the story
How Fruitdale & Valley Medical came to be
The city's neighborhood map calls this block 'Valley Medical', after the county hospital campus at its north end. Listing records and Census maps call much of it Fruitdale. Fruitdale Ave runs west from S. Bascom Ave, and the Fruitdale census-designated place is an island of unincorporated Santa Clara County land, about 170 acres between Thornton Way and S. Bascom Ave, with the I-280 corridor on its north side. The county's city-limits map draws the same island and links it across the freeway right-of-way to the unincorporated Burbank area to the north.
County archives say the county bought the hospital site in 1871, when it was well outside San Jose, that the hospital became a teaching hospital in 1913, and that it took the Santa Clara Valley Medical Center name in 1996. The campus at 751 S. Bascom Ave is county land. The city's historic resources inventory lists one campus building, H-12, with an estimated date of about 1917.
The San Jose land around the island came in pieces. City annexation records show the Longshore Dr strip along Highway 17 joining in 1954, the Stokes St and Aram Ave blocks in 1955, the Whitehall Ave, Ravenscourt Ave and Via Codorniz area in 1961, the Lindbergh Ave, Norstad St and Rickenbacker St grid and the condo courts off Thornton Way in 1963, and Pamlar Ave, Arnold Way and Wainwright Dr in 1980. Since 2008 the city has annexed only two small pieces of the island: 0.44 acre on S. Bascom Ave in 2012 and 1.07 acres near Thornton Way in 2014.

Buying or selling in Fruitdale & Valley Medical: what we check
Buying here
- County or city: about two-fifths of this outline is unincorporated Santa Clara County land. On those streets the county handles planning, zoning and building permits under county zoning (R1-8, R3), not San Jose's. Confirm the parcel's jurisdiction on the county's city-limits map before you plan an ADU, addition or remodel.
- Permit history: pull records from the county for island homes and from the city for San Jose homes. San Jose blocks here were annexed between 1954 and 1980, so a house older than its block's annexation may have early permits in county files.
- Campbell line: near Highway 17 the west ends of Aram Ave, Stokes St and Whitethorne Dr, part of Tolworth Dr and the south parts of Whitehall Ave and Ravenscourt Ave are in the City of Campbell even though county road records give them San Jose mailing addresses. Check the parcel's city on the county map.
- Flood and quake maps: the city's FEMA-based layer shows about 99% of the outline as Zone D (possible but undetermined hazard) and none of it in the state liquefaction zone (California Geological Survey, San Jose West quadrangle). Check the address on the current FEMA map and read the natural hazard disclosure.
- Condos and townhomes on Teatree Ct, Catkin Ct, Yarwood Ct and Delna Manor Ln: read the CC&Rs and reserve study and check current dues.
- Edges: lots that back onto I-280, Highway 17, S. Bascom Ave or the hospital campus deserve a visit at commute time. The S. Bascom Ave frontage is in the S. Bascom Av (North) urban village, so check the city's plan map for what the next lot over could become.
Selling here
- Say plainly whether the property is City of San Jose, unincorporated county or (near Highway 17) City of Campbell, and attach the county map page.
- Give the lot size from the county parcel record; island lots here run larger (median about 8,700 sq ft) than the San Jose grids (about 6,400 sq ft).
- Have the school-district answer ready: Campbell Union and Campbell Union High on Census maps, with a note to confirm with the districts.
- List straight-line distances to the Bascom light-rail station, the Bascom Library and Community Center and the creek trail.
