1907. The Chutes amusement park filled 10th and 11th avenues between Cabrillo and Fulton from 1902 to 1909; Nelson bought it in 1910 and built Queen Anne and period revival houses that Planning now treats as the Inner Richmond Nelson historic district. A few blocks north, Joseph Leonard's company built Richmond Heights in 1910-11, two blocks between 9th and 11th avenues and Anza and Balboa streets, in Craftsman and medieval revival styles.
Lone Mountain's story is about cemeteries. Laurel Hill Cemetery, dedicated in 1854 just north of Geary, was the first of several burial grounds around the hill, with the Odd Fellows and Masonic cemeteries nearby. The city banned new burials around 1900, and the graves were moved to Colma over the following decades, Laurel Hill's last, around 1939-41. Per the Western Neighborhoods Project, the Odd Fellows grounds became Rossi Playground and the blocks around it, and the Masonic cemetery became the main campus of the private University of San Francisco. The Assessor's records show the timing: Lone Mountain's houses have a median recorded year built of 1937.
streets and homes
The streets and the houses
The Inner Richmond is a straight grid: 2nd through 12th avenues and Funston Avenue cross California, Clement, Geary, Anza, Balboa, Cabrillo and Fulton, with long north-south blocks. The 2025 roll counts 1,053 single-family houses against 997 two-unit flat buildings, about 600 condo units and about 550 apartment buildings, so about three in ten residential parcels are houses. The median recorded year built is 1911, the median lot about 3,000 square feet, and most houses are recorded at two stories. Expect Queen Anne and period revival fronts on the Nelson rows and Craftsman houses in Richmond Heights.
Lone Mountain is less uniform. The hill and the private campus take the middle and Rossi Playground anchors the west side. Between Turk Boulevard and Golden Gate Avenue east of Parker Avenue, short streets such as Temescal, Chabot, Roselyn, Tamalpais and Annapolis terraces are lined with houses the Assessor records as built in 1937 to 1940, most on lots of about 2,500 square feet. Across the whole area the roll counts 463 houses, 331 flat buildings, about 435 condo units and about 150 apartment buildings, and the houses are more often recorded as one story than two.
Zoning is mostly RH-2 (two units), with RM-1 apartment zoning in parts of the Inner Richmond. Neighborhood commercial districts cover Clement Street from Arguello to Funston, Geary Boulevard and Balboa Street from about 2nd to 7th Avenue. The city's 2026 rezoning added RTO-C, a corridor district that allows mid-rise housing, along California, Balboa and Fulton streets, Masonic Avenue and parts of Geary. Off those corridors, Planning says existing height limits, typically four stories, still apply.

School districts
Every address here is in the San Francisco Unified School District (SFUSD), which assigns seats by application with tiebreakers rather than fixed boundaries; an address's attendance-area school is a tiebreaker, not a guarantee, and SFUSD is changing its elementary assignment policy (its own pages give different start years). Public schools in the area include George Peabody Elementary and Frank McCoppin Elementary on 6th Avenue and Sutro Elementary on 12th Avenue. Just outside the edges are Roosevelt Middle School on Arguello Boulevard, New Traditions Elementary on Grove Street south of Lone Mountain and Raoul Wallenberg High School on Vega Street east of Masonic Avenue. Check the exact address with SFUSD's Enrollment Center.
Getting around
- The 38 Geary and 38R Geary Rapid run downtown on Geary Boulevard; Powell Street BART is about 3 miles straight-line from Clement Street and 6th Avenue. Transit lanes went in on Geary in 2023, and the SFMTA expects the rest of the Geary Boulevard Improvement Project, from Stanyan Street to 34th Avenue, to finish in early 2028.

Buying or selling in Inner Richmond & Lone Mountain: what we check
Buying here
- Know the building type first: flats, condos and apartment buildings together outnumber houses here. For condos, get the HOA budget, reserve study and minutes; for TICs, read the TIC agreement and confirm fractional financing.
- Tenant-occupied property: many units built on or before June 13, 1979 have both rent limits and eviction protections under the Rent Ordinance; single-family homes and condos with tenancies that began in 1996 or later are generally exempt from the rent limits but not the eviction rules, and a legal in-law unit can change that. Confirm with the Rent Board for the specific unit.
- Soft-story: about 210 buildings in the Inner Richmond and Lone Mountain are on the city's mandatory soft-story retrofit list, nearly all marked work complete; for any wood-frame building of five or more units, confirm the certificate.
- Historic review: the Inner Richmond Nelson district (10th and 11th avenues, Cabrillo to Fulton) and Richmond Heights (9th to 11th avenues, Anza to Balboa) are California Register-eligible, so contributing buildings are Category A resources and facade changes or demolitions get extra review. Check the Property Information Map's Preservation tab.
- Corridor change and construction: RTO-C zoning on California, Balboa, Fulton, Masonic and Geary frontages allows taller buildings than the existing ones, and Geary utility and bus-stop work runs into 2028. Check Planning notices for projects near a specific address.
- Hazards: the state maps no liquefaction zone in the Inner Richmond or Lone Mountain and only a small landslide zone on the Lone Mountain slope near Lone Mountain Terrace; check the parcel anyway.
Selling here
- Order the 3R report (Report of Residential Building Record) from the Department of Building Inspection early; the Housing Code requires sellers to deliver it, and the city quotes about 7 to 10 business days.
- If there is a garage-level room or second unit, have the permit or legalization record ready; it affects Rent Ordinance status, and buyers will compare the 3R's permit history with what they see.
- For flats and small apartment buildings, organize leases, rent history and Rent Board filings, plus the soft-story certificate if the building is on the list.
- Before title transfers, get the city's water conservation Certificate of Completion, and confirm the current energy conservation (RECO) requirements with a DBI-certified inspector.

What is happening on Geary Boulevard?
The SFMTA's Geary Boulevard Improvement Project, from Stanyan Street to 34th Avenue, added transit lanes in 2023. Water and sewer main replacement runs through mid-2027, followed by bus bulbs, signals and repaving, with completion expected in early 2028.
