the story
How Glenview Highlands & Millbrae Meadows came to be
The city's 2040 General Plan calls Millbrae's western hillside neighborhoods the newer residential development in town, mostly single-family homes. Census estimates for the tract that covers most of this guide date about 84 percent of its housing units to the 1950s and 1960s, after the lower Highlands grid and the postwar Lomita Hills streets had filled in. Glenview Highlands, Millbrae Meadows and Silva Ranch are names from listing records, not official city neighborhoods; the city and school district use the Meadows name for the park and the elementary school.
The edges here are natural ones. I-280 runs along the city line, and across it is the San Francisco Public Utilities Commission's watershed, which the General Plan notes is mapped as a Moderate or High fire hazard area; the plan also places the San Andreas Fault within a mile of the western city limit. To the north, Junipero Serra County Park covers the hillside on the San Bruno side. To the east, the private Green Hills Country Club, a golf course laid out by Alister MacKenzie that opened in 1930 as the Union League Golf and Country Club, separates these streets from Green Hills and Lomita Hills.
streets and homes
The streets and the houses
Helen Drive is the spine. It runs west from Tioga Drive past Lions Park and Meadows Elementary and curls north toward the San Bruno line, and Larkspur Drive drops from it to I-280. North and west of Helen Drive, the Meadows streets lie in parallel rows on the slope: Ridgewood, Glenwood, Fernwood, Elmwood and Oakwood drives, Brookside, Mosswood, Banbury and Robin lanes, Redwood Way, Terrace Drive and Claremont Court. South of it, Crestview, Sycamore, Tuolumne, Ahwahnee, El Capitan, Clearfield and Springfield drives, Sleepy Hollow Lane, Evergreen Way and Pinehurst Court step down toward Hillcrest Boulevard, with Estates Drive, Alto Loma, Linda Vista, Arroyo Seco, Del Centro, La Prenda and Riverton Drive in the corner above Hillcrest Boulevard near the freeway.
Nearly everything here is a single-family house: county parcel data counts about 1,250 houses and one triplex, with no condominiums. The median lot is about 6,300 square feet, and the middle half runs from about 5,500 to 7,800 square feet, with bigger and steeper lots toward I-280. Expect a mix of original mid-century houses and remodels with second stories.
Change here mostly means remodeling. The General Plan says expansions, second-story additions and accessory units are common in Millbrae, requires design review of new houses and large second-story additions, and asks additions to limit blocking a neighbor's primary bay view from main rooms (Policy LU-3.4). On these slopes, the plan's hillside rules on drainage, erosion control and grading also apply.

Buying or selling in Glenview Highlands & Millbrae Meadows: what we check
Buying here
- Expect a fire zone. CAL FIRE's 2025 local-area map puts nearly every parcel here in a fire hazard severity zone: about 580 Very High, 390 High and 270 Moderate out of roughly 1,250 residential parcels, with large counts on Helen Drive, Crestview Drive, Tuolumne Road, La Prenda, Clearfield Drive, Sycamore Drive and Springfield Drive. Ask what the natural hazard disclosure says and which defensible-space and building rules apply to the address and to any remodel.
- Check slope stability. About 165 parcels, led by Tuolumne Road, Clearfield Drive, Sleepy Hollow Lane, Morningside Drive and Crestview Drive, are in the state's earthquake-induced landslide zone (Montara Mountain quadrangle). The General Plan notes past landslides on the steeper western slopes after heavy rain; ask for geotechnical reports and look at retaining walls and drainage.
- Ask about geologic review before a big project. The General Plan calls for special geotechnical studies for new construction or additions near known hazards such as the Serra Fault, and erosion and drainage plans for hillside grading.
- Budget for the sewer lateral. Millbrae requires a video inspection of the lateral from the house to the city main before close of escrow, unless the property already has an active compliance certificate (Municipal Code 8.20.450).
- All of Millbrae is in the SFO airport influence area, so an airport disclosure is part of the sale; the county's map of the airport plan shows no aircraft noise contour or runway approach zone on these streets.
Selling here
- Have the fire-zone and landslide-zone disclosures, any defensible-space inspection and any geotechnical reports ready before listing.
- Document roof, vent, gutter and vegetation-clearance work, and any retaining-wall or drainage repairs.
- Order the sewer lateral video inspection, or find the active compliance certificate, early.
- Lead with the lot and the location: lots here run about 6,300 sq ft (median), with I-280 and the Sawyer Camp trailhead within about a mile of many streets (straight-line).
