the story

How Holbrook-Palmer Park & Town Center came to be

The park began as a farm. A Town centennial sheet says Charles B. Holbrook bought the 22-acre Elmwood property in Fair Oaks in 1881 and planted hay, fruit trees, vegetables, lawns, a tennis court and elms. Holbrook's daughter, Olive Holbrook Palmer, later kept Elmwood as a summer home. She died in 1958 and the house burned a few months later; Silas Palmer rebuilt a one-story house on the old foundation, today's Main House. Her will left Elmwood to the Town after his death. He died in 1963, and after a 1959 survey in which nearly two-thirds of those responding asked for more recreation facilities, the Town formally accepted the land in 1964. The Holbrook-Palmer Park Foundation followed in 1968.

It is still Atherton's only park. The oldest structure is the three-story water tower from 1883; the carriage house was built to replace a barn lost to fire (the Town's master plan says 1890). The National Register lists the estate as "Holbrook-Palmer Estate, Elmwood," with a period of significance of 1883 to 1897. Jennings Pavilion went up in 1977 for larger events, and the Council adopted a park master plan on May 20, 2015.

Across the tracks, the Town rebuilt its civic center. Voters chose to replace the old buildings in 2012, and in late 2021 staff moved into a new campus at 80 Fair Oaks Lane: a two-story City Hall of nearly 30,000 square feet between Fair Oaks and Dinkelspiel Station lanes, with the police department on the first floor. The 10,000-square-foot Atherton Library, connected to the renovated historic Town Hall, opened June 4, 2022. Next door is the small depot of the old Atherton station, closed to trains in 2020 and slated by the Town to become a rail history museum.

streets and homes

The streets and the houses

Two pieces meet at the Watkins Avenue crossing. West of the tracks, the Town Center triangle between El Camino Real, Fair Oaks Lane and Watkins Avenue holds Ashfield Road, Dinkelspiel Station Lane and the east ends of Maple and Walnut avenues, with homes around the civic buildings. Fair Oaks Lane lines up with Atherton Avenue across El Camino. East of the tracks, the park fills the corner of Watkins Avenue, and the residential streets run toward Middlefield: Lane Place, Prior Lane, Encinal Avenue, Surrey Lane, Moulton Drive, Glenwood Avenue, Fenwood Drive, Rebecca Lane and Bassett Lane.

The 2020 Census counts about 200 homes here. The Town's zoning map puts the Town Center side in R-1B (28-foot height limit, 30-foot front and rear setbacks, floor area of 16.5 percent of the lot plus 1,500 square feet on lots under an acre) and the streets east of the tracks in R-1A (30-foot height, 60-foot setbacks, 18 percent floor area on lots of an acre or more). The civic buildings, the park and Encinal School carry public facility and open space zoning.

The south edge is the Menlo Park city line, and it zigzags. Felton Gables, a Menlo Park neighborhood reached from Encinal Avenue, sits in a notch south of the park with Atherton on three sides; the park has a gate to it near the tennis courts. Glenwood Avenue, Laurel Street and Encinal Avenue each run partly in Atherton and partly in Menlo Park, so two houses on the same street can have different cities, ZIP codes (94027 and 94025) and permit offices.

Buying or selling in Holbrook-Palmer Park & Town Center: what we check

Buying here

  • Confirm the city. Glenwood Avenue, Laurel Street and Encinal Avenue cross the Atherton / Menlo Park line, and Felton Gables is Menlo Park. An Atherton address is 94027 and follows Town rules; the Menlo Park side is 94025.
  • Zoning differs across the tracks: R-1B on the Town Center side, R-1A east of the tracks. Get the lot area and confirm height, setback and floor-area limits with the Town before you plan a remodel.
  • You are next to the town's busiest public places: the park's events and rentals, the Town Center, the library and Encinal School. Visit on a weekday morning and a weekend afternoon.
  • Caltrain runs through the middle, and the Atherton Channel, which drains much of the Town, runs along Watkins Avenue past the park. FEMA maps the area as Zone X (minimal flood hazard); confirm the zone for the parcel and ask about drainage on lots near the channel.
  • State law is changing what can be built near transit. SB 79 took effect July 1, 2026, and the Town says seven Atherton lots are within a quarter mile of a Menlo Park Caltrain entrance; separately, the Town's 2024 Housing Element revisions call for it to consider up to four homes at the park's Gilmore House site. Check the Town's current maps for lots near you.

Selling here

  • Put the walking distances up front: the park, the library and the Town Center are close by, and Menlo Park Caltrain is about 0.6 mile from the park and about a mile from the Town Center (straight line).
  • State the city, ZIP code and school district for the address plainly; on the streets that cross into Menlo Park, buyers will ask.
  • Have lot size, existing floor area and an arborist report ready; native oaks of 48 inches in circumference at 54 inches above grade are heritage trees anywhere on the lot.
  • Check the park and Town event calendars before you set open-house dates, and plan any pre-sale work for weekdays between 8 a.m. and 5 p.m., the only hours Atherton allows construction.
