the story
How Green Hills, Lomita Hills & Capuchino came to be
The city's 2040 General Plan describes Lomita Hills and Capuchino, Millbrae's northern residential neighborhoods, as areas that saw active development after World War II. Instead of the lower Highlands grid, their streets curve gently and follow the contours of the terrain. Census estimates for the tract that covers most of this guide put about a third of its housing units in the 1940s and about another third in the 1950s and 1960s.
The golf course on the west side came first. The course now called Green Hills Country Club was laid out by golf architect Alister MacKenzie and opened in 1930 as the Union League Golf and Country Club; it took the Green Hills name in 1945. It is a private membership club, not a public park. Green Hills, Meadow Glen, Millwood and Capuchino Golf are names used in listing records for the streets between the course and Magnolia Avenue.
To the north, the San Bruno line wraps around the Capuchino High School campus on Magnolia Avenue. The school belongs to the San Mateo Union High School District, but county parcel records give it a San Bruno address, and the Census city line leaves it outside Millbrae.
streets and homes
The streets and the houses
Two street patterns meet here. South of the golf course, the Green Hills and Meadow Glen streets run in short parallel rows off Magnolia Avenue and Richmond Drive: Anita Drive and Anita Lane, Michael Lane, Henry Place, Dexter Place, Robert Place, Geraldine Drive, Christine Lane and Green Hills Drive, with Laurel Avenue, Ludeman Lane and courts such as Shamrock, Jasmine, Cypress and Bluebell climbing toward the course. North of it, the Lomita Hills and Capuchino streets curve across the slope: Lomita Avenue, Bayview Avenue, Fairview Place, Santa Barbara and Santa Margarita avenues, Hacienda Way, Bertocchi Lane, Capuchino Drive, Barcelona Drive, Guadalupe, Bonita, Juanita, Santa Florita and Santa Susana avenues, Cypress Avenue, Rosalita Lane and Santa Teresa Way. Paramount Drive, Millwood Drive, Madrid Court, Seville Court, Queen Anne Court and Cozzolino Drive fill the corner by Magnolia Avenue.
Houses dominate: county parcel data counts about 1,350 houses, about 45 duplex-to-apartment parcels (most of them on Richmond Drive and Magnolia Avenue) and about 15 condominium parcels. Lots are a bit smaller than on the western hillside, with a median of about 5,400 square feet; the middle half runs from about 5,100 to 6,800 square feet, and lots grow on the upper Lomita Avenue and Bayview Avenue slopes.
Many of the postwar houses have been expanded. The General Plan notes that second-story additions, garage conversions and accessory units are common in Millbrae and requires design review of new houses and large second-story additions; its view policy asks additions to limit blocking a neighbor's primary bay view.

Buying or selling in Green Hills, Lomita Hills & Capuchino: what we check
Buying here
- Check the city and ZIP on north-edge listings. The San Bruno line runs behind Bayview and Lomita avenues and along Santa Lucia and Cypress avenues, so neighbors across a back fence can be in San Bruno, with San Bruno permits and possibly San Bruno Park schools.
- Check the liquefaction map. About 390 residential parcels, many on Anita Drive, Anita Lane, Helen Drive, Henry Place, Michael Lane, Lomita Avenue and Santa Barbara Avenue, are in the state's liquefaction zone (Montara Mountain quadrangle). Ask for foundation details and any geotechnical reports.
- On the upper slopes, check fire and landslide maps: CAL FIRE's 2025 map puts about 50 parcels, mostly on Lomita Avenue and the east side of Ridgewood Drive, in a Moderate zone, and about 24 parcels, mostly on Lomita Avenue and Fairview Place, are in the state's landslide zone. A narrow FEMA zone A strip touches about 9 parcels around Santa Florita, Juanita and Lomita avenues.
- Budget for the sewer lateral. Millbrae requires a video inspection of the lateral from the house to the city main before close of escrow, unless the property already has an active compliance certificate (Municipal Code 8.20.450).
- On 1940s and 1950s houses, look at foundation bolting, garage openings, older wiring and the condition of past additions; the General Plan encourages seismic fixes for unbolted foundations and unreinforced garage openings.
Selling here
- Order the sewer lateral video inspection, or find the existing compliance certificate, early.
- Confirm city, ZIP and school district in the listing, especially near the San Bruno line.
- Have the natural hazard disclosure ready; many lots here are in the state's liquefaction zone, and a few upper lots are in fire or landslide zones.
- Document permits for past additions and garage conversions, which are common on these streets according to the General Plan.
