the story

How Southgate came to be

Southgate is a small planned neighborhood from the 1920s. The Stanford family owned the land until it was sold and subdivided, and the name comes from the neighborhood bordering Stanford's southern side, according to Palo Alto Weekly's 2016 profile. An early Palo Alto Online neighborhood guide, as cited by the Pacific Coast Architecture Database, credits the layout to C. Moser, who in 1924 deliberately kept the streets narrow so that cars would go slowly and people would use the footpaths.

That 1924 decision still runs the place. The Caltrain tracks along Alma Street close off one side, there is no way in from Park Boulevard near Peers Park, and only a few streets connect to the main roads, so very little through traffic passes, residents told the Weekly. Three pedestrian walkways cut through the blocks, including one that runs from Sequoia Avenue to the El Camino Real frontage road.

Two modern issues come with the location. Next door to Palo Alto High School, the narrow streets filled with student cars, and in 2016 the City Council endorsed a residential permit parking program here. And Southgate sits at the Churchill Avenue rail crossing, one of three crossings in Palo Alto's grade separation project. In December 2025 the council kept a partial underpass as the preferred design for Churchill, with a bike and pedestrian crossing at Seale Avenue, and named closing Churchill to cars (with a bike and pedestrian crossing) as the backup. Design work and environmental review continue, with environmental documents expected in fall 2027.

streets and homes

The streets and the houses

The streets are short and the list is easy to learn: Castilleja, Escobita, Madrono, Manzanita, Mariposa, Miramonte, Portola and Sequoia avenues, with Churchill Avenue on the north edge and Park Boulevard on the south. The names read like a Spanish-language field guide to California (madrone, manzanita, sequoia, mariposa). Streets are narrow, almost lane-like, with separated sidewalks and lots of trees; residents have noted that parked cars on both sides can turn them into de facto one-way streets.

The original houses were California bungalows. Since then the mix has widened to Craftsman houses with front porches, Spanish and Mediterranean styles, ranch houses, cottages and some two-story New England-style homes, and many have been remodeled or expanded, per the Weekly's 2016 and 2018 profiles. Both counted about 230 single-family homes, and the 2016 profile noted the neighborhood has no apartment buildings of its own.

Zoning is simple. Almost all of Southgate is R-1 on the city's GIS zoning layer, with a little multifamily (RM-15) and neighborhood-commercial zoning along El Camino Real. R-1 means a 6,000-square-foot minimum lot, a 30-foot height limit and a floor area of 45 percent of the first 5,000 square feet of lot plus 30 percent of the rest. The ground is flat; when the city repaved the streets around 2016 it added open landscape basins to catch rainwater that used to pool after storms.

nerd notes

Buying or selling in Southgate: what we check

Buying here

  • If you're looking near Churchill Avenue or Alma Street, read the city's rail grade separation materials for the Churchill crossing and ask the project team how the current design would affect access and right-of-way near that address.
  • Check the permit parking map: on participating blocks, non-permit parking is limited to two hours, 8 a.m. to 5 p.m. on weekdays, and student parking from Paly was the main driver of the program, per the 2016 profile.
  • Visit at a few different times. Residents have mentioned trains, aircraft on approach routes to SFO and sirens from the nearby Stanford fire station.
  • Lots are modest, so run the floor-area math before you plan an addition or ADU; second stories are allowed in R-1, within the 30-foot height limit.
  • On 1920s houses, check the foundation, wiring and sewer lateral, and look at drainage on this flat ground.

Selling here

  • List measured distances to Paly, Peers Park, Town & Country Village and California Avenue Caltrain; they are the facts buyers in this location ask about first.
  • Pull permits for past remodels and additions, which are common here, and disclose anything unpermitted early.
  • If the home is near Churchill Avenue, share the current grade separation status and where to find the city's project page.
  • Have guest permits ready for open houses on permit-parking blocks.
