the story

How Kavanaugh & Newbridge came to be

Kavanaugh & Newbridge is named for the two streets at its ends: Newbridge Street, which comes in from Belle Haven across Willow Road, and Kavanaugh Drive, which runs along the north edge to University Avenue. Two of its four sides are city lines. Willow Road separates it from Menlo Park's Belle Haven, and the Menlo Park line wraps the north side just behind the houses on Alberni Street and Kavanaugh Drive.

The city's history page notes that Menlo Park and Palo Alto annexed large tracts from the late 1940s to the early 1960s, while these blocks stayed unincorporated San Mateo County until East Palo Alto incorporated in 1983.

Listing records still file sales here under three names: Bayshore Park for the Newbridge side (Newbridge Street, Jervis and Saratoga Avenues, and the north ends of Ralmar, Laurel and Menalto Avenues), Flood Park Estates for the Kavanaugh side (Kavanaugh Drive, Clarence Court and Hazelwood, Ursula, Farrington and Emmett Ways) and Santa Susanna for Grace Avenue. Census estimates suggest the two halves grew at slightly different times: the Kavanaugh-side block group is about two-thirds 1950s houses, while the Newbridge side spreads from the 1940s into the 1970s.

streets and homes

The streets and the houses

On the Newbridge side, Saratoga, Westminster and Jervis Avenues and the north ends of Laurel, Menalto, Poplar and Ralmar Avenues run up from Bay Road toward Alberni Street, which closes the grid along the north edge. Newbridge Street cuts diagonally across them from Willow Road down to Bay Road at Ralmar Avenue, and little Mello Street links Bay Road to Laurel Avenue.

On the Kavanaugh side, Kavanaugh Drive runs east along the north edge to University Avenue, with Kirkwood, Clarence and Gertrude Courts off its south side. Hazelwood, Gloria, Ursula, Farrington and Emmett Ways and Grace Avenue fill the blocks down toward Bay Road. Between the two halves sits the Ravenswood Middle School campus at 2450 Ralmar Avenue, and the southeast corner at Bay Road and University Avenue holds City Hall.

The housing is mostly detached houses: about 690 housing units in the 2020 Census, with Census estimates of about nine in ten detached on the Newbridge side and about four in five on the Kavanaugh side. Two 2020 Census blocks near Bay Road count about 100 units each, so a few apartment buildings sit among the houses. Expect original houses from the 1940s to the 1970s alongside additions and newer rebuilds.

nerd notes

Buying or selling in Kavanaugh & Newbridge: what we check

Buying here

  • Flood: on FEMA's current map the Newbridge side (Newbridge, Jervis, Westminster, Laurel, Menalto, Alberni and Mello, plus much of Saratoga and Poplar) is in zone AE, a special flood hazard area; most of the Kavanaugh side is zone X, with parts of Kavanaugh Drive in the shaded 0.2-percent-chance zone. Check the exact address, ask your lender about flood insurance, and ask for an elevation certificate. The creek authority approved its SAFER Bay levee for the city's bay edge on May 28, 2026, but it is not built yet; today's map is the one that counts.
  • Seismic: the whole neighborhood is inside a state-mapped liquefaction zone (California Geological Survey, Palo Alto quadrangle, released 2006). Expect it on the natural hazard disclosure; a rebuild or major addition may need a geotechnical report.
  • Older houses: Census estimates put much of the stock in the 1940s to 1970s. Check the permit history for additions and conversions, the electrical panel, the sewer lateral and the foundation.
  • Water: confirm the provider for the address (the city system serves about 80 percent of the city's connections, two small water companies the rest), and ask the city about water supply and connection requirements before planning an ADU.
  • Rented house, duplex or ADU: the city's rent stabilization program covers many rental units; check whether a property is covered with the city's Rent Stabilization Program before you buy.

Selling here

  • On the Newbridge side, have an elevation certificate and any flood insurance history ready; on the Kavanaugh side, a print of the zone X map answers the question early.
  • Use the listing-record name that fits the street (Bayshore Park, Flood Park Estates or Santa Susanna) so comparable sales line up.
  • Pull the permit history for additions, ADUs or garage conversions before listing.
  • Spell out the access: Willow Road and University Avenue to US 101, University Avenue to the Dumbarton Bridge approach, and Bay Road to the Four Corners civic center.
