the story
How Mills Estates came to be
The name is literal. This was part of the Mills estate, once part of Rancho Buri Buri, which stayed a country estate until the 1950s, when the land was sold to the Trousdale Development Corporation. Burlingame and Millbrae both wanted it, and after a long dispute the land was divided in 1954 along what is now Murchison Drive: the part from Mills Creek north to Murchison went to Burlingame, the rest to Millbrae. Homes went west of El Camino Real; the land east of it became commercial and light industrial (city history, compiled by the Burlingame Historical Society).
The hills were then built out in numbered sections. County records describe nearly every lot here as part of a recorded "Mills Estate" map, from No. 3 near El Camino Real up to No. 27 on Mills Canyon Court, and they date about 94 percent of the houses in this guide's outline to 1955 through 1966. The lower streets near Trousdale Drive and Martinez Drive came first, in the mid- to late 1950s; the highest streets under I-280 (Escalante Way, Hunt Drive, Atwater Drive, Alcazar Drive) were finished around 1964 and 1965. There has been very little teardown since: county records show only five houses built here after 2000.
Then came the Eichlers. A magazine feature on the neighborhood describes about 100 Eichler homes, many bought new in 1963 and 1964, with atriums and views toward San Francisco International Airport; an Eichler tract list also counts about 100 and dates them 1964-1965. At least one house is a custom design by architect Claude Oakland. The tract list names Frontera Way, Dolores Way, Capistrano Way and Mariposa Drive and Court, and county records date every house on Dolores Way and Mariposa Court, and all but one on Capistrano Way, to 1964.

The streets and the houses
Trousdale Drive is the spine, climbing from El Camino Real to I-280. North of it, Mariposa Drive, Frontera Way, Sebastian Drive, Las Piedras Drive, Loyola Drive and Castenada Drive run along the slope toward the Millbrae line; south of it, Arguello Drive and Rivera Drive follow the rim of Mills Canyon, with Hunt Drive, Atwater Drive, Alcazar Drive, Escalante Way and Margarita Avenue above them and Martinez Drive, Toledo Avenue, Tiburon Way and Granada Drive closer to the canyon. Lots run larger than in the flat grids below, with a median of about 9,400 square feet, and about 610 of the roughly 740 houses are one story.
The Millbrae line runs right through the tract. Frontera Way, Sebastian Drive, Loyola Drive, Castenada Drive and Ashton Avenue each have houses in both cities, and about half of the houses on Frontera Way are in Millbrae (ZIP 94030). Mills Estates Park, off Sebastian Drive, is inside Millbrae's city limits even though it carries the tract's name. On the Burlingame side, two 1970s condo complexes on Vallejo Drive and Frontera Way add about 45 units.
Because the houses are nearly all from one decade, change here mostly means remodeling rather than rebuilding. Almost every lot (about 740 of 806 parcels) is on the city's map of properties that need a Hillside Area Construction Permit, in addition to the design review that new houses and many second-story additions get. The magazine feature on the tract notes that many of its Eichlers are being renovated, so expect a mix of preserved and updated houses on those streets.

Buying or selling in Mills Estates: what we check
Buying here
- Check the city and ZIP on every listing. The Millbrae line splits Frontera Way, Sebastian Drive, Loyola Drive and Castenada Drive, and Millbrae addresses have ZIP 94030, Millbrae schools and Millbrae permits.
- Check the wildfire map. CAL FIRE's 2025 local-area map puts about 345 of the 740 houses in High or Very High fire hazard severity zones, mostly on the upper streets (Escalante Way, Hunt Drive, Atwater Drive, Rivera Drive, Arguello Drive, Margarita Avenue and Skyline Boulevard). Ask about disclosure, defensible-space and building rules for the address.
- Check slope stability. About 85 lots, many along Trousdale Drive, Mariposa Drive and Arguello Drive, fall in the state's earthquake-induced landslide zone (Seismic Hazard Zones, San Mateo and Montara Mountain quadrangles). Ask for any geotechnical reports, and look at retaining walls and drainage.
- Expect a Hillside Area Construction Permit, in addition to design review, for many additions here. Ask the Planning Division what it would take before you buy with a remodel in mind.
- If the house is an Eichler, ask about the heating system, roof and any atrium drainage, and which parts are original.
Selling here
- If it is an Eichler, say so and document original features and later updates; the tract's Eichler history is part of the appeal.
- Have the fire-zone and natural-hazard disclosures, any geotechnical reports and permit history ready early.
- Confirm the city in the listing: Burlingame-side homes should say Burlingame, ZIP 94010 and Burlingame School District.
- Lead with the lot and the outlook: lots here run about 9,400 sq ft (median), and the city notes bay and airport views from Cuernavaca Park.
