the story
How Four Corners, Weeks & Runnymede came to be
These blocks are the center of the old Runnymede poultry colony. A 1922 county history says the developer Charles Weeks began selling one-acre lots in his Charles Weeks Poultry Colony in 1916, put a second 160-acre subdivision on the market in 1917, cut up a third 160-acre tract known as the Woodland subdivision in 1918 and offered a fourth in 1919, and had by then laid out and sold about 600 acres "in Runnymede proper" near Palo Alto. A 1982 Menlo Park Historical Association column places the colony around where University Avenue and Bay Road meet, and notes that Weeks Street and Runnymede Street keep the names.
Today the blocks are laid out as long east-west streets between University Avenue and Pulgas Avenue. The city's history page lists farming and flower growing among the area's early land uses, and it says US 101 was routed through the city in the early twentieth century and expanded in the 1950s. Walkers and cyclists got a bridge over the freeway at Clarke Avenue in 2019 and a second one at the University Avenue interchange in November 2025.
The Four Corners, where University Avenue meets Bay Road, is the city's civic center: City Hall and the county library share the Municipal Services Building at 2415 University Ave on the northwest corner, and the library has been there since 1975. The corner and the Bay Road frontage are in the Ravenswood/4 Corners specific plan area, which the city council updated in December 2024; the plan's zoning list includes a 4 Corners district (state CEQA records).
streets and homes
The streets and the houses
The older streets run east-west: Weeks, Runnymede, Garden, Green, Bell, Beech and Myrtle Streets, cut by Cooley and Capitol Avenues near University Avenue and by Clarke Avenue in the middle. County parcel records put typical lots on these streets at about 5,250 to 7,800 square feet, with a median of about 6,000. Courts and short streets fill the old blocks: Schembri Lane, Buchanan Court, Avelar Street, Terra Villa Street, Brentwood Court, Clarke Court, Salas Court and others.
The south end, between O'Connor Street and East Bayshore Road, is a small-lot subdivision around Joel Davis Park: Baines, Oakes, Wilks, Gates, Tate, Tinsley and McNair Streets and Mouton Circle, with lots of about 3,000 to 3,300 square feet. Near Bay Road, Maple Lane, Maple Place, Montage Circle, Aspen Place, Cedar Place and Holly Place have lots of about 2,300 to 2,500 square feet. Listing records show the sales across this guide are almost all single-family houses.
The 2020 census counted about 2,030 housing units inside the outline on about 1,490 county parcels, so multi-unit buildings are mixed in with the houses. Business frontage runs along University Avenue and Bay Road, and a shopping center sits on East Bayshore Road at the US 101 interchange.

Buying or selling in Four Corners, Weeks & Runnymede: what we check
Buying here
- Flood zone: by our count of county parcels on FEMA's map (panels effective April 5, 2019), about two-thirds of the parcels here are in zone X (minimal), about a fifth in the shaded 0.2% zone and about 14% in zone AE (base flood elevation 11 feet), concentrated along the Pulgas Avenue edge (the east ends of Beech, Myrtle and Garden Streets, Terra Villa Street, Brentwood Court, Mouton Circle and Wilks Street). Check the FEMA map for the exact address.
- Liquefaction: every parcel here is inside a California Geological Survey liquefaction zone (2006 maps); expect it on the hazard disclosure and plan a soils report for major additions.
- Rentals: the city's rent stabilization program covers many rental units; check whether a property is covered with the city's Rent Stabilization Program.
- Small-lot subdivisions (the Ravenswood Village streets and the courts near Bay Road): read the title report for any HOA, CC&Rs or shared-access agreements, and check current dues if there is an association.
- Water and sewer: the city system (operated by Veolia, SFPUC water) serves about 80% of the city's water connections, and the Palo Alto Park Mutual Water Company and the O'Connor Tract Co-op serve the rest; sewer is mainly the East Palo Alto Sanitary District, with some areas in West Bay Sanitary District. Confirm providers for the address, and ask about water fees before planning an ADU.
- Near Bay Road and the Four Corners, check the Ravenswood/4 Corners plan's zoning map and any approved projects with the city's planning division.
Selling here
- Pull the FEMA zone and any elevation certificate before listing; zone AE parcels sit within a block of zone X parcels along Pulgas Avenue.
- Have permit records ready for additions, second units and garage conversions, especially on the deeper lots of the older streets.
- If the property has been rented, gather the rent-stabilization status and rent registration records.
- Point out the walking and biking links: the Four Corners civic center, Joel Davis Park, and the two bridges over US 101, with approximate distances.
